I’m glad to see you referring to this customer service
guide for all things relating to public affairs. You are all
customers of my command information program and I
want you to have an effective process for your requests. My
public affairs team wants you to have as much information
at your fingertips as possible. Our public affairs program
is structured to respond to your evolving needs through
‘maximum disclosure and minimum delay.’ Consult this
guide often. Consider all the ways you can use the tools
we have in place to increase communication, improve
workplace atmosphere, and enhance your unit’s readiness.
Our information technology is increasingly broadening
and I intend to take advantage of our opportunities
to communicate through my public affairs program. I
encourage every unit at the squadron level and above to
designate a unit public affairs representative (UPAR). My
public affairs team will equip them with the tools they
need to excel.
From the Commander:
The Idaho Air National Guard’s mission is two-fold: first, in support of the Governor of Idaho, Air
Guardsmen assist civil authorities in response to a variety of natural or human-caused disasters; secondly,
they train to a high state of readiness to fully integrate with active-duty Air Force personnel in support of
the President wherever and whenever they are called upon.

Public Affairs supports the wing’s mission and
the commander’s vision by providing members
of the 124th Fighter Wing, their families and
the community with timely, factual information
about the missions of the 124th Fighter Wing
and Air National Guard. From covering on-base
events to providing the media with information,
this guidebook will provide our members with
an overview of Air Force and National Guard
Bureau policy. We provide services and products
to help you accomplish your mission.
It is our mission to communicate the most
complete, accurate, and timely availability
of information about events and activities
concerning the 124th Fighter Wing to unit
members and their families through the use of
the public website, the Beacon magazine, the
Beacon website, and many social media tools.
We build trust and support with the community
through the use of media operations. Links to

Public Affairs Services
Website	
The 124th
Fighter Wing public website, www.
idaho.ang.af.mil, is another way of keeping
our audiences up-to-date with the latest news,
information, photos and videos in between the
published editions of the Beacon newsletter. The
public site offers more in-depth information
on unit history, missions, news stories, family
readiness resources and even traditional and
full-time career opportunities in accordance
with AFI 35-107.
The 124th
Fighter Wing public website complies
with the Air Force Web Program. The PA office
evaluates the web site for security and policy
review prior to posting information and will
continue to review substantial updates or new
material posted to the website.
In accordance with AFI 35-107, Public Web
Communications, the following appointments
have been made:
Site Manager: Wing Public Affairs NCO
Content Manager: The PA office is the Content
Manager
Content Provider: Unit members may be
appointed content providers by their
commanders. The PA office is also considered
a content provider
Organizations seeking to publish public web
content will justify the content is intended for
a wide public audience and coordinate with the
PA office prior to seeking release approval from
the Wing PAO. Submit updates and new content
to the PA office for security and policy review
before posting to any website.
Unit Public Affairs Representatives
As UPAR, you represent all the people and
programs in your organization, and work
directly for the commander, chief or director.
People in your organization will turn to you
when they want to pass on news and unclassified
information — whether it’s to the people in your
organization,everyoneonbase,oreventheentire
Air Force. You will ensure that your unit gets the
much deserved visibility and recognition for the
many achievements of your people. Fortunately,
there are many resources available to you. These
resources, when used properly, can make your
organization and the people in it shine.

Basic Guidelines for social media

The Beacon (Bit.ly/124Beacon)
Continuing with the tradition of the
Beacon newsletter, this is just another way
of communicating with our unit members,
their families and our extended fan-base. The
Beacon is published monthly and distributed
electronically on the DIVIDS website. The
magazine includes the latest news and
information related to members of the Air
Force, ANG and Idaho ANG.
The PA office welcomes unit members to
contribute information, articles and imagery to
the Beacon and our websites at any time. The
deadline for newsletter submissions is no later
than 1100 Sunday of UTA. All submissions
should be electronic.
Facebook
The 124th
Fighter Wing official Facebook page,
www.facebook.com/124FWOfficial, is made
up of both internal and external audiences,
with hundreds of “friends” consisting of unit
members, their families and friends and other
community members. The page reaches, on
average, 2000 people each week. For more
information on the Air Force Social Media see
Attachment C in this guide.
Base Wide Email
Base wide email is used for fast-breaking and
immediate information dissemination.
Printed posters and products
Products include event information and high
impact infographics for communication of
command messages for display in building 400
outside of the dining facility.
Video Display Screen
The video display screen in the lobby of building
400 provides announcements, current events,
and timely news stories. The PA office manages
the content on this screen and all requests to
display contents should be submitted to idaho.

