Aus völkerrechtlicher Perspektive gibt es das Land gar nicht: Somaliland. Dennoch hat das ehemalige
britische Protektorat Somaliland, das sich 1991 nach dem Sturz von Diktator Siad Barre von Somalia
abspaltete, viele Merkmale, die es vor allem im afrikanischen Vergleich als funktionierenden Staat aus-
weisen: ein Staatsgebiet, eigene Sicherheitskräfte, eine eigene Währung, ein an das angelsächsische
Vorbild angelehntes, aus zwei Kammern bestehendes Regierungssystem, eine Verwaltungsstruktur. In dem
de-facto-Staat werden Wahlen abgehalten, die 2010 zu einem friedlichen Regierungswechsel führten,
sodass einige Beobachter dem Land demokratische Reife bescheinigten.
Allein, das Land, das gute wirtschaftliche Beziehungen zu Äthiopien unterhält, wird von keinem Staat
anerkannt und kann daher nicht Mitglied von UN-Organisationen sein. Der wichtigste Grund für die Ver-
weigerung der Anerkennung liegt in der Befürchtung der internationalen Gemeinschaft, ein als Staat
anerkanntes Somaliland könnte die Friedensbemühungen im übrigen Somalia negativ beeinflussen. Die
Afrikanische Union (AU) wiederum hält an dem Prinzip fest, dass in der Kolonialzeit gezogene Grenzen nur
im gegenseitigen Einvernehmen verändert werden dürfen. Tatsächlich sind die Gründe für die Nicht-
anerkennung vielschichtig; geopolitische Motive der Nachbarstaaten spielen eine gewichtige Rolle. Eine
Fact-Finding-Mission der AU hatte 2005 die Anerkennung empfohlen; und auch in der Europäischen Union
bewerten die Länder die Anerkennungsfrage durchaus unterschiedlich.
Vor diesem Hintergrund zielt die Außenpolitik der Regierung Somalilands vor allem darauf, einen Durchbruch
bei der internationalen Anerkennung zu erreichen. Wichtiger als die Mitgliedschaft in der Unrepresented
Nations and Peoples Organization (UNPO) sind dabei Initiativen wie das Angebot an die US-Streitkräfte, das
Regionalkommando AFRICOM zu beherbergen. Die Regierung betont, dass sie gegen die Piraterie am Horn
von Afrika vorgehe, vor allem aber versucht sie, Somaliland als politisch stabilen Wirtschaftsstandort in
Szene zu setzen. Tatsächlich hat das Land als Nicht-Mitglied von IWF und Weltbank kaum Schulden;
Entwicklungshilfegelder kommen nur spärlich ins Land. Eine wichtige Stütze der Ökonomie sind dagegen
die Überweisungen der im Ausland lebenden Somalis. Die relative Isolation des Landes wird von einigen
Beobachtern daher als Faktor betrachtet, der auch Vorteile hat: Die Bevölkerung Somalilands müsse beim
Aufbau ihres Staates auf die eigenen Kräfte bauen.
Unterdessen zeigt ein näherer Blick, dass sich Somaliland und seine Probleme gar nicht so sehr von
anderen afrikanischen Ländern unterscheiden: eine kleine, hauptstädtische Oberschicht steht der Masse
der Bevölkerung gegenüber, die weiterhin in Armut lebt; die Arbeitslosigkeit ist hoch, vor allem unter jungen
Menschen; diese wandern ab (und finden sich zunehmend auch unter den Mittelmeerflüchtlingen auf dem
Weg nach Europa); das politische Klima hat sich verschlechtert, nachdem der amtierende Präsident Ahmed
Mohamed Silanyo im Juni 2015 die Präsidentschaftswahlen um zwei Jahre verschoben und auf Proteste mit
großer Härte reagiert hat; die Menschenrechtslage lässt zu wünschen übrig.
Die in der vorliegenden Bibliographie verzeichneten Dokumente erlauben es, die Entwicklungsanstren-
gungen des de-facto-Staates und seine Bemühungen um internationale Anerkennung nachzuvollziehen. Sie
verzeichnet Literatur von 1992 bis 2015 und ist chronologisch nach Erscheinungsjahr sortiert, Anspruch auf
Vollständigkeit erhebt die Zusammenstellung nicht. Am Ende der Bibliographie ist außerdem eine Auswahl
von Internet-Links zu Somaliland angegeben.

The GIGA-IAA research project on security governance, carried out within the German Science
ors and institutions
involved in maintaining security and stability in areas away from the capital city. The project thereby seeks to
decipher actions and structures that contribute to or undermine stability and social cohesion. The project
focuses on South Sudan and the Central African Republic. This brief presents key findings of eight weeks of
related PhD field research in Somaliland in mid-2015 of one of the project members, Tim Glawion. He
visited three localities: Hargeisa, Zeila and Gumburaha Banka. In each locality, he spoke to state authorities,
as well as key actors like chiefs, traders and religious leaders. He also organised focus group discussions

