The Board of Directors of ROPPA is looking for, through a competitive process, an
EXECUTIVE SECRETARY
You are a citizen one of the West African countries, dynamic, rigorous worker with a high sense of responsibility, you are
good communicator and have the know how to facilitate and motivate a team of high technical level senior staff from the
agricultural and rural development.

Job title: EXECUTIVE SECRETARY OF ROPPA
Mission : Under the authority of the chairperson of the Board of ROPPA, the executive Secretary of ROPPA Executive
Secretariat should technically support and assist the Board of Directors and national staff of national platforms, members of
ROPPA for the achievement of their objectives and in the implementation of their activities and programs. The job of the
executive secretary aims at contributing to the improvement of the credibility, representativeness and efficiency of ROPPA
and its members as strategic actors in the sustainable social and economic development of West African countries.
Job description: the job of the Executive Secretary is mainly to:
- Provide the Board and members of ROPPA with motivated opinions on emerging issues related to the
objectives of ROPPA;
- Prepare and monitor the achievements of working and policy meetings of the Board and Convention (General
Assembly) and the specialized bodies of ROPPA;
- Implement the Board’s decisions ;
- Coordinate the implementation of the decisions of governance bodies and other specialized bodies and follow
up the implementation of the strategic plan, the projects and programs;
- Bring technical support and assistance to national platforms
- manage, according to standards of good governance and performance financial, human and material resources
of ROPPA according to manual of procedures;
- prepare and monitor the achievement of consultancy and audit missions requested by the Board of Directors;
- coordinate the preparation, the writing and the presentation to the Board all the notes, reports, minutes related to
activities and operations of ROPPA;
- represent ROPPA, on mandate from the chairperson of the Board in the consultations and technical meetings;
- contribute to raise resources to implement ROPPA’s activities in relation with the program officers.
Profile: the Executive Secretary should have a degree in social science (economics, sociology, socioeconomics and
management) or in agricultural, fishery, pastoralism/livestock, forestry sciences corresponding to the master (Baccalaureate +
5 years). The doctorate will be an asset. The female applicants are welcomed.
Requirements of the position : He or she should have a strong and high knowledge and a long and solid working experience
of at least ten years in the agricultural development with the focus on the farmers organizations. The work experiences with
the farmers especially in West Africa will be an asset. He or she must also be well experienced on rural development policy
issues particularly on those related to West African farmer organizations’ institutional development. The candidate should
have proven experiences in the development of the economic activities at the farmer benefit, the partnership between farmers
and research, the collection and the analysis of data relating to small farmers and the management of the projects and
programs. He/she should demonstrate a strong analysis capacity and the elaboration of report and other technical documents.
He (she) should have strong communication, facilitation and team work, writing and synthesis skills especially with farmer
leaders. He/she should have good computer skills and knowledge. He/she should be bilingual (French and English). In
addition, he (she) should demonstrate the leadership qualities to coordinate multidisciplinary team with different cultures and
skills including the exceptional listening capacity to address the staff and farmers leaders issues.
Working conditions: The mission and jobs of the Executive Secretary will require frequent trips within West Africa and all
over the world. The working contract binding the Executive Secretary to ROPPA will be governed by laws of Burkina Faso,
head office of ROPPA. The contract will have duration of two years renewable.
