2. This is a project which will
deliver multiple benefits
• Funding is requested to support improvements to the
Park Lane/School Hill/Windmill Lane junction in Histon
• These improvements will:
• Make the outbound turn into Park Lane from School Hill safer
• Provide space for cycle stands outside the newly developed St
Andrew’s Centre (StAC)
• Calm traffic on the road outside StAC
• Widen the footpath over the brook which is currently not
suitable for pushchairs, wheelchairs and motorised scooters
• Make it safer for cyclists using Windmill Lane northbound
• We expect that these works are possible within a
budget of £10K and are ready to contribute £1K

6. Currently there is two way
traffic throughout the junction
• Many vehicles swing out as they turn into Park Lane from
School Hill
• Very few vehicles entering the junction from Windmill Lane
turn right into Park Lane
• The exit from School Hill southbound into the village is not
easy and most larger vehicles use Park Lane
• Traffic emerging from School Hill southbound creates a
hazard for cyclists heading up Windmill Lane
• The School Hill carriage width outside StAC is ‘generous’
• The footpath on the east side of School Hill over the brook is
too narrow and cannot accommodate motorised scooters etc

8. The St Andrew’s Centre and
its development
• The StAC development presents the opportunity to
make much needed improvements to this junction
• There will be a café facing onto School Hill and traffic
on this stretch should be calmed and, as far as
possible, distant from it
• During the recent development work, about 6 months,
the School Hill carriage width has been much reduced:
• With little adverse impact on traffic movements
• With noticeable improved safety for westbound traffic entering
Park Lane
• With no complaints about the loss of parking

9. It is proposed …
1. To make School Hill one-way in the direction of Park
Lane. This will mean that all traffic entering the
junction from Park Lane will have to enter the village
by turning right at the junction with Windmill Lane
2. To narrow the School Hill carriage way accordingly and
to use a part of the extra footpath width for cycle
parking. The carriage way itself will be characterised
as ‘shared space’
3. To widen the footpath on Windmill Lane as it crosses
the brook.

12. If CCC supports this project
… next steps
• We understand that it will need £10K of supporting
funds. We do not have that but we will seek such
funding. The Parish Council has indicated that it would
be supportive;
• Given our recent experience and understanding that we
are proposing a significant change we would suggest
that a temporary road layout be implemented to
confirm that it can accommodate the changes; and
• Perhaps we can structure the project so that it can be
delivered step-wise.
