IEEE AESS Conference Explores Satellite Tech for International Crisis
1. The IEEE AESS Conference in Rome:
Satellite Technology and international
cooperation are a key answer towards the
international crisis
G. Berretta
Conference General Chairman
Rome 21th 12 2011
2. Satellite and wireless: a long history
• Satellite communications are, ideally, the synthesis of
two powerful dreamers:
– Arthur C. Clarke and
– Guglielmo Marconi.
– The former is the father of the satellite in the geostationary orbit,
the latter is the father of wireless communications.
• In April 1912, one hundreds years ago, the 705
surveyors from the Titanic disaster reached the Harbour
of New York
• Britain's postmaster-general summed up, referring to the
Titanic disaster, "Those who have been saved, have
been saved through one man, Mr. Marconi...and his
marvelous invention."

3. Wireless communications and society
• the conference will be held in
Italy, reinforcing the scientific
and industrial links across the
Atlantic Ocean, contributing to
make “mankind free from many
of the burdens imposed by
present economic conditions”.
• These words were pronounced

4. Space belongs to mankind: a dream?
• Since the very beginning the use of space (inception of
the Outer Space Treaty of 1967) has been an
international and global problem:
• the, international law regarding the use of outer space by
nations and individuals has been dominated by the res
communis doctrine, the concept that space belongs to
mankind
• the socio-political and economic environment makes the
treaty more of a hindrance than a safeguard.

5. Space telecommunications: orbit and
frequency allocation management
• In the last 50 years communications satellite technology has been
driven by the need of increasing the communication information rate
to allow the geostationary access to all the nations and to the widest
user’ number, increasing the dimension and power of satellite and
decreasing at the same time the dimensions of the user terminals.
• The necessary regulation environment realised inside the ITU
(International telecommunication Union) has been the fundamental
mediation table between different national interests.
• The progressive exploitation of the orbit/frequency resources and
the resulting likelihood of congestion of the geostationary-satellite
orbit resulted in the establishment (and introduction into the ITU
regulatory regime) of frequency/orbital position plans in which a
certain amount of frequency spectrum is set aside for future use by
all countries, particularly those which are not in a position, at
present, to make use of these resources.

9. Communications Technologies: a note
• In this wide area it is possible to outline two of these
elements, which can open a new era in Satellite
communications:
– MIMO communications and
– Software Defined Radio.
– These two technologies can be the key elements for a real
revolution in thinking and designing new satellite payloads and
the correspondent blocks on ground.
• They give the possibility of redefining the satellite
payload subsystems not only for reduction of weight,
power consumption and costs,
• but also a complete unknown freedom in re inventing the
communication system functionality, similar to the
digitalisation revolution which has completely changed
the communication networking.

• In the spirit of outlining the social importance of
Communications since the first SOS’s launched by the
transatlantic Britannia and Titanic,
• It has to be noted the emphasis that the role of satellite
has in emergency communications services.

a comment
• This macro area aims to increase the bandwidth
availability:
– using higher frequency bands,
– new constellations or
– new transmission modes possible with the realisation of twisting
radio waves around the propagation direction.
• This macro area offers a vision of the future systems,
where there is a lot of room for researches and
engineers, who are animated by the same spirit of G.
Marconi, which can be synthesised “contrary to common
opinion”.

17. Space Missions, Systems and Architectures
and Launchers: a comment
• knowing the outer space is the engine to any
space activity.
• This year Italy we hosts at the same time the
IAC conference in Naples.
• Therefore there is the possibility to create a
marvellous mega event on Space, with:
– time sharing of ideas,
– impressions and
– participation to realise a unique synergy between all
the aspects of the satellite and space technologies.
