FOSTEr in MED project kick-off meeting was held in Cagliari, on February 26th 2013.
The total budget of FOSTEr in MED project is 4,5 million Euro and it is financed for an amount of 4,05 milion Euro by European union through the ENPI CBC Mediterranean Sea Basin Programme (www.enpicbcmed.eu).

WEAKNESSES
•lack of knowledge on the potential and status of development of solar
energy related technologies, while their presence in the different
markets is quite unbalanced across the region;
•a well identified need for a better technology assessment, in terms of
technologies mapping and projected evolution trends, and for more
active and dynamic technology transfer networks across the region;
•a lack of dedicated financing instruments in Mediterranean Partner
Countries and a generalised decline of the existing financing
instruments in the EU, which calls for innovative funding
mechanisms and new approaches to market stimulation;
•a wrong public perception regarding the benefits of solar energy
investments;
•lack of architectural integration of solar systems, both in existing buildings
and in new constructions.

The general objective of the Solar topic:
Promotion of know-how, good practices and technology
transfer in the field of solar energy in the Mediterranean
region through cross-border cooperation.

Along the three years duration FOSTEr in MED
project will carry out the following activities:
Context Analysis.
It will be performed in the regions involved in the project
and focused on the assessment of solar energy technical
knowledge, its development technological trends and the
local regulation standards in the area. The Context
Analysis will be performed by each partner both with a
desk approach and by administration of questionnaires to
the local stakeholders and interviews to local
administrators.

Territorial Animation.
Solar technologies and its technological trends will be
promoted at local level by territorial animation events, in
order to rise the awareness of local citizens about the
benefits provided by the solar energy. At the same way,
school seminars will be performed and students will be
informed about solar energy issues. Local public
administrators will be also involved in workshop aimed to set
up, with a participative approach, policy proposal papers,
capable to foster the solar technologies adoption and to
overcome local normative barriers.

Competences Transfer. Training path and training courses
for designer, university students and for the SMEs will be
executed. They will be focused on design, architectural
integration and installation of photovoltaic plants.
The Technical Scientific Committee of the Project will draw
up the Guidelines for Solar technologies (LSC) and their
architectonical integration.

Pilot Projects. Solar Energy plants will be implemented in
five out of six eligible regions: Al-Iskandanyah (Egypt),
Lebanon (Lebanon), Al-Aqaba (Jordan), Tunis (Tunisia),
Sardinia (Italy), and five public buildings will host innovative
solar photovoltaic plants. Public buildings will be selected in
order to test different technological solutions and
architectural ways of integration.

The FOSTEr project will overcome the dichotomy between
theory and practice in the specific field. Transfer of
competencies, training and dissemination, will be in fact
supported by the design of Guidelines for the Architectonic
integration of Solar technologies, and by the implementation
of Pilot Projects, as part of best practices.
