INTRO - There will always be a need for virgin input in the whole paper system due to limitations of recycling BUT the virgin could be agricultural residue or well managed 2nd growth forests with low carbon values
The accounting now used for assessing compliance with carbon limits in the Kyoto Protocol and in climate legislation contains a far-reaching but fixable flaw that will severely undermine greenhouse gas reduction goals (1). It does not count CO2 emitted from tailpipes and smokestacks when bioenergy is being used, but it also does not count changes in emissions from land use when biomass for energy is harvested or grown. This accounting erroneously treats all bioenergy as carbon neutral regardless of the source of the biomass, which may cause large differences in net emissions. For example, the clearing of long-established forests to burn wood or to grow energy crops is counted as a 100% reduction in energy emissions despite causing large releases of carbon.

Agricultural residues are residues left over from food production or other processes and using them maximizes the lifecycle of the fiber. Fibers include: cereal straws like wheat straw, rice straw, seed flax straw, corn stalks, sorghum stalks, cotton stalks, cotton linters, sugar cane bagasse, and rye seed grass straw. Where the LCA (life cycle analysis) shows environmental benefits and conversion of forest land to on purpose crops is not an issue, kenaf can also be included here. (Agricultural residues are not from on purpose crops that replace forest stands or food crops.)

Virgin paper is heavily subsidized and the price does not reflect the true environment impact * Minimize and over time eliminate harmful pulp mill discharges and the use of chlorine and chlorine compounds for bleaching through the introduction of advanced pulping and bleaching technologies (e.g., extended and oxygen-based delignification, maximal effluent recovery and the use of non chlorine-based bleaching chemicals * Design all newly-constructed mills to utilize these advanced chlorine-free pulping and bleaching technologies in order to achieve effluent-free mills.
