The Information Technology Department of the government has proposed a Maharashtra Mandatory Electronic Delivery of Public Service Act 2010 to promote e-services to the citizens. Maharashtra government plans to make it mandatory for all state departments to provide various online services. Services like birth certificates, land documents and property papers would be available online for public, doing away with long queues and waiting periods at the Government offices. Along with online services the citizens would also have choices to opt for the earlier manual system All the departments have been asked to spend half per cent of their budgetary provision on computerization and providing online services to citizens. Departments are asked to set up time frame in which they can make the service available for the people online. They are also expected to come up with suggestions and objections. The Act would come up before the state cabinet for approval and would be tabled in the winter session of state Legislature.
11 states, 39 projects – Land Records/Transport/Property Registration – overwhelming support for ICT enabled processes over manual process 1) Impact on Corruption influenced by several factors including – location of service delivery channel, discretion of govt. officer in new process and total cost of transaction 2) Gujarat – 20 locations across 14 Talukas. Gujarat Property Registration – mutation processing solitary example of elimination of agents in post computerization thereby almost eliminating bribery
