„Nieder mit der Korruption“ war eine der Hauptparolen der arabischen Aufstände, in der sich aufgestauter
Hass auf die Korruption in Staat, Wirtschaft und Verwaltung entlud. Dass Korruption Entwicklung hemmt, zu
andauernder Armut beiträgt und daher wirksam bekämpft werden muss, war in der MENA-Region (Naher
und Mittlerer Osten und Nordafrika) lange vor dem Arabischen Frühling bekannt. Die MENA-Länder gehören
bis auf wenige Ausnahmen zu den Unterzeichner- und Beitrittsstaaten des Übereinkommens der Vereinten
Nationen gegen Korruption (UNCAC), das im Dezember 2005 in Kraft trat. Dieses Übereinkommen dient
„der Förderung und Verstärkung von Maßnahmen zur effizienteren und wirksamen Verhütung und
Bekämpfung von Korruption“. Ergänzend zum UNCAC und zeitgleich mit der tunesischen Revolution legte
die Arabische Liga eine Arabische Konvention gegen Korruption vor, die von 21 Mitgliedsländern im
Dezember 2010 unterzeichnet wurde.
Wie verbreitet Korruption und wie effizient Antikorruptionsmaßnahmen wirklich sind, lässt sich nicht direkt
messen. Es gehört zum Wesen von Korruption, dass sie sich im Informellen abspielt. Die üblicherweise
verwendeten Korruptionsmaße messen daher nicht die „wahre“ Korruption, sondern lediglich die
Korruptionswahrnehmung, die auf der Basis von Expertenbefragungen und Berichten erhoben wird. Die
bekanntesten Korruptionswahrnehmungsindizes, die auch in der empirischen Korruptionsforschung benutzt
werden, sind der „Control of Corruption”-Index der Weltbank und der „Corruption Perception Index“ (CPI)
der Nichtregierungsorganisation Transparency International (TI). Im CPI von 2014 sind 178 Länder auf Basis
einer Expertenumfrage anhand einer Punkteskala von 0 (extreme Korruption) bis 100 (korruptionsfrei)
verortet. Folgt man dem CPI, hat sich seit dem Arabischen Frühling in den MENA-Ländern wenig getan: Die
überwiegende Mehrzahl der Länder erhält weniger als 50 der möglichen 100 Punkte und schneidet damit im
internationalen Vergleich weiterhin schlecht ab. Einige können gleichwohl mit relativ hohen Punktzahlen
glänzen: die Vereinigten Arabischen Emirate (70 Punkte), Katar (69 Punkte) und Israel (60 Punkte). In den
Ländern des Arabischen Frühlings ist die Korruption in den Augen der Bevölkerung nach 2011 sogar
gestiegen. Dies geht aus dem Globalen Korruptionsbarometer 2013 von Transparency International hervor.
„Korruption in all ihren Formen erheblich zu reduzieren“ ist eine der Zielvorgaben (Ziel 16.5) der im
September in der UNO verabschiedeten Post-2015-Entwicklungsagenda. Ihre Umsetzung ist und bleibt
auch für die MENA-Länder eine große Herausforderung.
Die Literatur zur Korruptionsentwicklung in der MENA-Region seit dem Vorabend des Arabischen Frühlings,
die in der vorliegenden Bibliographie vorgestellt wird, ist thematisch breit gefächert. Durchgehend wird
thematisiert, welchen Einfluss Korruption und ihr Ausmaß auf die wirtschaftliche, politische, gesellschaftliche
und kulturelle Entwicklung einzelner Länder hat und wie ihre politische Ökonomie zu verstehen ist. Eine
Reihe von Publikationen befasst sich zudem mit dem Zusammenhang von Religion und Korruption. Andere
Veröffentlichungen thematisieren die Umsetzung des rechtlichen Rahmens und diskutieren Strategien zur
Korruptionsbekämpfung, so wie sie das UNCAC anbietet.
