EXEC ORDER 611 
AUTHORIZING COMPENSATION ADJUSTMENT TO GOVERNMENT 
PERSONNEL (effective March 14, 2007) 
•The basic salary of the government personnel has not 
been increased since July 2001,or for more than 5 years 
•10% increase on the one the monthly basic pay of the 
civilian personnel who are covered by the Compensation 
and Position Classification under RA 6758. 
•Military personnel of the Armed Force of the Philippines 
and all uniformed personnel under the Department of 
Interior and Local Government, Philippines Coast Guard 
and the National Mapping and Resource Information 
Authority are hereby granted 30 pesos per day increase in 
the subsistence allowance and 120 pesos per month 
increase of the Hazard Pay effective July 1,2007.
EXEC ORDER 719 
COMPENSATION ADJUSTMENT FOR GOVERNMENT PERSONNEL 
(effective July1,2008) 
a. National Government Agencies (NGAs) including State Universities and 
Colleges (SUCs) 
I. Civilian Personnel – a ten percent (10%) increase over the basic 
monthly salaries as of June 30, 2008 of civilian personnel whose 
position are covered by the Compensation Position Classification 
System under RA 6758 
II. Military and Uniformed Personnel - a ten percent increase over the 
monthly base pay as of June 30, 2008 of military personnel of the AFP 
and uniformed personnel under DILG , Philippine Coast Guard and 
National Mapping and Resource Information Authority. 
b. Government Owned and Controlled Corporation 
a ten percent (10%) increase of the monthly base pay as of June 30, 
2008 of GOCC personnel whose position are covered by 
Compensation Position Classification System under RA 6758 
c. Local Government Unit 
a ten percent (10%) increase over the basic monthly salaries as of 
June30,2008 of local government personnel subject to the availability 
of local funds.
JOINT RESOLUTION NO. 4 
JOINT RESOLUTION AUTHORIZING THE PRESIDENT OF THE 
PHILIPPINES TO MODIFY THE COMPENSATION AND POSITION 
CLASSIFICATION SYSTEM OF CIVILIAN PERSONNEL AND THE BASE 
PAY SCHEDULE OF THE MILITARY AND UNIFORMED PERSONNEL IN 
THE GOVERNMENT, AND FOR OTHER PURPOSES 
Revised Compensation and Position Classification System for civilian 
personnel and base pay for military and uniformed personnel to 
make it more responsive to the economic needs of the government 
personnel to provide adequate incentives to the public servants and 
to improve the quality of services. 
For the national government, GOCCs, GFIs the salary and base pay 
schedule shall be implemented in four (4) equal yearly tranches but 
in no case beyond four years. Provided that the implementation shall 
take effect on July 1, 2009 and in the case of LGU, is January 1, 2010.
EXEC ORDER 811 
ADOPTING THE FIRST TRANCH OF THE MODIFIED SALARY SCHEDULE OF THE 
CIVILIAN PERSONNEL AND BASE PAY SCHEDULE OF MILITARY AND 
UNIFORMED PERSONNEL AS WELL AS THE MODIFIED POSITION 
CLASSIFICATION SYSTEM PURSUANT TO SENATE AND HOUSE OF 
REPRESENTATIVES 
(effective July 1,2009 for military and January 1,2010 for LGU) 
The amount of 18.4 billion is appropriated under the Miscellaneous Personnel 
Benefit Fund in R.A. 9524 
•Cover all position for civilian personnel in the Executive, Legislative and 
Judicial Branches, the constitutional Commission Offices, State Universities and 
Colleges, GOCCs, GFIs,LGUs whether regular, casual, or contractual in nature, 
appointive or elective on full time or part time basis. 
•Military and Uniformed Personnel - The compensation adjustments due to the 
implementation of the second tranche of the modified Base Pay Schedule shall 
cover the military personnel under the Department of National Defense (DND) 
and uniformed personnel under the Department of the Interior and Local 
Government (DILG), Philippine Coast Guard (PCG), and National Mapping and 
Resource Information Authority(NAMRIA
The following are excluded from the compensation adjustment 
•Individuals and groups of people whose services are engaged 
through job orders, contract of service or others similarly 
situated, and 
•Position of the civilian personnel in the government entities 
which are provided by law to adopt and are actually 
implementing their own compensation and position 
classification systems. 
IMPLEMENTATION PERIOD 
•For the national government agencies, NGAs Joint Resolution 
shall be implemented in four (4) equal yearly tranches but in no 
case beyond four years. 
•For GOCCs, GIFs, and LGUs the implementation period shall be 
four years or more depending on their financial capability.

