3. Mission of e-Government in the Republic of Bulgaria:
Through accelerated building and development of e-governance, the
government of the Republic of Bulgaria will provide higher quality
and easier to access services to citizens and the business, enhance the
efficiency and effectiveness of administration, improve visibility and
accountability, curb corruption, generate new opportunities for
participation of civil society structures in government.

6. e-Healthcare:
e-Healthcare is a fast developing sector characterized by interaction
between medical informatics, public healthcare, health service and
information provision based on modern information and
communication technology. It characterizes not only a technical
development, but also a commitment to global thinking, to improve
healthcare locally, regionally and worldwide.
From a modern perspective, e-healthcare is a complex of measures
based on an organizational, technological and legal framework
spanning over the entire functioning aspect of the healthcare system.

challenges and ethical issues in relation to online practices, informed consent,

10. Measures for implementation of e-healthcare objectives:
Develop an integrated information system for information exchange
among healthcare employees:
Adoption of e-healthcare cards;
Adoption of software applications for real-time complex information processing
(e-referrals, e-prescriptions, laboratory data and other tests);
Development of complex and cross-integrated hospital information systems;
Setting up complete e-patient records;
Building the necessary infrastructure – networks, connectors, etc.;
Building facilities and equipment for tele-medical projects.
11. Measures for implementation of e-healthcare objectives:
Standardization and information security:
The development of an information system in any sector is preceded by structuring
and unification of processed information through:
Adoption of national health information standards;
Development of a national health information network model;
Development of compatibility standards for healthcare information systems;
Adoption of security policies for healthcare information systems;
Access to the personal electronic health record through electronic smartcards,
encrypted data exchange forms.
Application of good practices and operating compatibility;
12. Measures for implementation of e-healthcare objectives :
Information and training:
Provision of real-time web based services;
Electronic provision of easily accessible information to the population through
creation of portals on:
provision of information about different methods of treatment; rights and
obligations of health insured citizens and health-care providers;
health education;
health prevention;
Adoption of electronic systems for qualification maintenance and continuing
training of health specialists;
Development of systems for assisting decision making by health specialists and
exchange of clinical information;
Provision of public registers for medical institutions, pharmacies, etc.
