This term, in principle, was used to signify a single source population scattered in
various parts of the world, in the specific case of the Jews before the creation of
Israel in 1948. But today the term is widespread, to be used to refer to any
population of any nation-state that is scattered in different places abroad.
Analyzing the historical discourse of China, is not the first time that becomes
Empire (Farrington, 2002), because through five thousand years of history China
was in the imperial peak of human civilization under various dynasties, such as the
they have perpetuated in power from 202 BC to 220 AD and later
the T'ang Dynasty, from 618 AD to 907 AD reaching to be the most powerful
empire on earth, with the Emperor Xuangzong in 712-56 AD
In this nation we owe inventions, philosophical criteria, and especially his great
contributions to the Strategy. One can say without fear of missing the copyright
Strategy is a Chinese invention.
We can say that according to the Royal Academy of Language, ... Strategy
comes (from lat. STRATEGIA, and this Greek στρατηγία). Y is defined as:
1. F. Art directing military operations.
Two. F. Art, trace to run a business.
Three. F. Mat. Adjustable In a process, set of rules that ensure an optimal
decision at all times.
The father of modern military strategy Carl von Clausewitz , defined it as "the
employment of battles to get to the war." Establishing the priority policy objectives
before military objectives.
A West is owed the emergence of philosophy, science and especially in Europe, as
shown by the Talasografia (Cosandey, 2007) science that seeks to demonstrate
that the geographic locations provide conditions conducive to produce special
qualities or individuals in the humans and their culture. That is, Europe is Europe
and China is China, ... but warning that we are under a cloak of universality, ... i.e.
one human civilization or general culture formed from multiple cultures as serious
referenced in the coke Civilizations Samuel Huntington (1997).

While Europe resurfaced since Greek times, in a revival (XV century), remained in
medieval China, ... and occidentals strokes could catch up with what happened
while ... their cultural traditions, Eastern philosophy, his dynastic governments , ...
prevented progressive display next to the West.
The technique in China remains in its culture, and transferred to the West through
cultural and commercial exchange that lasted for several centuries. But his most
prized invention strategy. Remains buried over time until they discovered the
writings of Sun Tzu, and Sun Bin (Art of War I and II, with 2000 years old) and 36
Chinese Strategies. This does not mean that such cultural exchanges have not
transcended geographically, some knowledge about the strategy to the west.
The Western strategy comes from the Greek, but in turn comes from the exchange
between the ancient cultures of Mesopotamia, Egyptian, and Asian, and
reemerges from traveling merchants and adventurers, and as more formal, ... in
the Silk Road (112 BC to 100 AD), from Europe to China.
West has excelled in strategy from characters like Xenophon, Cyrus, Alexander the
Great, Hannibal, Julius Caesar, Atilas, Machiavelli, Frederick II of Prussia,
Napoleon, Jomini, Carl von Clausewitz , Bismark, among others ... But we must
admit that five thousand years of Chinese strategic culture, weighed into the
strategic thinking of all mankind. The advantage of the West always confined to the
technological, ... and today, thanks to several Globalization’s, there is only one
strategic conceptualization belonging to a single universal criterion, ... to a single
human civilization.
Two domestic destinations are in similar purposes. U.S. of America, young nation,
which arises hardly 200 years (American independence 1776), now emerging with
its hegemonic intentions mundials the late nineteenth century and early twentieth
century, standing as the winner after participating in a first and Second World War
(1939-1945), and deep into the Cold War with the other winner of the 2nd. World
War ... the Soviet Union, which is overcome in this race, primarily through an
economic strategy, expressed his defeat first with the fall of the Berlin Wall (1989)
and second with the disintegration of the Soviet Union (1991 ).

The other ... has a long history in the region hegemonic, but kept closed, was also
closed to the progress of mankind, and that West had taken as part of his
standard, with the development of democratic values (Revolution French in 1789).
The Qing Dynasty ruled China until the early twentieth century, and since then
China faces a very series of changes that led to a revolution against the
government of General Chiang Kai-Shek, led by Mao Tse Tung, who triumphs
becoming one of the great strategists of the twentieth century and humanity to
implement, the ancient precepts of strategy, ... the end result was the founding of
Communist China Popular in the continental area and a pro-western China on the
island Formosa (1949), today called on day Taiwan, where General Chaing Kai-
shek fled.
After several internal reforms, among them, the so-called Cultural Revolution,
Chinese society is emerging in the ways of education and planning, leaders ...
make it a competitive nation, confined to capitalist expansion and opening to be
giving today by now the largest creditor of the U.S. deficit.
A few words (Brzezinski, 1997), the U.S. should take to Europe as a bridgehead to
take Euroasia, and so everyone can master the theory of Mackinder's
Heartland. Thus throughout the Asian influence local area.
After the fall of the Soviet Union, the U.S. became a hegemonic nation universally,
with a projection of at least twenty years of champions, this due to its powerful
currency, its multinational capital, institutional framework, its democratic values and
especially its industry based on its military-political strategy.
Some think that the U.S. itself has allowed and encouraged the creation of another
great antagonist or just another enemy, as stated in the book Huntington Us (2004)
... this is so because the idea that the U.S. needs to create their enemies to
strengthen their hegemonic and strategic positions around the world, i.e., that
helping China to become its biggest rival, share global responsibilities, achieve
geographically distribute the hegemonic influence around the globe, keeping China
dominated While this would influence throughout Asia. But what if the Chinese
think is different and are not intended to influence locally, if not globally.