Many African states struggle to reconcile traditional social institutions with the precepts of nation-state
democracy within colonially defined borders. Since the 1991 fall of the dictatorial Somali regime of Siyaad
Barre, Somaliland has gradually pieced together what appear to be a durable peace and an increasingly
sophisticated, constitutionally based nation-state democracy. It is still negotiating the relationship between
identity, nation and territory in which there is a differential commitment to democracy between the political
elite and the wider population. Accommodation between a clan-based social structure and a representative
democracy has been enabled by local socio-cultural traditions. External intervention, while minimal, has on
occasion proved fruitful in providing a way out of crises. The territory has escaped the violence and political
breakdown experienced in Southern Somali areas. This contribution argues that the remarkable resilience of
the present socio-political system in Somaliland is challenged by present and forthcoming problems in the
fields of democratic representation (inter alia of women), delivery of public goods, a fragile sub-regional
context and foreign investment. (GIGA)

The Somaliland Republic separated from the rest of Somalia in 1991, a few weeks after the collapse of the
southern region. It has since formally declared its secession and developed its own state institutions. To this
day, however, no state has yet recognized Somaliland as an independent country. Its leaders wish to obtain
such a recognition of their sovereignty to develop their access to the rents of foreign aid and diversify their

Nach dem Ende des Kalten Krieges verstärkten sich in verschiedenen Entwicklungsländern
Sezessionsbestrebungen. Innerhalb Afrikas nahmen diese vor allem in Somalia konkrete Formen an, indem
dessen Nordregion 1991 ihre Unabhängigkeit erklärte und seitdem bemüht ist, staatliche Verwaltungs- und
Sicherheitsstrukturen sowie eine revitalisierte Wirtschaft aufzubauen. Die internationale Anerkennung als
separater Staat jedoch fehlt bis heute. Vor diesem Hintergrund untersucht der Autor die längerfristige
Überlebensfähigkeit des neuen Staates im Hinblick auf drei wichtige Faktoren: Wirtschaftliche
Lebensfähigkeit, die Dauerhaftigkeit der politischen Institutionen und schließlich die internationalen
Rahmenbedingungen des neuen (Teil-)Staates und darunter vor allem die Aussichten, im südlichen Teil von

Die verschiedenen Erscheinungsformen der Korruption hängen eng mit autoritärer, oft
ausbeutungsorientierter Herrschaft zusammen. Während der Kolonialzeit durch das System des "indirect
rule" gefördert, waren es später die neuen Eliten des unabhängigen Staates Somalia, die sich der
Korruption zu Bereicherung und Machterhalt bedienten. Nach dem Zusammenbruch des Staates im Jahr
1991 versuchen die verschiedenen Klans mit Hilfe der Korruption ihre Interessen durchzusetzen. Dabei
spielt die Schattenwirtschaft - wie z. B. der illegale Drogenhandel - eine große Rolle, desgleichen die
Abschöpfungsmöglichkeiten im Rahmen der internationalen Entwicklungshilfe, die sich vor allem auf
humanitäre Maßnahmen konzentriert, vielfach auf der Basis überhöhter Flüchtlingszahlen, Hungeropfer etc.
Der wachsende militärische Bedarf der Milizen erfordert entsprechende Mittel. Dies alles spielt sich in einem

Après dix ans de guerre et la chute du régime Siyaad Barre, le 27 janvier 1991, le Mouvement national
Somali (SNM) prend le contrôle des provinces somaliennes correspondant à l'ancien protectorat britannique
du Somaliland. La République somalienne est dirigé par un président provisoire, bénéficie d'une
indépendance de facto et devient souverain le 17 mai 1991 alors que le sud somalien sombre dans la
guerre. L'auteur, après avoir présenté la situation au Somaliland, se propose d'élucider le cheminement qui
a mené au projet politique de la sécession entre le nord et le sud, d'analyser l'incapacité du SNM à assumer
la période transitoire et enfin d'examiner les perspectives offertes par l'intervention croissante des Anciens
des clans dans la sphère étatique. Ces derniers sachant effectivement utiliser le répertoire politique
traditionnel tout en l'adaptant à une conjoncture historique spécifique ainsi qu'aux enjeux de l'État et sans
pour autant se substituer aux politiciens, l'auteur pense que cette trajectoire atypique peut être à base

Kapitel beschäftigt sich mit der Entwicklung der Befreiungsbewegung "Somali National Movement" (SNM),
die bis Mai 1993 den Großteil der Regierungsmitglieder stellte. Die politische Strukturen Somalilands,
Risiken für innenpolitische Instabilität und Gründe für das Wiederaufleben traditioneller politischer

L'auteur propose quelques pistes de réflexion sur le Mouvement national somalien (SNM), mouvement
d'opposition armée en Somalie, ses fondements sociaux et ses modes d'action. Il rend compte du
processus de mobilisation politique qui a conduit une fraction notable de la population somalienne du Nord
- notamment les Isaaq - à soutenir cette dissidence armée, puis en 1988, à basculer dans la rébellion de
masse. Quel est le degré d'adhesion des populations aux objectifs du SNM et/ou de contrôle politique par
cette organisation de sa base sociale? Dans quelle mesure, les dynamiques de mobilisation et le mode de
rélation entre la guérilla et la population civile ont influé sur l'organisation et les opérations du SNM? Enfin,
malgré la pénurie de données plus accentuée encore pour ce qui a trait aux autres mouvements
combattant le régime de Siyaad Barre - principalement le Congrès unifié somali (USC) et le Mouvement
patriotique somali (SPM) - l'auteur situe le SNM dans une perspective comparative locale, en relevant
certains des caractères empiriques communs à toute l'opposition armée: le pastoralisme nomade, la
prégnance du modèle politique décentralisé, et le caractère incapacitant d'une identification étroite du
