The document discusses plans to open infant and toddler Montessori centers of excellence in Orange County. It notes a shortage of licensed childcare spaces for infants and toddlers. The mission is to provide high-quality developmental care for working families. The vision is to open 4 centers serving 640 children total, with half the spaces for infants/toddlers. The founder was inspired to advocate for quality care after a toddler abuse case. Funding will come from donations, corporate sponsors, and real estate to purchase land and build facilities. The goal is to educate the community on the need and gain support through a capital campaign.

6. History
“Early Childhood Education Centers of Excellence”
Founded in July 2009 our passion for the advocacy of quality child care
stemmed from the physical abuse of one of the children in a licensed
family child care home.
The provider who admitted she tied a 2- year-old to a highchair and left
her for hours in a dark closet was sentenced to four years' probation, pay
thousands of dollars in fines, serve 1,200 hours of community service and
ordered to give up her child care license.
Our founder, Miss Kelly along with Assemblyman Todd Spitzer fought for
legislation requiring licensed child care providers to carry liability
insurance. Under current law, providers do not need to have liability
insurance for the children in their care, a loophole Assemblyman Todd
Spitzer found unconscionable.

“Early Childhood Education Centers of Excellence”
Four years later, at the suggestion of Patricia Miller, Director of Childtime Child
Care Center, Irvine; Miss Kelly interviewed with the Irvine Child Care Co-ordination
Committee for a parent position on their committee.
Although The Irvine Child Care Co-ordination Committee were working hard to
improve the quality of child care. They had to work with the providers already in
the market and there was not much they could do as the for profit companies
have dominated the childcare industry catering to the most profitable age groups
and serving the more affluent families.
