EXECUTIVE SUMMARY
Developed special unit comprised mostly of student (undergraduates and graduate) employees who were application
developers and programmers, graphic designers, multi-media designer, etc., who create web applications and
systems that were used by The Johns Hopkins University and Hospital to enhance communication and the
distribution of information to the community, by fostering a collaborative, success-oriented team environment where
teammates were empowered to think outside of the box and allowed the responsibility of accountability. My
primary role was to direct their activities and to help them develop skills and experience in the field of Information
Technology

Manager and Director
• Met with prospective sponsors
• Wrote statement of work for project teams
• Lead the development team in implementing project designs, standards and processes
• Consulted on new business development, research and requirement gathering.
• Consulted on enterprise technologies, in the web site solution space, e.g.: CMS, search, application servers,
etc.
• Developed and document high-level technical designs
• Provided advance knowledge of currently implemented technologies and researched new and emerging

• Supported Lead Developers in developing strong relationships with team members within the department ,

• Revised and/or established policies and procedures for accomplishing the department responsibilities
• Managed the development and publish information through various means such as technical bulletin,
newsletters, annual guides, brochures, and catalogs, online/paper/media.
• Manage the development and dissemination of technology policies, standards, and procedures regarding the
use of our network, shared systems accounts, technology facilities and personal computers, including
formal qualifications testing.
• Identified Hopkins’ students and employee developmental needs; managed the design, development and
implementation of other technology support programs and strategies to facilitate the use of the University’s
information technology resources.
• Worked with faculty, staff and students in the resolution of computer related problems including their
requirements for the computing lab, and in the planning of projects requiring computer-based resources.
• Met with software and hardware vendors to determine the suitability and availability of products to satisfy
the needs and recommend solutions.
• Prepared and managed budgets, appraisals, etc., related to the administration and management of the
organization
• Developed plans and budgets requirements to implement and manage strategies services
Disability Coordinator
• Consulted with various groups (schools, departments, offices, parents, vendors, etc.) regarding technology
auxiliary aids, services and other resources available to students with disabilities
• Served on committees that interpret and develop policies and procedures for compliance with federal law
mandates
• Developed and initiated requests for resources to ensure access to and the use of technology in our
academic and workplace setting.
• Managed the hardware and software, testing and training, adopting and making availability technology for
those who needs required
Judicial Officer
• Kept abreast of technology, their uses and misuses that exposed students to risk of infringements.
• Facilitated the gathering of information for analysis, and preservation of evidence used in the investigation
of allegations technology and computer use infringements. Consulted with network security and/or General
Counsel to determine the extent of harm done to the university or accuser and to meet with the appropriate
administrators regarding remedies. Met with alleged offenders to assess knowledge and/or understanding of
infringement and their responsibilities to those who alleged harm.

Instructional Designer
• Editor-in-chief of Homewood Academic Computing’s award-winning bimonthly technology newsletter,

application and operating systems
• Wrote training exercises for JHU faculty and staff, task-oriented usage notes, web pages and online help

manager system that was used as an online interface reporting system for the Department of Education,

• Consulted as technical expert regarding technologies for students and occasionally JHU faculty/staff with
disabilities, with parents of students, JHU’s Department of Disability Services], the Johns Hopkins
Medical School Disability Coordinators, JHU General Counsels, and vendors regarding training, hardware
and software purchases, and other resources available for disabled persons
• Consulted with IT staff and faculty from other colleges and universities, faculty, staff, students at JHU and
vendors regarding user publications, training and support
• Developed an IT program to orient new students about the technologies available to them by the University
• Met with general counsel(s), EEOC, Human Resources, Deans, and Directors to establish policies for the
use of technologies at JHU - Developed policies and procedures for the use of Hopkins shared systems by
the student population
8/1991 – 10/1993 Baltimore City Community College (Formally the Community College of Baltimore)
Business and Information Systems Department -- Baltimore, MD
ACADEMIC COMPUTER LAB DIRECTOR:
• Proposed, designed, and coordinated the installation and the implementation of the first state-of-the-art
Micro Computer and Resource Center at the college, which increased overall student usage by 65% during
the first semester
• Wrote the specification for the procurement to acquire over $1 million worth, of hardware and software
• Teamed with the CIS and School of business to write the proposal for the grant (Maryland Higher
Education Commission) that funded the purchase of much of the equipment needed for new computer
classrooms and helped fund the creation of a new curriculum for the CIS program
• Participated in the writing of a second grant proposal that provided an additional $300,000 toward the
acquisition of hardware for the UNIX Computer Center
• Proposed and implemented the first Computer Camp at the college
• Was instrumental in the ongoing development of CIS Curriculum
• Was responsible for and prepared the annual operational budget for the computer lab
• Was responsible for training, programming, maintenance, and procurement of a variety of single and multi-
user microcomputer/fileserver- based software packages and hardware arrangements
• Was responsible for and provided all technical support for systems linked to the main computer via 9600
modem
• Attended departmental and college-wide meetings and provided technical input
• Scheduled labs to accommodate more than 80 classes
• Assigned and supervised 23 CIS Support Staff and student employees which included; LAN administrators,
lecturers and tutors, students, and other who provided technical and instructional support to students,
faculty and staff

• Ordered equipment and inventory as needed
