3. involvement of CSOs into political dialogue with central and
local authorities on energy sector development;
analysis of energy statistics, market environment and
investment climate;
improvements via proposals on law changes and amendments;
special fund as mechanism to improve accountability of the
state budget incomes and expenses from hydrocarbon production;
awareness raising among citizens in regions of production
under PSAs;
public financial reporting and its discussion in mass media
Ukrainian energy market will develop under transparent market
conditions.

5. Promotion of a special National Development Fund
for hydrocarbon revenues management in Ukraine
Analysis of energy
sector developments,
market and investment
climate in 2010-2012 and

financial and regulatory
proposals on reforms,
including special fund for
hydrocarbon revenues

Trainings for local
authorities and CSOs with

6. Prepared set of proposals (Concept of the Fund, Draft Law
and Explanatory Note) on introduction of a special fund for
hydrocarbon revenues management;
Comprehensive analysis of energy data for the period 2010-
2014 with indication of budget incomes and expenses from
energy sector;
Identification of energy market gaps, investment flows and
proposals on improvement;
Enhanced knowledge and experience of local authorities and
SCOs on monitoring budget revenues and their management;
Wider transparency of energy sector in Ukraine;
Creation of conditions for better utilization of revenues for
infrastructure and social projects.

7. First year:
Bulletin with energy data, legal, financial and regulatory
information on special fund;
5 trainings for local authorities and CSOs with practical
guidelines on project implementation;
5 tenders for local CSOs;
Second year:
Sub-granting and monitoring of project implementation;
Meetings with authorities to promote idea of a special fund for
hydrocarbon revenues management
Final bulletin with updated information and further proposals on
activities.
Special fund for hydrocarbon revenues management is a win-win
option for all beneficiaries and target groups.