Photographic Services
The 124th Fighter Wing Base PA office provides
professional photographers to support base level
photographic requirements for managerial,
operational, training, education, historical
archives, investigative, and administrative
purposes. We provide commonly used
graphics for download, including wing logos
and emblems on the SharePoint drive available
through the Air Force Portal.

To understand the priority of your photo request
in context with all official photography—please
refer to the flowchart in Attachment D.
Air Force Images
The alteration of a photographic, video, or
graphic image is prohibited for any purpose
other than to establish the images as the most
accurate reproduction of an event. Exceptions
to this will be in accordance with DoDD 5040.5
and AFI 35-109.

Studio Photography
Studio Photography is performed in the Base
PA, Building 440, Room 283A. The PA office
offers the following studio services:
Official Portraits
Official portraits for award winners, interview
packages, professional military education
pack-ages, official biography photos, etc. are
completed in the PA studio by appointment
only. All requests for official photos will be
submitted on an online PA support request.
Submit all requests for portraits via the 124FW/
PA online support request form.
NOTE: Personnel requiring official photos are
responsible for ensuring proper wear of the
uniform, ribbons, medals and insignia.
Official portraits are considered routine in
nature and may take up to 30 days (drill to drill)
for completed work.
Miscellaneous Studio Photos: Official
passports, visas, international driver’s licenses
andspecialdutyapplicationscantobescheduled
by appointment and will also be handled as a
Priority 4, routine, work order. Please allow
for up to 30 days for final products. For more

Location Photography
Locationphotographyincludes,butisnotlimited
to:architectural,accident/incidentinvestigation,
training and exercises, family readiness
functions, and special events. The requester is
responsible for providing transportation for
photographers and equipment.
Aerial Photography
The PA office does not currently support aerial
photography. If/when the 124th
Fighter Wing is
tasked with a mission that will support aerial
photography, the PA office will provide aerial
photography services in accordance with AFI
35-09.
Alert Photography
When the services of an alert photographer
are required, the following procedures will be
followed:
•	 During normal duty hours the Base PA
Manager will be available as the alert
Photographer. The Supervisor of Flying
(SOF), Command Post or Safety Office will
contact the photographer for the required
alert photography services. After normal
duty hours, the Disaster Control Group recall
roster will be utilized.
•	 Alert photographic services are for
emergency requirements of Security Forces,
Air Force Office of Special Investigations,
Disaster Preparedness, Flying or Ground
Safety Office, and other emergency response
agencies.
•	 In the event that the Base PA Manager is
unavailable, the Chief of PA will designate an
individual from the PA office to be the Alert
Photographer. The Command Post, Security
Forces or Fire Department will contact PA
personnel through the Alert Recall Roster for
alert photography requirements.
•	 The Alert Photographer will not be utilized
for other than emergency after-duty
assignments unless prior coordination has
been accomplished with the wing executive
officer or wing commander.
Miscellaneous Photographic Services
Self-help Cameras
The Base PA office has nonprofessional
quality self-help cameras available for
temporary issue. These cameras can be
signed out of the PA office on a short-term
loan for a particular official function.
Request a Loan of this equipment with
an online PA work request via the 124th
FW/PA online support request form.
Complete an AF Form 1297 to document
the check-out and check-in of the
equipment. Please remember, all images
taken are the property of the United
States Air Force.

Photo Printing
Photographic prints are available to meet
organizational needs, not available for
personal use. Digital files may be made
available for customers to print at their
own expense. The PA office can enlarge
images, depending upon the resolution,
to poster size in photo quality. Remember,
this is a fairly expensive process so please
insure that the posters that are re-quested
are necessary. All requests have to be
made on an online PA support request.

Photographic service requests should be
submitted according to the flow chart in
appendix D and submitted with a 124FW/
PA online support request form. We

Photographic Work Priorities
In accordance with AFI 35-109,
paragraph 4.1.1, PA work order priority
is:
Priority 1: Highest level of priority.
Direct support of major mishaps,
investigation boards, criminal, legal,
safety and forensic support requests of
an immediate nature. Distinguished
guests visit as required by the State
Department. Photo within 1-3 days,
video within 3-10 days
Priority 2: Direct support of operations
and training for the squadrons
or other deployed unit training
briefings and events. Recruiting and
retention, Public Affairs support
for news photography, exercises and
deployments are mission related base
support requests. Work requests that
are justified under existing directives
that are considered highly important
to the base mission. Photo within 5
days, video within 30 days.
Priority 3: Air Force historical events,
mass briefings, construction, and
special events (retirements, change
of command, recognition programs,
graduation, etc.) Photo within 10
days, Video within 60 days.
Priority 4: Routine Delivery Photo
within 30 days, video within 90. We
make every effort to complete each
routine request (priority 4) in the
order of entry into our database.
However, understand that we complete
higher priority requests with higher
precedence first.
Questionable Work Orders
The Base Public Affairs Manager will
review all questionable work orders.
If higher authority is needed, the
Wing Executive Officer is the final
approving authority. At no time shall
personal work be performed within
the PA office. The Base Public Affairs
Manager will decide what constitutes
personal work.
The Public Affairs office may provide support
MWR activities which support mission
sustainability and basic community support so
long as the activities do not generate revenue.