IMPLEMENTATION OF THE SECOND TRANCHE OF THE MODIFIED SALARY SCHEDULE 
FOR CIVILIAN PERSONNEL AN.D BASE PAYSCHEDULE FOR MILITARY AND UNIFORMED 
PERSONNEL IN THEGOVERN.MENT 
(effective June 24, 2010)

IMPLEMENTATIOON OF THE FOURTH TRANCH OF THE MODIFIED SALARY SCHEDULE 
OF THE CIVILIAN PERSONNELAND BASE PAY SCHEDULE FOR MILITARY AND 
UNIFORMED PERSONNEL IN THE GOVERNMENT 
(EFFECTIVE JUNE 1, 2012) 
COVERAGE 
•All positions in the for civilian personnel, whether regular, casual or contractual in 
nature, whether appointive or elective, full time or part time now existing 
hereafter created in the Executive, Legislative, and Judicial Branches the 
Constitutional Commission Offices SUCs, GOCCs and GFIs. 
•Military personnel under the AFP,DND, uniformed personnel under the DILG 
which are the PNP,BFP,BJMP,PPSC, Philippine Coast Guard and NAMRIA. 
EXCLUSIONS 
•Positions of civilian personnel in the government entities which are exempted fro 
R.A. 6758 and are authorize by law to adopt and actually implement their 
respective 
•Those hired without employee employer relationship and funded from non 
personal services appropriations/budget, as follows: 
•Consultant or experts hired for a limited period 
•Laborers hired through job contracts,(pakyaw) 
•Student workers and apprentices
It was reported that the list showed that for 2002, the top GOCC heads 
with the biggest annual income were. t between officials of Philippine 
National Oil Co. And Development Bank of the Philippines. corp. 
Chairman and president Sergio Apostol topped the list, with total 
salaries and allowances amounting to PHP 9.2 million in 2002 
followed by DBP chief operating officer Edgardo Garcia (7.4 million) 
PNOC president and CE(O Rufino Bomasong (PHP 6.1M) DBP senior 
vice president Victor Villa (PHP 6M), PNOC Chair and CEO Thelmo 
Cunanan (PHP 6M) and DBO SEVP Panser Tumangan (PHP 5.9 M)
EXECUTIVE ORDER No. 7 
DIRECTING RATIONALIZATION OF THE COMPENSATION AND POSITION 
CLASSIFICATION SYSTEM IN GOVERNMENT-OWNED AND -CONTROLLED 
CORPORATIONS (GOCCs) AND GOVERNMENT FINANCIAL INSTITUTIONS (GFls), AND 
FOR OTHER PURPOSE 
•While GOCCs and GFIs by nature of their operation are accorded 
greater flexibility to function properly and efficiently under a market 
environment, such flexibility shall nevertheless be consistent with the 
precept of public accountability. 
•There is a need to strengthen the supervision over the 
Compensation levels of GOCCs and GFls, in order to control the grant of 
Excessive salaries, allowances incentives and other benefits 
•Rationalization of Indirect Compensation Excluded from the Total 
Compensation Framework – provident fund benefits, additional health 
insurance, and other benefit that are indirect compensation and are 
excluded from the total compensation framework, shall likewise be 
rationalized in accordance with the policies to be issued by the 
President.
•Creation on task force on corporate compensation – to undertake 
the review of all remuneration granted to members of the board of 
directors/trustees, officers and rank and file employees, as well as 
discretionary funds of GOCCs and GFIs 
•Submission of Information on all personnel remuneration – All 
GOCCs and GFIs shall submit information on all salaries and 
allowance, incentive and other benefit under both direct and indirect 
compensation 
•Moratorium on increase of salaries, allowances and other benefit 
•Suspension of all allowances, bonuses and incentives from members 
of the board of Directors/Trustees
EXECUTIVE ORDER NO. 24 
PRESCRIBING RULES TO GOVERN THE COMPENSATION OF MEMBERS OF THE BOARD 
OF DIRECTORS/TRUSTEES IN GOVERNMENT-OWNED OR CONTROLLED 
CORPORATIONS INCLUDING GOVERNMENT FINANCIAL INSTITUTIONS 
For the purpose of determining the maximum allowable compensation for 
members of the Board of Directors/Trustees pursuant to this Executive 
Order, GOCCs shall be classified by size based on the assets and revenues 
as follows:

