Sirs,
I wish to bring to the kind notice of everyone about the scams being facilitated by
various heads of the departments of Guru Nanak Dev University due to laxity of
the Vice-Chancellor, A.S.Brar. It is already well-known from media reports how

2. two female coaches were earlier appointed after giving relaxation to the
eligibility criteria even though hundreds of eligible candidates were available
from all over the state.
This time Dr. Sukhdev Singh, Associate Professor, Department of Physical
Education, Guru Nanak Dev University has stuck a deal with one Vishaw
Gaurav (Ad hoc Asstt. Professor) for his appointment on regular grade during
interview for the appointment of Assistant Professors for which the applications
of the candidates are already pending with Sukhdev Singh for screening and
preparing the merit list. For all this, Vishaw Gaurav had to pay Rs. 5 Lacs out of
which half was to be paid in advance while the rest of the amount was to be paid
after the selection. Since Dr. Sukhdev Singh has to make heavy payment to
Natura Developers for the plot, he demanded the whole amount of bribe in
advance which was paid last week.
Many candidates have applied for the post of Asstt. Professors of Physical
Education and 2 months ago the applications were sent to Sukhdev Singh for
screening the same for calculating marks according to their achievements and
research publications. But as he wants to appoint Vishaw Gaurav, a below
average scheduled caste candidate who can not speak even two words accurately
in proper accent of English and Hindi and has not yet completed his Ph.D., he is
delaying the screening of applications for the last two months and pressurizing
the following External Examiners to send positive report of evaluation of thesis
immediately:

Yes, my friends, even though the names of those External Examiners were
supposed to be confidential, yet Sukhdev Singh has got the confidential list from
the administrative staff to make telephonic calls. If you go through the detail of
his cellphone number (09855255155), you will find that he is frantically making
telephonic calls to the said examiners so that they may send the evaluation report
to enhance the merit of Vishaw Gaurav and he may include the fact of his
attaining Ph.D. to grant more marks while screening the applications already

3. sent to him two months ago. When the applications were sent to this corrupt
Head of the department, what was the reason for such an inordinate delay? Why
did he make so many calls to the External Examiners? What was his vested
interest in all this? Of course, the money that he has already received can not be
returned as he is already under huge debt due to his disgusting habits and you
can verify it from his bank statements which he gets issued many a time. Loans
on fictitious reasons and non-existent vehicles is his favorite past time.
Before all these things, all the Assistant Professors of his department were
pressurized to sign on the report of viva voce which is conducted before
submission of thesis while no such viva was every held in reality.
Vishaw Gaurav – the Womanizer – most recently demanded sexual favours from
one of his students Ms. Neha of M.P.Ed (outstanding baseball player), which she
denied. After her denial, Vishaw Gaurav made her life a miserable hell and
started passing innuendos in front of other classmates. During internal
evaluation of answerscripts of annual examination, Vishaw granted the lowest
marks to Neha due to which the classmates protested and threatened to bring the
matter to the notice of Chancellor of the University. Dr. Sukhdev Singh in order
to calm everyone down handed over the answerbook to another Assistant
professor for evaluation, Dr. Bal, who awarded her accurate marks which were
later changed in the new award list. This is how the evaluation is done in Guru
Nanak Dev University and this is the standard of the teachers of Physical
Education right here. Vishaw Gaurav in a bit to harass her further after facing
second defeat said to all the students, “TUM SAB MUJHE ASSINGMENTS KAL
DOGAY”. But while referring to Ms. Neha,, he said the same words in the form of
innuendo, “TUM BHI DOGI NA MOJHHE? KAL PAKKA DOGI NA MUJHHEY?”
Is this not a case of sexual harassment? Yes, it is, but who cares unless the girl is
one’s own daughter?
Vishaw Gaurav has been granted unauthorized exemption by Sukhdev Singh
from the morning and evening activity classes just because he resides 80 KM
away from the Campus and his workload has been unofficially allocated to other
Asstt.Professors who have to impart activity lectures in the name of Vishaw
Gaurav because Head of the department Sukhdev Singh rigs the attendance
record to show Vishaw Gaurav’s presence in the playground on record.
Students of the department of Physical Education are contemplating strike in the
University after summer vacation. All the students and Assistant Professors of
the department are willing to narrate the sorry state of affairs and instances of
sexual harassments if a high powered enquiry is constituted by independent
person and the students and teachers are called one by one to state everything
without fear.

4. Before signing off, I and my classmates request the Governor of Punjab-cum-
Chancellor of this University:-
1. To constitute an enquiry into the matter and call all the students and
teachers one by one to give statement verbally. They can give written
statements if the University decides to abolish internal evaluation of annual
examination and send the answerbooks to other Universities for evaluation.
2. To direct Dr. Sukhdev Singh to expedite the screening of applications of
the candidates for the post of Assistant Professors of Physical Education
which he has withheld in his department for the last 2 months without any
rhyme or reason but to delay it to facilitate his two-point agenda – (1) to
pressurize the external examiners to send positive reports of evaluation
report of Vishaw Gaurav or (2) to delay the scrutiny and screening to the
extent of such a period after which the applications of the applicants
become infructuous if the interview is not conducted in time to enable
Vishaw Gaurav to reapply after fresh advertisement. He may also get
Vishaw Gaurav appointed in the University through unethical mode by
hook or by crook and he can even rig the marks of other eligible candidates
and then save his skin on being caught (the chances of which are too
remote) by saying that it was all a clerical or arithmetical mistake.
3. To constitute an enquiry to ascertain the source of leakage of confidential
list of external examiners to the supervisor Dr. Sukhdev Singh and the ad
hoc teacher Vishaw Gaurav and the purpose for which Sukhdev Singh
made telephonic calls to those Examiners.
4. Whatever be the result of thesis evaluation, the thesis should be resent to
new external examiners of repute to find out the reality behind positive
reports of current external examiners. There is no point accepting the
evaluation reports when the University has failed to maintain
confidentiality and the result is already known, which is positive!
5. To direct the VC of this University to take appropriate steps to prevent
such cases of sexual harassments which go unreported because our society
does not expect a girl to raise voice against sexual harassment and then
mar the marriage prospects.
