A newly activated device, upon power-up or reinstatement to service, shall send current data (status) or values as the initial GOOSE message. Moreover, all devices sending GOOSE messages shall continue to send the message with a long cycle time, even if no status/value change has occurred. This ensures that devices that have been activated recently will know the current status values of their peer devices.

Abstract models defined in the seventh part of the standard are independent of a concrete implementation in an actual protocol. In parts 8 and 9 these abstract communication services and objects are mapped to actual protocols. Main communication services are mapped in IEC 61850-8-1 to MMS (Manufacturing Message Specification, ISO 9506). It was chosen because it is the only public standard protocol that can support easily the ACSI mapping and information models defined in IEC 61850-7-X series. Additional protocols are defined for those ACSI services that are not mapped to MMS, such as SNTP (Simple Network Time Protocol) for time synchronisation messages, or GOOSE (Generic Object Oriented Substation Event) and GSSE (Generic Substation Status Event) for trips and fast messages. Alternatively, services used for the transmission of sampled values are mapped over serial unidirectional multidrop point to point link in IEC 61850-9-1, or mapped directly over Ethernet in IEC 61850-9-2.
In addition to standardized communications and data models, the standard defines other uniformed properties used to achieve harmonized substation automation. For that reason the standard covers also an unified system configuration language to achieve equipment self-description, environmental conditions and quality requirements, and standardized conformance test procedures and techniques.
IEC 61850 standard is consolidating as the future international standard for communications in electric substations. In addition, several extensions of the standard are under way regarding not only substations but also other elements of the electrical energy supply chain as well. These extensions cover wind power plants, hydro power plants, distributed energy resources, and communications between substations and control centers
• Electrical functions . This group includes LN and DO used for various control functions, essentially related to the excitation of the generator. New LN and DO defined within this group are not specific to hydropower plants; they are more or less general for all types of larger power plants. • Mechanical functions . This group includes functions related to the turbine and associated equipment. The specifications of this document are intended for hydropower plants, modifications might be required for application to other types of generating plants. Some more generic functions are though defined under Logical Node group K. • Hydrological functions . This group of functions includes objects related to water flow, control and management of reservoirs and dams. Although specific for hydropower plants, the LN and DO defined here can also be used for other types of utility water management systems. • Sensors . A power plant will need sensors providing measurements of other than electrical data. With a few exceptions, such sensors are of general nature and not specific for hydropower plants.