Compensation Structure – The compensation of members of the Board of 
Directors/Trustees shall have the following components: 
a) Compensation shall be in the form of per diems and subject to limits as provided 
for 
Per Diems – Compensation granted to members of the Board of Directors/Trustees of 
GOCC for attendance in meetings.

b) Compensation in the form of Performance-Based Incentives may be allowed 
c) Annual Retainer Fees and Stock Plans shall not be allowed; and 
d) Salaries, Allowance, Benefits, and other Bonuses shall not be allowed unless 
specifically authorized by law or Charter and approved by the President, provided 
that the total of foregoing compensation and per diems shall not exceed the limits 
stipulated under Sections 9 and 10 hereof

Reimbursable Expenses – All necessary expenses of members of the Board 
of Directors/Trustees to attend Board and other meetings and discharge 
their of the service and subject to the submission of receipts, it is 
necessary for the members of the Board of Directors/Trustees to advance 
the same, they may be reimbursed but only for the following items 
incurred in the performance of official functions subject to budgeting, 
accounting, and auditing rules and regulation: 
a) Transportation expenses in going to and from the place of meetings; 
b) Travel expenses during official travel; 
c) Communication expenses; and 
d) Meals during business meetings 
Performance-based Incentives – The maximum amount of Performance- 
Based Incentives which may be paid to members of the Board of 
Directors/Trustees shall be based on the size of the GOCC but not to 
exceed a reasonable percentage of a Board member’s actual annual per 
diems received

INCREASING THE AMOUNT OF CERTAIN EMPLOYMENT 
COMPENSATION BENEFIT FOR EMPLOYEES IN PUBLIC AND PRIVATE 
SECTOR 
•There is a need to continually improve the benefits under 
the Employees Compensation Program (ECP) to make it 
more responsive to the welfare and development needs of 
occupationally disabled workers 
•The current funeral cost is no longer sufficient to meet the 
funeral cost 
•The amount of EC funeral benefits shall be increased from 
PHP10,000 to PHP20,000 
•There shall be a 10% across the board increase on EC 
permanent and partial disability and survivorship pension in 
the public sector
THE EMPLOYEES’ COMPENSATION PROGRAM (ECP) 
Comprehensive program designed to provide compensation 
benefit package to public and private 
employees or their dependents in the event of work-related sickness, 
injury or death. 
TYPES OF BENEFITS UNDER THE ECP: 
•Loss-of-income benefits; 
•Medical services, appliances and supplies; 
•Career’s Allowance; 
•Rehabilitation services; 
•Death benefits; and 
•Funeral benefits 
THREE AGENCIES INVOLVED IN THE IMPLEMENTATION OF ECP 
Social Security System (SSS)– administering agency for the private sector 
Government Service Insurance System (GSIS)– administering agency for 
the public sector 
Employees’ Compensation Commission (ECC) – policy-making and the 
appellate body of the ECP

GRANT THE NECESSARY INCREASE IN COMPENSATION AND BENEFITS OF 
GOVERNMENT EMPLOYEES (Maria Lourdes Binay ) 
Senator Antonio Trillanes IV is pushing for the passage of a Salary 
Standardization Law IV that would increase the pay of government 
employees, from those with the lowest government rank to that of the 
president. 
Salary grade 1 would see his salary go up from P9,000 a month 
to P16,000 while the president would see his monthly pay go up from 
P120,000 to P1 million. 
increasing the salary of civil servants including bureau heads, 
cabinet secretaries, lawmakers, AFP and PNP personnel would help curb 
corruption. 
He added that making government compensation is at par with 
the private sector would help attract the best minds to work in 
government.