Video Documentation Services
The 124th Fighter Wing PA office provides
professional videographers to support base
level documentation of briefings, training
sessions, exercises and real world events as
well as dubbing, editing and the creation of
limited in-house productions. Following is a
breakdown of services offered to the base by
Video Documentation Services:
Duplication of electronic media is strictly
limited to non-copyright protected material, or
that which is accompanied by express written
permission to do so from the copyright owner.
See page eight of this document or the PA office
for requests to duplicate copyrighted materials.
All requests for duplication services must be
accomplished on a PA Multimedia support
request. Turn-around time on video duplication
is considered routine and may take up to 30
days. No more than 5 copies will be produced
on any product unless blank media is provided
by the requester.
NOTE: Air Force and DOD materials are
copyrighted and require permission from the
OPR before duplication or use at the 124th
Fighter Wing.
Location Videography
Locationvideographyincludes,butisnotlimited
to: accident/incident investigation, training on
equipment, training exercises, and real world
events. Promotion/awards ceremonies will be
documented IAW AFI 35-109, paragraph 4.4.8.
Documentation of promotions, retirements and
awards are limited to those ceremonies honoring
MAJCOM, Numbered Air Force, Wing, and
Vice Wing Commanders, Change of Command
ceremonies or important historical figures such
as Medal of Honor winners, Order of the Sword
recipients, or aerial aces for historical and
informational purposes. Reference AFI 35-109.
The requester must provide transportation of
the videographer and his/her equipment.
Most requests will be Priority 4, routine, and the
turnaround time will depend on the complexity
of the request.
DVIDS Defense Video &
Imagery Distribution System
DVIDS is a state-of-the-art, 24/7 operation
that provides a timely, accurate and reliable
connection between the media around the world
and the military serving in Iraq, Afghanistan,
Kuwait, Qatar and Bahrain.
Through a network of portable Ku-band
satellite transmitters located in-theater and a
distribution hub in Atlanta, Georgia, DVIDS
makes available real-time broadcast-quality
video, still images and print products as well as
immediate interview opportunities with service
members, commanders and subject matter
experts.
DVIDS…
•	 Facilitates interviews with military personnel
and subject matter experts engaged in fast-
breaking news.
•	 Links local, national and international media to
military units around the world.
•	 Enables embedded journalists to transmit
broadcast-quality video from the field.
•	 Fulfills requests for products quickly via
satellite, fiber and the Internet.
•	 Provides a variety of newswire services for
media.
•	 Delivers personalized customized subscription
email alerts instantly.
•	 Coordinates holiday greetings, “shout-outs”
and special events programming involving U.S.
Soldiers, Sailors, Airmen and Marines around
the world.
•	 Maintains a searchable archive of video, photo,
news articles and audio products.
Makes content available on a variety of platforms
including social media channels, apps and podcasts.

