Samarthan has been focussing on:
Strengthening governance by taking initiatives to enhance participation of Panchayati
Raj Institutions (PRIs) in governance processes
By utilising the inferences generated by the field work done by the organisation as
evidence for advocating the cause of good governance

PROJECT 1: Understanding WASH (Water
And Sanitary Hygiene) program and
suggesting recommendations for
improvement for the projects currently being
implemented at Sehore district.
PROJECT 2: Understanding SCF (Save the
Children Foundation) program and
suggesting recommendations for
improvement for the projects currently being
implemented at Sehore district.
Works Involved:
Conducting field surveys
Understanding projects & their attributes such as field level issues, activities planned & their impact
Understanding indicators through interactions with different stake holders
Internal to the organizations like field staffs, project coordinators, program coordinators, regional
coordinator, executive director
External stake holders like youth volunteers, villagers, officials like Janpad PO, Sarpanch,
Additional Collector etc., other NGO employees and students
7. However…
Huge O&M problem due to lack of community participation.
Panchayats are always cash deficient
Ground water level has reached very low levels
Minimal quality standards results in non functioning of pipes
etc before their determined lifetime.
Government’s apathy towards Samarthan as they feel
Samarthan is working against the government by informing
villagers about their rights, benefits of various government
schemes etc
8. However…
Panchayat don’t have enough authorities or sufficient
financing powers to execute some projects
Water and sanitation facilities construction still doesn’t come
in the main priorities at District level planning.
Active involvement of children and parents is lacking.
Consultant hired to formalize Water conservation plan lacks
expertise.
‘Asha karyakarta’ are not paid on time. Thus they frequently
hold strikes and protests against the government leading to
less work
9. ACTIONS PLANS
• Provide handholding support to the Panchayats where WASH
models have already been developed, to ensure sustainability in the
future.

• Building capacity of Panchayats aspiring to become Nirmal Gram
Panchayat (open defecation free)

• Training to villagers on Water conservation and water budgeting.

• Organize Training of the members of VHSC (Village Health and
Sanitation Committee) on their role in O&M of Piped Water Supply.

• Carrying out Water and Sanitation work by building convergence
with MGNREGS

• Organizing exposure visits in order to understand the NGP and
importance of WASH and the effective O&M in piped water supply

• Promotion of safe water, school sanitary block usage and personal
hygiene among school children

• Establishment of District Resource Centre to demonstrate models of
rural sanitation

• Meeting with village women to know the development works
ongoing in the village for SCF project1
• Training on preparing Water safety plan under SCF project.

preparing volunteers from villagers to take up this job.3

under this scheme. Complete trust by children and parents to
be developed towards the initiatives taken by Samarthan
Sehore.

plan for getting approval from PHE deptt.5

13. OVERALL
EXPERIENCE
In One Word – Fantabulous!
This project became a reality only due to the consistent support of Samarthan’s entire
team at their Sehore Regional Centre
The team provided me with all the support, guidance and motivation towards
achievement of the project’s objectives
Interactions with the Panchayati Raj Institution members, Government Officials and
members of other Civil Society Organisations from Sehore provided crucial insights into
the process, implementation and impact of WASH and SCF in Sehore district.
Highly indebt to the underprivileged masses of the villages from Sehore whose
experiences, insights, challenges & expectations from WASH and SCF form the bedrock of
this project.
The overall experience taught me that there are several ground level works ongoing at
the rural heartland of India.
Government both at Centre and State level are working rigorously for the benefit of the
poor.
However, there are loopholes in the system that have been identified by the middlemen
who disallow the transfer of benefits to the real beneficiaries.
I would like to stay in touch with Samarthan for a long time to come…