  • 1. EXEC ORDER 611 AUTHORIZING COMPENSATION ADJUSTMENT TO GOVERNMENT PERSONNEL (effective March 14, 2007) •The basic salary of the government personnel has not been increased since July 2001,or for more than 5 years •10% increase on the one the monthly basic pay of the civilian personnel who are covered by the Compensation and Position Classification under RA 6758. •Military personnel of the Armed Force of the Philippines and all uniformed personnel under the Department of Interior and Local Government, Philippines Coast Guard and the National Mapping and Resource Information Authority are hereby granted 30 pesos per day increase in the subsistence allowance and 120 pesos per month increase of the Hazard Pay effective July 1,2007.
  • 2. EXEC ORDER 719 COMPENSATION ADJUSTMENT FOR GOVERNMENT PERSONNEL (effective July1,2008) a. National Government Agencies (NGAs) including State Universities and Colleges (SUCs) I. Civilian Personnel – a ten percent (10%) increase over the basic monthly salaries as of June 30, 2008 of civilian personnel whose position are covered by the Compensation Position Classification System under RA 6758 II. Military and Uniformed Personnel - a ten percent increase over the monthly base pay as of June 30, 2008 of military personnel of the AFP and uniformed personnel under DILG , Philippine Coast Guard and National Mapping and Resource Information Authority. b. Government Owned and Controlled Corporation a ten percent (10%) increase of the monthly base pay as of June 30, 2008 of GOCC personnel whose position are covered by Compensation Position Classification System under RA 6758 c. Local Government Unit a ten percent (10%) increase over the basic monthly salaries as of June30,2008 of local government personnel subject to the availability of local funds.

JOINT RESOLUTION NO. 4 JOINT RESOLUTION AUTHORIZING THE PRESIDENT OF THE PHILIPPINES TO MODIFY THE COMPENSATION AND POSITION CLASSIFICATION SYSTEM OF CIVILIAN PERSONNEL AND THE BASE PAY SCHEDULE OF THE MILITARY AND UNIFORMED PERSONNEL IN THE GOVERNMENT, AND FOR OTHER PURPOSES Revised Compensation and Position Classification System for civilian personnel and base pay for military and uniformed personnel to make it more responsive to the economic needs of the government personnel to provide adequate incentives to the public servants and to improve the quality of services. For the national government, GOCCs, GFIs the salary and base pay schedule shall be implemented in four (4) equal yearly tranches but in no case beyond four years. Provided that the implementation shall take effect on July 1, 2009 and in the case of LGU, is January 1, 2010.

EXEC ORDER 811 ADOPTING THE FIRST TRANCH OF THE MODIFIED SALARY SCHEDULE OF THE CIVILIAN PERSONNEL AND BASE PAY SCHEDULE OF MILITARY AND UNIFORMED PERSONNEL AS WELL AS THE MODIFIED POSITION CLASSIFICATION SYSTEM PURSUANT TO SENATE AND HOUSE OF REPRESENTATIVES (effective July 1,2009 for military and January 1,2010 for LGU) The amount of 18.4 billion is appropriated under the Miscellaneous Personnel Benefit Fund in R.A. 9524 •Cover all position for civilian personnel in the Executive, Legislative and Judicial Branches, the constitutional Commission Offices, State Universities and Colleges, GOCCs, GFIs,LGUs whether regular, casual, or contractual in nature, appointive or elective on full time or part time basis. •Military and Uniformed Personnel - The compensation adjustments due to the implementation of the second tranche of the modified Base Pay Schedule shall cover the military personnel under the Department of National Defense (DND) and uniformed personnel under the Department of the Interior and Local Government (DILG), Philippine Coast Guard (PCG), and National Mapping and Resource Information Authority(NAMRIA

The following are excluded from the compensation adjustment •Individuals and groups of people whose services are engaged through job orders, contract of service or others similarly situated, and •Position of the civilian personnel in the government entities which are provided by law to adopt and are actually implementing their own compensation and position classification systems. IMPLEMENTATION PERIOD •For the national government agencies, NGAs Joint Resolution shall be implemented in four (4) equal yearly tranches but in no case beyond four years. •For GOCCs, GIFs, and LGUs the implementation period shall be four years or more depending on their financial capability.