Graphic Arts, Presentations, Charts, Signs &
Certificates
In 2007, the Air Force eliminated graphic design;
therefore the PA office no longer offers graphic
arts products or support unless directed by the
Wing Commander, Vice Wing Commander,
Executive Officer or Public Affairs OIC. All
requests for graphics products and support will
be submitted to the PA office on a PA support
request form. Requests will then be routed up
for approval/disapproval.
The PA office maintains a SharePoint drive
available to all unit members containing current
AF, DOD and 124th Fighter Wing Graphics,
clip art, photos, presentations, signs and other
templates located on the SharePoint at https://
eis.ang.af.mil/org/124FW/WingStaff/PA/Pages/
default.aspx. All emblems used must conform
to official military heraldic instructions.
Copyright Infringements
The reproduction, duplication, or broadcast
of copyrighted materials, to include but not
limited to, videotapes, photographs, music,
website images, graphics and artwork, will not
be authorized without written permission or
license from the copyright owner in accordance
with AFI 35-109 and Title 17, U.S. Code. All
questionable materials will have to be approved
by the public affairs or base legal office.
Before you request that PA Support...
Prohibited uses of Visual Information
AFI 35-109:
•	 Provide souvenirs, personal gifts,
mementos or farewell gifts
•	 Support or document farewell
parties or social events unless
certified as newsworthy or having
historical significance by the PA
office
•	 Create products used for
entertainment during farewell
parties or social events (i.e.
slideshows)
Security and Policy Review
In an effort to inform and increase public
understanding of the mission, operations and
programs of the Idaho Air National Guard and
the Air Force, the PA office must ensure that
material proposed for public release is accurate,
doesnotcontainclassifiedmaterial,anddoesnot
conflict with established policies in accordance
with AFI 35-102.
The objective at all levels must be the maximum
clearance of information in minimum time.
Clearance and release: security and policy
review determines the suitability of released
information. Clearance does not grant an
approval to release the information. Clearance
is delegated to the PA office to evaluate the
contents and implications of the subject. Release
is determined by the PA office.
In accordance with AFI 35-102, Security and
Policy Review, chapter 10, the PA office has
appointed the wing community manager as the
policy and security review authority to operate
the program. Personnel requesting a security
and policy review should contact the PA office
for coordination.
Media Operations (AFI 35-104)
Media operations are essential for
achieving airman morale and readiness,
public trust and support, and global
influence and deterrence.
Every airman is a spokesman. The media
has a need for rapid, accurate information.
Military personnel are encouraged to
write for civilian publications, however,
military personnel are not allowed to
receive payment or honoraria for writing
produced as part of their official duties.
Military members are prohibited from
using the air force name to endorse
or appearing to endorse any product,
company or commercial concern.

Media flights and travel are intended to
cover the air force mission and media
outlets are authorized to perform aerial
photography. Coverage of the mission is
on a non-interference with mission basis.
Media will observe all safety regulations
and follow the directions of the flight
crew at all times.
Release of Information (AFI35-104)
All military personnel must comply with
the secretary of defense’s principles of
information, (dod5211.05) and the air
force’s maximum disclosure, minimum delay
standards.
•	 Present information professionally,
simple and honestly
•	 Be accurate, prompt and factual
•	 Confine the information to the field
of expertise
•	 Avoid the hypothetical and speculative
•	 Reflect air force policy
•	 Do not release classified information
•	 Do not assume information has been
officially released simply because it
appears in the media
FOIA freedom of information act and
privacy act are federal laws and policy that
require prompt and accurate disclosure of
information to the public.
Information on the National Guard
participation in disaster relief, state active
duty and counter drug operations will be
addressed to the Idaho State JFHQ PA officer
or the lead enforcement agency.
Contact the PA office for the release of
information on specific operational subjects
to include alert status, deployments,
movement of units, training exercises,
casualties, activations, mobilizations,
movements, aircraft and equipment.
Requests for information and complaints
(AFI 35-105)
Respond prompt, accurate and completely to
requests for information or complaints.
PA is not able to devote time to assist students
with research papers, but will provide readily
available materials to support such research.
•	 Submit all congressional requests and
inquiries government requests for
information to the PA office.
•	 Submit all requests for information
promptly to the PA office.
•	 Submit all community or public
complaints promptly to the PA office.
Crisis Communication (AFI 35-104)
A crisis is a rapidly developing situation
ranging from a natural disaster to hostile
activities posing a threat to the U.S. interests.
PA is ready to implement a course to provide
target audiences with accurate, timely and
essential information.
The PA office will release a news release
within one hour or as close to one hour
after notification of an accident or incident.
Personnel must not speculate about the cause
of an incident, even if it seems obvious. Only
an accident/safety investigation board is
qualified to determine cause.
If contacted by the media or civilian
outlets for a request, Military personnel
should notify the PA office