The hegemonic pretensions of both poles are remarkable and talk strategy can
refine specific elements of both strategic thinking, ... the U.S. and China,
highlighting strategies with different characteristics.
The Chinese strategic thinking and its Armed Forces
Speaking of strategy is almost obligatory to refer to the cultural thought of ancient
China and has remained to this day. The so-called military stratagems, as models
or pieces of well reported teaching strategies were part of their leaders until today
(manual People's Liberation Army, 1997), when the officer of rigor know them and
study. Here episodes on military campaigns, military tactics, between two enemy
camps, converted into relatively short stories that tell how to defeat the enemy or
opponent through cunning, deceit, and wisdom in an environment of broad
common sense or pragmatism are presented.
For China, is part of his intellect, to think strategically and can contact in their
literature (Chinese Poems, 2000, Art of War I and II, with the Tao Te Ching, 650
BC The 36 strategies), ... and also military treaties in normal use in military
schools, in fact ... China Military Encyclopedia (1997) speaks only his terminology
throughout the conception of strategy. In most definitions of strategy you can
display a body of theory and another application all under one story that seeks to
make a pragmatic education steeped in its own wisdom of Eastern culture. Always
using indirect ways to get the win, while emphasizing the ability to snatch victory
suddenly.
In the ancient past Sun Tzu stands as the father of the science of strategy (Art of
War) and Sun Bin (Art of War II), with a century of difference between their
rapporteurs. However, a larger strategy of all time what constituted Mao Tse Tung
as a strategist and practitioner of this, achieving impressive feats (The March
1949).
Norte Americans researchers in the field as analyst Timothy L. Thomas Professor
of Eurasian Institute U.S. Army, claiming that the Chinese armed forces have as a
compendium of precepts doctrine "Marxist science of war and strategy, based on
your current situation by combining their heritage, developing, imitating and
innovating "

So to the Chinese military strategists of their strategy cannot simply Ends, Ways
and Means, ... but it is a holistic body dialectically (Hegel) antagonizes to achieve
its purposes, all under the feet of the national policy.
The yin and yang (negative and positive, united in a harmonious way, ... the Tao)
viewing things in an antagonistic environment; but part of a harmonious whole, ... is
a conceptualization that underlies the Chinese strategic thinking. Mao Tse Tung
defines strategy as "the study of the principles of the war situation as a whole", ...
(1936). Currently viewing the Chinese totalitarian strategy includes body: national
interests, Fortress war, warfare capability opposition force, international political
factors, internal political, geostrategic relations, human geographic features,
culture, religion, human capital, intangibles as a national interest .... eg dignity,
spiritual ... national objectives. China's strategy also has among its core philosophy
as a culture, ... soaking up the ideas of Confucius and Lao Tse to give support to
the identity and unity of the nation, which is the mainstay of the national policy. The
ploy by the use of the instruments of power China is the key.
USA as we have said holds the world leadership today ... its strategic scheme
seems simple, laconic and very pragmatic, based on the "Guide to National
Security Policy Strategy" ... His strategists take core interests (ends) that are
safety , liberal democratic and economic welfare values. Identifying the
fundamental national interests and national objectives.
Priority focus of interest (currently on its threats and opportunities),
by category,. ... The crucial nature, identifying important or peripheral interest
purposes as determined goals, concepts such as the mode or form and
resources as means. So, the national security interests determine the objectives,
to which the national leadership will implement ways and means to achieve them,
using the instruments of national power.
Today the leading nation of Western culture continue to be the great nation of the
United States, provided they remain with it ... A guarantor currency, the ability to
support deficits, reliance on creditors (China main), its political framework military
and industrial with its national strategy and all these elements will respond to the
applicant's responsibility to be the world number one.

As mentioned for Brezezinki U.S. must control through Eurasian (1997) Europe as
a great ally, but others say that without an enemy (Huntington, 2004) strong as
China would not be possible by the geographical difficulties and the multiplicity of
factors modern, unstable and unsafe for unipolar world.
If awakened or aroused only do not know, ... but the Eagle North knows white
collar, ... and the great dragon is awake.