EXECUTIVE ORDER NO. 900 IMPLEMENTATION OF THE SECOND TRANCHE OF THE MODIFIED SALARY SCHEDULE FOR CIVILIAN PERSONNEL AN.D BASE PAYSCHEDULE FOR MILITARY AND UNIFORMED PERSONNEL IN THEGOVERN.MENT (effective June 24, 2010) Cover all position for civilian personnel in the Executive, Legislative and Judicial Branches, the constitutional Commission Offices, State Universities and Colleges, GOCCs, GFIs,LGUs whether regular, casual, or contractual in nature, appointive or elective on full time or part time basis. NATIONAL BUDGET CIRCULAR NO. 540 IMPLEMENTATIOON OF THE FOURTH TRANCH OF THE MODIFIED SALARY SCHEDULE OF THE CIVILIAN PERSONNELAND BASE PAY SCHEDULE FOR MILITARY AND UNIFORMED PERSONNEL IN THE GOVERNMENT (EFFECTIVE JUNE 1, 2012) COVERAGE •All positions in the for civilian personnel, whether regular, casual or contractual in nature, whether appointive or elective, full time or part time now existing hereafter created in the Executive, Legislative, and Judicial Branches the Constitutional Commission Offices SUCs, GOCCs and GFIs. •Military personnel under the AFP,DND, uniformed personnel under the DILG which are the PNP,BFP,BJMP,PPSC, Philippine Coast Guard and NAMRIA. EXCLUSIONS •Positions of civilian personnel in the government entities which are exempted fro R.A. 6758 and are authorize by law to adopt and actually implement their respective •Those hired without employee employer relationship and funded from non personal services appropriations/budget, as follows: •Consultant or experts hired for a limited period •Laborers hired through job contracts,(pakyaw) •Student workers and apprentices
  • 9. It was reported that the list showed that for 2002, the top GOCC heads with the biggest annual income were. t between officials of Philippine National Oil Co. And Development Bank of the Philippines. corp. Chairman and president Sergio Apostol topped the list, with total salaries and allowances amounting to PHP 9.2 million in 2002 followed by DBP chief operating officer Edgardo Garcia (7.4 million) PNOC president and CE(O Rufino Bomasong (PHP 6.1M) DBP senior vice president Victor Villa (PHP 6M), PNOC Chair and CEO Thelmo Cunanan (PHP 6M) and DBO SEVP Panser Tumangan (PHP 5.9 M)

EXECUTIVE ORDER No. 7 DIRECTING RATIONALIZATION OF THE COMPENSATION AND POSITION CLASSIFICATION SYSTEM IN GOVERNMENT-OWNED AND -CONTROLLED CORPORATIONS (GOCCs) AND GOVERNMENT FINANCIAL INSTITUTIONS (GFls), AND FOR OTHER PURPOSE •While GOCCs and GFIs by nature of their operation are accorded greater flexibility to function properly and efficiently under a market environment, such flexibility shall nevertheless be consistent with the precept of public accountability. •There is a need to strengthen the supervision over the Compensation levels of GOCCs and GFls, in order to control the grant of Excessive salaries, allowances incentives and other benefits •Rationalization of Indirect Compensation Excluded from the Total Compensation Framework – provident fund benefits, additional health insurance, and other benefit that are indirect compensation and are excluded from the total compensation framework, shall likewise be rationalized in accordance with the policies to be issued by the President.
  • 11. •Creation on task force on corporate compensation – to undertake the review of all remuneration granted to members of the board of directors/trustees, officers and rank and file employees, as well as discretionary funds of GOCCs and GFIs •Submission of Information on all personnel remuneration – All GOCCs and GFIs shall submit information on all salaries and allowance, incentive and other benefit under both direct and indirect compensation •Moratorium on increase of salaries, allowances and other benefit •Suspension of all allowances, bonuses and incentives from members of the board of Directors/Trustees

EXECUTIVE ORDER NO. 24 PRESCRIBING RULES TO GOVERN THE COMPENSATION OF MEMBERS OF THE BOARD OF DIRECTORS/TRUSTEES IN GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS INCLUDING GOVERNMENT FINANCIAL INSTITUTIONS For the purpose of determining the maximum allowable compensation for members of the Board of Directors/Trustees pursuant to this Executive Order, GOCCs shall be classified by size based on the assets and revenues as follows: Classification ASSETS REVENUES A ≥ 100 Billion ≥ 10 Billion B ≥ 25 Billion and < 100 Billion ≥ 2.5 Billion and < 10 Billion C ≥ 5 Billion and < 25 Billion ≥ 500 million and < 2.5 Billion D ≥ 1 Billion and < 5 Billion ≥ 100 million and < 500 million E < 1 Billion < 100 million