Unclassified Information
Provide the public recognized media
organizations with accurate and timely
release of new, good and bad.
Classified Information
Personnel must protect classified
information against compromise.
Media Operations Center
Centrally located media operations center as
needed for news representatives. The Indoor
Pavilion, bldg. 500 Conference Room and 116th
Armored Brigade Conference Room are the
designated local media operations centers in
the event of a crisis.
Photography
PA is responsible for being aware of on/off base
photography.
Straight Talk Line
Phone line established to provide base personnel
with a point of contact for current, accurate
information about the situation. PA will provide
an automatic telephone answering service
for updated statements concerning the crisis.
The PA office phone (208) 422-5358 has been
designated as the straight talk line.
First Responders
A PA representative will be available in the
Emergency Operations Center (EOC) for
incidents response purposes. Additionally, the
PA Unit Control Center (UCC) will activate its
resources in the PA office.
Contact the PA office immediately if you detect
unauthorized photography or video during a
crisis.
Community Relations
Community relations programs enhance
morale, public trust, and support to demonstrate
that the Idaho Air National Guard is a
community partner and is a responsible steward
of government resources in accordance with
AFI35-105.
Personal contact must be established with
local civic leaders to increase public awareness
and understanding. This also helps to build
relationships with members of the local
community and to share the Idaho Air National
Guard Story. The goals of the community
relations program are:
•	 Increasepublicawarenessandunderstanding
of the unit’s mission
•	 Support recruiting by inspiring patriotism
•	 Maintain a reputation as a good neighbor as
well as a respected organization
Participation in public events should further
the understanding of the unit’s mission and the
community as a whole.
•	 Minimize interference with normal training
or operations
•	 Use of government facilities at the
government’s expense for non DOD-­‐
civilians is prohibited
•	 For a base visit, transportation may be
provided (except airlift)
•	 Allowing a group to provide entertainment
does not constitute an endorsement

Participation criteria are outlined in AFI35-
105, Community Relations, chapter 6 and must
meet conditions in the categories of Program,
Sponsor, Support and Site.
Speeches & Public Appearances
Public appearances and speeches by military
personnel are an essential part of community
relations. Military personnel should make
every effort to fill requests for participation.
Determine that the appearance does not
interfere with military duties. Remarks are
confined to the subject matter. Views are
nonpartisan. Participation does not imply Air
Force sponsorship or endorsement. Speeches
must be reviewed for security and policy in
accordance with AFI35-­105.
Do not accept payment or honoraria for making
an official on or off duty public appearance or
speech done as part of official duties. Members
shall not accept any gift of value given to them
because of their position.
The PA office maintains a speaker’s bureau
registry of unit members who are prepared to
speak along with their area of expertise and
geographical home of record. The PA office
maintains a ‘Public Information’ file on Share
Point that contains videos and images cleared
for public release by the PA office as well as unit
power points for public presentation.
Submit the following to PA Office:
•	 Requests for Speaker’s Bureau
•	 All requests for engagements for public
appearances and speeches
•	 Prepared remarks for security review
•	
AIR NATIONAL GUARD TOUR PROGRAM
Tours of the 124th Fighter Wing’s facilities
and equipment increase community leaders’
awareness and understanding of the National
Guard’s role in national security by inviting
groups of civilian opinion leaders to witness the
mission. Tours will be conducted in accordance
with AFI 35-105 and Air National Guard
Pamphlet 35-1 and related travel with AFI35-
103, Public Affairs Travel.
•	 Tour participants are not permitted
operate any item of military equipment
when operation could cause an
increased safety risk
•	 Tours are not intended to produce
media coverage
•	 Base events and tours that include
luncheons should be catered
•	 Tour participants are allowed to take
personal pictures and video within the
bounds of safety and security. They
will observe all safety regulations and
follow the direction of flight crews at
all times.
•	 Wing PAO may ask you to assist with a
tour you are sponsoring on base

The Joint Hometown News Release service
showcases the accomplishments and worldwide
activities of the Armed Forces in the member’s
hometown newspapers and news channels. If
you or someone you know here at the 124th
Fighter Wing has earned an award or some other
form of recognition, has completed a major
accomplishment or will be or are currently
deployed, fill out a complete the new painless
Hometown News Release automated form so we
can tell your story! The new process is quicker
than previous processes and allows Airmen to
submit a form without using a common access
card or security key from any computer at

