Executive Summary  In the public safety arena, increasing crime rates, terrorist threats, fraud, infrastructure exposures, cyber security risks, and natural disasters are The Need forcing governments to think and act differently – Citizens expect their government to protect them from these threats.  Containing these growing threats and maintaining order are the key The imperatives in this challenging environment.