Compensation Structure – The compensation of members of the Board of Directors/Trustees shall have the following components: a) Compensation shall be in the form of per diems and subject to limits as provided for Per Diems – Compensation granted to members of the Board of Directors/Trustees of GOCC for attendance in meetings. CLASSIFICATION MAX DIEM PER MEETING MAX DIEM PER YEAR A 40,000 960,000 B 20,000 480,000 C 15,000 360,000 D 10,000 240,000 E 5,000 120,000 b) Compensation in the form of Performance-Based Incentives may be allowed c) Annual Retainer Fees and Stock Plans shall not be allowed; and d) Salaries, Allowance, Benefits, and other Bonuses shall not be allowed unless specifically authorized by law or Charter and approved by the President, provided that the total of foregoing compensation and per diems shall not exceed the limits stipulated under Sections 9 and 10 hereof
  • 14. d) Salaries, Allowance, Benefits, and other Bonuses shall not be allowed unless specifically authorized by law or Charter and approved by the President, provided that the total of foregoing compensation and per diems shall not exceed the limits Reimbursable Expenses – All necessary expenses of members of the Board of Directors/Trustees to attend Board and other meetings and discharge their of the service and subject to the submission of receipts, it is necessary for the members of the Board of Directors/Trustees to advance the same, they may be reimbursed but only for the following items incurred in the performance of official functions subject to budgeting, accounting, and auditing rules and regulation: a) Transportation expenses in going to and from the place of meetings; b) Travel expenses during official travel; c) Communication expenses; and d) Meals during business meetings Performance-based Incentives – The maximum amount of Performance- Based Incentives which may be paid to members of the Board of Directors/Trustees shall be based on the size of the GOCC but not to exceed a reasonable percentage of a Board member’s actual annual per diems received

EXEC.ORDER 167 INCREASING THE AMOUNT OF CERTAIN EMPLOYMENT COMPENSATION BENEFIT FOR EMPLOYEES IN PUBLIC AND PRIVATE SECTOR •There is a need to continually improve the benefits under the Employees Compensation Program (ECP) to make it more responsive to the welfare and development needs of occupationally disabled workers •The current funeral cost is no longer sufficient to meet the funeral cost •The amount of EC funeral benefits shall be increased from PHP10,000 to PHP20,000 •There shall be a 10% across the board increase on EC permanent and partial disability and survivorship pension in the public sector

THE EMPLOYEES’ COMPENSATION PROGRAM (ECP) Comprehensive program designed to provide compensation benefit package to public and private employees or their dependents in the event of work-related sickness, injury or death. TYPES OF BENEFITS UNDER THE ECP: •Loss-of-income benefits; •Medical services, appliances and supplies; •Career’s Allowance; •Rehabilitation services; •Death benefits; and •Funeral benefits THREE AGENCIES INVOLVED IN THE IMPLEMENTATION OF ECP Social Security System (SSS)– administering agency for the private sector Government Service Insurance System (GSIS)– administering agency for the public sector Employees’ Compensation Commission (ECC) – policy-making and the appellate body of the ECP

No. 635 CALLING UPON THE PROPER SENATE COMMITTEES TO STUDY AND REVIEW EXISTING SALARY STANDARDIZATION LAWS IN ORDER TO GRANT THE NECESSARY INCREASE IN COMPENSATION AND BENEFITS OF GOVERNMENT EMPLOYEES (Maria Lourdes Binay ) Senator Antonio Trillanes IV is pushing for the passage of a Salary Standardization Law IV that would increase the pay of government employees, from those with the lowest government rank to that of the president. Salary grade 1 would see his salary go up from P9,000 a month to P16,000 while the president would see his monthly pay go up from P120,000 to P1 million. increasing the salary of civil servants including bureau heads, cabinet secretaries, lawmakers, AFP and PNP personnel would help curb corruption. He added that making government compensation is at par with the private sector would help attract the best minds to work in government.