  • 2. Idaho Guardsmen, I’m glad to see you referring to this customer service guide for all things relating to public affairs. You are all customers of my command information program and I want you to have an effective process for your requests. My public affairs team wants you to have as much information at your fingertips as possible. Our public affairs program is structured to respond to your evolving needs through ‘maximum disclosure and minimum delay.’ Consult this guide often. Consider all the ways you can use the tools we have in place to increase communication, improve workplace atmosphere, and enhance your unit’s readiness. Our information technology is increasingly broadening and I intend to take advantage of our opportunities to communicate through my public affairs program. I encourage every unit at the squadron level and above to designate a unit public affairs representative (UPAR). My public affairs team will equip them with the tools they need to excel. From the Commander: The Idaho Air National Guard’s mission is two-fold: first, in support of the Governor of Idaho, Air Guardsmen assist civil authorities in response to a variety of natural or human-caused disasters; secondly, they train to a high state of readiness to fully integrate with active-duty Air Force personnel in support of the President wherever and whenever they are called upon. STATE MISSION STATEMENT: When called upon by the governor of Idaho, we provide personnel and equipment to assist civil authorities prior to, during and after emergencies or disasters; to protect life and property, preserve peace, order and public safety. Video Display Screen The video display screen in the lobby of building 400 provides announcements, current events, and timely news stories. The PA office offers the following studio services: Official Portraits Official portraits for award winners, interview packages, professional military education pack-ages, official biography photos, etc. are completed in the PA studio by appointment only. All requests for official photos will be submitted on an online PA support request. Submit all requests for portraits via the 124FW/ PA online support request form. NOTE: Personnel requiring official photos are responsible for ensuring proper wear of the uniform, ribbons, medals and insignia. Official portraits are considered routine in nature and may take up to 30 days (drill to drill) for completed work. Miscellaneous Studio Photos: Official passports, visas, international driver’s licenses andspecialdutyapplicationscantobescheduled by appointment and will also be handled as a Priority 4, routine, work order. Please allow for up to 30 days for final products. The requester is responsible for providing transportation for photographers and equipment. Aerial Photography The PA office does not currently support aerial photography. If/when the 124th Fighter Wing is tasked with a mission that will support aerial photography, the PA office will provide aerial photography services in accordance with AFI 35-09. Alert Photography When the services of an alert photographer are required, the following procedures will be followed: • During normal duty hours the Base PA Manager will be available as the alert Photographer. The Supervisor of Flying (SOF), Command Post or Safety Office will contact the photographer for the required alert photography services. After normal duty hours, the Disaster Control Group recall roster will be utilized. • Alert photographic services are for emergency requirements of Security Forces, Air Force Office of Special Investigations, Disaster Preparedness, Flying or Ground Safety Office, and other emergency response agencies. • In the event that the Base PA Manager is unavailable, the Chief of PA will designate an individual from the PA office to be the Alert Photographer. The Command Post, Security Forces or Fire Department will contact PA personnel through the Alert Recall Roster for alert photography requirements. • The Alert Photographer will not be utilized for other than emergency after-duty assignments unless prior coordination has been accomplished with the wing executive officer or wing commander. Miscellaneous Photographic Services Self-help Cameras The Base PA office has nonprofessional quality self-help cameras available for temporary issue. These cameras can be signed out of the PA office on a short-term loan for a particular official function. Request a Loan of this equipment with an online PA work request via the 124th FW/PA online support request form. Complete an AF Form 1297 to document the check-out and check-in of the equipment. Please remember, all images taken are the property of the United States Air Force.

Direct support of major mishaps, investigation boards, criminal, legal, safety and forensic support requests of an immediate nature. Distinguished guests visit as required by the State Department. Photo within 1-3 days, video within 3-10 days Priority 2: Direct support of operations and training for the squadrons or other deployed unit training briefings and events. Recruiting and retention, Public Affairs support for news photography, exercises and deployments are mission related base support requests. Work requests that are justified under existing directives that are considered highly important to the base mission. Photo within 5 days, video within 30 days. Priority 3: Air Force historical events, mass briefings, construction, and special events (retirements, change of command, recognition programs, graduation, etc.) Photo within 10 days, Video within 60 days. Priority 4: Routine Delivery Photo within 30 days, video within 90. We make every effort to complete each routine request (priority 4) in the order of entry into our database. However, understand that we complete higher priority requests with higher precedence first. Questionable Work Orders The Base Public Affairs Manager will review all questionable work orders. If higher authority is needed, the Wing Executive Officer is the final approving authority. At no time shall personal work be performed within the PA office. The Base Public Affairs Manager will decide what constitutes personal work. The Public Affairs office may provide support MWR activities which support mission sustainability and basic community support so long as the activities do not generate revenue. For additional clarification, reference AFI 65- 106, Appropriated Fund Support of Morale, Welfare,andRecreationandNon-appropriated Fund Instrumentalities. Following is a breakdown of services offered to the base by Video Documentation Services: Duplication of electronic media is strictly limited to non-copyright protected material, or that which is accompanied by express written permission to do so from the copyright owner. See page eight of this document or the PA office for requests to duplicate copyrighted materials. All requests for duplication services must be accomplished on a PA Multimedia support request. Turn-around time on video duplication is considered routine and may take up to 30 days. No more than 5 copies will be produced on any product unless blank media is provided by the requester. NOTE: Air Force and DOD materials are copyrighted and require permission from the OPR before duplication or use at the 124th Fighter Wing. Location Videography Locationvideographyincludes,butisnotlimited to: accident/incident investigation, training on equipment, training exercises, and real world events. Promotion/awards ceremonies will be documented IAW AFI 35-109, paragraph 4.4.8. Documentation of promotions, retirements and awards are limited to those ceremonies honoring MAJCOM, Numbered Air Force, Wing, and Vice Wing Commanders, Change of Command ceremonies or important historical figures such as Medal of Honor winners, Order of the Sword recipients, or aerial aces for historical and informational purposes. Reference AFI 35-109. The requester must provide transportation of the videographer and his/her equipment. Most requests will be Priority 4, routine, and the turnaround time will depend on the complexity of the request. DVIDS Defense Video & Imagery Distribution System DVIDS is a state-of-the-art, 24/7 operation that provides a timely, accurate and reliable connection between the media around the world and the military serving in Iraq, Afghanistan, Kuwait, Qatar and Bahrain. Through a network of portable Ku-band satellite transmitters located in-theater and a distribution hub in Atlanta, Georgia, DVIDS makes available real-time broadcast-quality video, still images and print products as well as immediate interview opportunities with service members, commanders and subject matter experts. DVIDS… • Facilitates interviews with military personnel and subject matter experts engaged in fast- breaking news. • Links local, national and international media to military units around the world. • Enables embedded journalists to transmit broadcast-quality video from the field. • Fulfills requests for products quickly via satellite, fiber and the Internet. • Provides a variety of newswire services for media. • Delivers personalized customized subscription email alerts instantly. • Coordinates holiday greetings, “shout-outs” and special events programming involving U.S. Soldiers, Sailors, Airmen and Marines around the world. • Maintains a searchable archive of video, photo, news articles and audio products. Makes content available on a variety of platforms including social media channels, apps and podcasts.

