  2. The Fellowship application and selection process is open, competitive, and transparent. Applicants do not need to pay any fees to anyone in order to apply or be considered for a VEF Fellowship. Winners are chosen based on individual merits, including academic performance, intellectual capabilities, English capability, and the potential for scientific contribution to education and research.
  3. VEF seeks highly qualified applicants interested in pursuing a Ph.D. or Master’s degree at leading universities in the United States in the major disciplines of sciences (natural, physical, and environmental), mathematics, medicine (such as, public health), and technology (including information technology). Fields include the basic sciences, such as, Biology, Chemistry, and Physics, as well as Agricultural Science, Computer Science, and Engineering.
  4. The keystone project of VEF is the Fellowship Program, which began in 2003. Our mission is to select and sponsor highly qualified Vietnamese nationals to pursue graduate degrees in science and technology in leading U.S. universities. We find such highly qualified individuals through an extensive selection process which is supported by the U.S National Academies. The selection process is open, competitive and transparent. We have two selection processes: Process A (2 years) and Process B (2 months). Process A for applicants, who have not yet been admitted to a U.S university. Qualified applicants will take an oral exam conducted in Vietnam by U.S scientists selected by the National Academies. After the exam, letters of recommendation will be granted to applicants who pass the exams and voted by U.S scientists for a VEF Fellowship. The recommendation letter is an important support for applicants in applying to U.S universities. Process B for applicants, who have applied and gained admission from U.S universities on their own then apply to VEF for funding.
  5. Fellowship Grant to the University : During the Fellow’s first two years at the U.S. University (Years 1 and 2), VEF will provide an annual Fellowship grant of U.S. $27,000 to the University for required deposits; school orientation fees; required tuition and fees for the academic year and summer session; medical and health insurance required of an international student for the academic year and summer session; required books and educational equipment; and stipends for 12 calendar months that would be at least the minimum amount that is provided to other graduate students in that department. PDG Policy: Each Fellow, who is enrolled full-time and not involved in Academic Training (off-campus employment benefit of the J visa status), will receive $1,000 per year as a Professional Development Grant (PDG). Use of these funds is limited to professional development purposes in Fellow's field.

Theo đó, Chương trình Học giả của VEF là một chương trình đào tạo những người sẽ đào tạo lại những người khác (TOT).

Thư cam kết của trường/viện/giáo sư Hoa Kỳ cần có thông tin sau: Thời gian tham gia Chương trình Học giả gồm ngày bắt đầu và ngày kết thúc; Vai trò của trường, khoa hoặc giáo sư tiếp nhận gồm những khoản nào trường, khoa hoặc giáo sư sẽ giúp đỡ cho Học giả và những khoản nào Học giả sẽ phải tự thu xếp; Những kỳ vọng của trường, khoa và giáo sư tiếp nhận về vai trò và sự tham gia của Học giả; Kết quả mong đợi đạt được từ chương trình đề xuất của Học giả; Những hỗ trợ của trường tiếp nhận ở Hoa kỳ đối với Học giả và Bất cứ thông tin nào khác đề cập đến những sắp xếp, bố trí giữa cơ sở tiếp nhận Hoa Kỳ và Học giả.
