5. Details of the Programme/Project/Initiative
Brief description of the programme/project/initiative:
Orissa e-Governance Services Limited Bhubaneswar (OeSL) a SPV of OCAC, on behalf of Housing
and Urban Development Department, Government of Orissa plans for the ‘implementation of an
integrated Municipal e-Governance application Software System in all ULBs of Government of
Orissa’ along with integration with the existing software applications. This project called Orissa e-
Municipality Services has been implemented in ULBs in the state of Orissa. The urban local bodies
(ULBs) in Orissa, categorized as Municipal corporations (3), Municipalities (36) and Notified Area
Councils (5).Rollout of e-Municipality Project to rest 59 ULBs are under process.
Why was the project started
Objective
The Objective of this project is the implementation of a centralized integrated Municipal e-
Governance application Software System in all ULBs of Government of Orissa’ which includes
following key points:
Provide “Single Window” services to citizens on anytime, anywhere basis.
Increase the efficiency and productivity of ULBs.
Develop a single and integrated view of ULB information system.
Provide timely & reliable information for effective decision making.
Integration with other related applications.

• Target group
The target group of the project Orissa e-Municipality Services covers the common citizen,
Government Officials and Users of Hospitals and private Nurshing Homes of all the ULBs & PH
Urban Orissa in the entire state. The urban local bodies (ULBs) in Orissa, categorized as Municipal
corporations (3), Municipalities (36) and Notified Area Councils (5). They are constituted by State
Government. PH Urban includes all the Circles, Divisions, Sub Divisions, and Sections in the
jurisdiction of urban local bodies. The rollout of rest 59 ULBs is in process.
Geographical reach: The scope of the project includes all functionalities of ULBs of Orissa.
However, the application can be accessed from all over the world

1. First time automation of 44 Urban Local Bodies across Orissa for e delivery of G2C services.
2. Adoptability of automated service delivery mechanism by ULB officials which is a land marking
attempt under the project.
3. A useful centralized database for citizen and Govt. has been developed to enable direct interface
between citizen and Govt.
4. Increase of revenue collection by use of such innovative database to achieve self sufficiency.
5. Decision support system for Govt. and ULB authorities to plan out the developmental aspects.

1. Centralized Implementation:
This project is extremely innovative in its aspect since the same centralized system is being used for
all the ULBs of the state. Throughout the diversity of the state the same application can be used. It is
being coordinated from the same central data centre and data base

3. Through the dependable database, a useful revenue model has been explored for ULBs. The
digitization of all data helped in better management of time and resources. SMS alert reduces
communication gap between Govt. and Citizen.
3. Citizen Accessibility:
This application can be directly used by the citizen for application of Birth/Death Certificate, to check
status of trade license application and holding tax application and so on and so forth. It acts as a
direct interface between the citizen and the Government as the request raised by the citizen can be
directly viewed by the H&UD department.
4. Application Usage:
36900 Birth Registrations, 7339 Death Registrations, 9898 Birth Certificates Issued,3075 Death
Certificates Issued,2088 Trade License Issued, 1624 grievances raised within a short span.
5. State – Wide User Base:
More than 10000 users have been using the application throughout the length and breadth of the
state of Orissa.
List the 5 key challenges faced while implementing the programme/project/initiative and how
they were overcome?
1.Requirement Gathering:
Requirement Gathering has turned out to be a major challenge as the gap was huge between
the systems oriented architecture and the current practice. The volatility of the requirements was
augmented due to the bleak computer literacy of the end-users
2.Data Migration:
Data Migration has been a huge hurdle because the data needs to be migrated from a variety of
sources varying from legacy systems to registers. In some ULBs, the lack of data at the ULBs is
also adding to the hurdles owing to which the legacy data is not being populated to the
application. The verification of the legacy data has also been a challenge owing to lack of pre-
defined standards. Hence effort was made to standardize the lengthy formats and MIS.
3.Training
Training to the ULB officials and hand holding support staff across the ULBs had been a big
challenge owing to the geographical distance and dialect issues. Therefore IT skill training was
imparted to handle the change management followed by localized handholding support.
4.Change Management
Motivating the end-users to migrate from the current offline system to the e-Municipality online
application was also an impediment because of end-user inflexibility to move to a new system
and other third party issues like unavailability of basic infrastructure, electricity and internet
connectivity. So rigorous training to the end users as well as dedicated support from the service
provider helped to overcome the challenge. Also the application is being used by the Hospitals
and Nursing Homes for registration of Birth and Death events.
5.Inter-departmental dependency:
Appropriate coordination between Housing and Urban Development Dept. and Health &Family
Welfare Dept. has been made during the implementation which was a big challenge for the
Agency. Again within Housing and Urban Development Department coordination among various
line departments like Municipal Bodies, Urban PH and Development Authorities for Building Plan
Module has been incorporated.

by others?
1. Centralized Database: The centralized database retains all data of different ULBs in
the state which is accessed easily for different purpose. A user-friendly portal and
dashboard helps a lot to pool requisite exception reports at any time across the state.
2. Centralized Training: Training to the ULB officials and hand holding support staff
across the ULBs had been a huge challenge owing to the geographical distance and
dialect issues. However, it was resolved by conducting centralized trainings for users
4. from homogeneous language zone and geographical belts.
3. Requirement Handling: Requirements were gathered from all levels of users to avoid
any kind of ambiguity. Analysts spent ample amount of time at the ULBs so as to get a
complete focus.
4. Centralized Tracking: Usage Tracking is being done from centralized helpdesk which
facilitates the central tracking of all issues at the ULBs be it hardware or software.
5. Legacy Data Management: Legacy data Management for all the ULBs of the state is
being done by central team on a central repository. Hence, migration for all ULBs of the
state has been standardized.
• List 5 points to elaborate on the scalability of the programme/project/initiative:
1. Scalable architecture: The application has been designed in such a way that
initially it was implemented in ULBs and subsequently extended to 103 ULBs
within the same architecture. So it has the capacity to cater the future extensions.
2. User-friendly MIS: The online reporting system developed to cater to different re-
ports as and when required which is one of the successful devices and it has req-
uisite capacity so far as scalability is concerned.
3. Skill Up-gradation training to end users: Basic IT skill up gradation training im-
parted to end users can be a model for enhancement of capacity of officials of
ULBs. It has scalable features for all end users.
4. Revenue Model: The system has up graded the pattern of the revenue model for
the ULBs which help them for self sufficiency and the application can be a sus-
tainable one in future.
5. Citizen centric approach: The application has been developed keeping the inter-
est of common citizen in terms of service delivery by ULBs with a handful of wel-
fare schemes.