All requests for graphics products and support will be submitted to the PA office on a PA support request form. Requests will then be routed up for approval/disapproval. The PA office maintains a SharePoint drive available to all unit members containing current AF, DOD and 124th Fighter Wing Graphics, clip art, photos, presentations, signs and other templates located on the SharePoint at https:// eis.ang.af.mil/org/124FW/WingStaff/PA/Pages/ default.aspx. All emblems used must conform to official military heraldic instructions. Copyright Infringements The reproduction, duplication, or broadcast of copyrighted materials, to include but not limited to, videotapes, photographs, music, website images, graphics and artwork, will not be authorized without written permission or license from the copyright owner in accordance with AFI 35-109 and Title 17, U.S. Code. All questionable materials will have to be approved by the public affairs or base legal office. Before you request that PA Support... Prohibited uses of Visual Information AFI 35-109: • Provide souvenirs, personal gifts, mementos or farewell gifts • Support or document farewell parties or social events unless certified as newsworthy or having historical significance by the PA office • Create products used for entertainment during farewell parties or social events (i.e. slideshows) Security and Policy Review In an effort to inform and increase public understanding of the mission, operations and programs of the Idaho Air National Guard and the Air Force, the PA office must ensure that material proposed for public release is accurate, doesnotcontainclassifiedmaterial,anddoesnot conflict with established policies in accordance with AFI 35-102. The objective at all levels must be the maximum clearance of information in minimum time. Clearance and release: security and policy review determines the suitability of released information. Clearance does not grant an approval to release the information. Clearance is delegated to the PA office to evaluate the contents and implications of the subject. Release is determined by the PA office. In accordance with AFI 35-102, Security and Policy Review, chapter 10, the PA office has appointed the wing community manager as the policy and security review authority to operate the program. Personnel requesting a security and policy review should contact the PA office for coordination. Media Operations (AFI 35-104) Media operations are essential for achieving airman morale and readiness, public trust and support, and global influence and deterrence. Every airman is a spokesman. The media has a need for rapid, accurate information. Military personnel are encouraged to write for civilian publications, however, military personnel are not allowed to receive payment or honoraria for writing produced as part of their official duties. Military members are prohibited from using the air force name to endorse or appearing to endorse any product, company or commercial concern.

Coverage of the mission is on a non-interference with mission basis. Media will observe all safety regulations and follow the directions of the flight crew at all times. Release of Information (AFI35-104) All military personnel must comply with the secretary of defense’s principles of information, (dod5211.05) and the air force’s maximum disclosure, minimum delay standards. • Present information professionally, simple and honestly • Be accurate, prompt and factual • Confine the information to the field of expertise • Avoid the hypothetical and speculative • Reflect air force policy • Do not release classified information • Do not assume information has been officially released simply because it appears in the media FOIA freedom of information act and privacy act are federal laws and policy that require prompt and accurate disclosure of information to the public. Information on the National Guard participation in disaster relief, state active duty and counter drug operations will be addressed to the Idaho State JFHQ PA officer or the lead enforcement agency. Contact the PA office for the release of information on specific operational subjects to include alert status, deployments, movement of units, training exercises, casualties, activations, mobilizations, movements, aircraft and equipment. Requests for information and complaints (AFI 35-105) Respond prompt, accurate and completely to requests for information or complaints. PA is not able to devote time to assist students with research papers, but will provide readily available materials to support such research. • Submit all congressional requests and inquiries government requests for information to the PA office. • Submit all requests for information promptly to the PA office. • Submit all community or public complaints promptly to the PA office. Crisis Communication (AFI 35-104) A crisis is a rapidly developing situation ranging from a natural disaster to hostile activities posing a threat to the U.S. interests. PA is ready to implement a course to provide target audiences with accurate, timely and essential information. The PA office will release a news release within one hour or as close to one hour after notification of an accident or incident. Personnel must not speculate about the cause of an incident, even if it seems obvious. Only an accident/safety investigation board is qualified to determine cause. If contacted by the media or civilian outlets for a request, Military personnel should notify the PA office

Classified Information Personnel must protect classified information against compromise. Media Operations Center Centrally located media operations center as needed for news representatives. The Indoor Pavilion, bldg. 500 Conference Room and 116th Armored Brigade Conference Room are the designated local media operations centers in the event of a crisis. Photography PA is responsible for being aware of on/off base photography. Straight Talk Line Phone line established to provide base personnel with a point of contact for current, accurate information about the situation. PA will provide an automatic telephone answering service for updated statements concerning the crisis. The PA office phone (208) 422-5358 has been designated as the straight talk line. First Responders A PA representative will be available in the Emergency Operations Center (EOC) for incidents response purposes. Additionally, the PA Unit Control Center (UCC) will activate its resources in the PA office. Contact the PA office immediately if you detect unauthorized photography or video during a crisis. Community Relations Community relations programs enhance morale, public trust, and support to demonstrate that the Idaho Air National Guard is a community partner and is a responsible steward of government resources in accordance with AFI35-105. Personal contact must be established with local civic leaders to increase public awareness and understanding. This also helps to build relationships with members of the local community and to share the Idaho Air National Guard Story. The goals of the community relations program are: • Increasepublicawarenessandunderstanding of the unit’s mission • Support recruiting by inspiring patriotism • Maintain a reputation as a good neighbor as well as a respected organization Participation in public events should further the understanding of the unit’s mission and the community as a whole. • Minimize interference with normal training or operations • Use of government facilities at the government’s expense for non DOD-­‐ civilians is prohibited • For a base visit, transportation may be provided (except airlift) • Allowing a group to provide entertainment does not constitute an endorsement

Participation criteria are outlined in AFI35- 105, Community Relations, chapter 6 and must meet conditions in the categories of Program, Sponsor, Support and Site. Speeches & Public Appearances Public appearances and speeches by military personnel are an essential part of community relations. Military personnel should make every effort to fill requests for participation. Determine that the appearance does not interfere with military duties. Remarks are confined to the subject matter. Views are nonpartisan. Participation does not imply Air Force sponsorship or endorsement. Speeches must be reviewed for security and policy in accordance with AFI35-­105. Do not accept payment or honoraria for making an official on or off duty public appearance or speech done as part of official duties. Members shall not accept any gift of value given to them because of their position. The PA office maintains a speaker’s bureau registry of unit members who are prepared to speak along with their area of expertise and geographical home of record. The PA office maintains a ‘Public Information’ file on Share Point that contains videos and images cleared for public release by the PA office as well as unit power points for public presentation. Submit the following to PA Office: • Requests for Speaker’s Bureau • All requests for engagements for public appearances and speeches • Prepared remarks for security review • AIR NATIONAL GUARD TOUR PROGRAM Tours of the 124th Fighter Wing’s facilities and equipment increase community leaders’ awareness and understanding of the National Guard’s role in national security by inviting groups of civilian opinion leaders to witness the mission. Tours will be conducted in accordance with AFI 35-105 and Air National Guard Pamphlet 35-1 and related travel with AFI35- 103, Public Affairs Travel. • Tour participants are not permitted operate any item of military equipment when operation could cause an increased safety risk • Tours are not intended to produce media coverage • Base events and tours that include luncheons should be catered • Tour participants are allowed to take personal pictures and video within the bounds of safety and security. They will observe all safety regulations and follow the direction of flight crews at all times. • Wing PAO may ask you to assist with a tour you are sponsoring on base Hometown News Release Program The Joint Hometown News Release service showcases the accomplishments and worldwide activities of the Armed Forces in the member’s hometown newspapers and news channels.
