Odisha State Seeds Corporation Limited (OSSC) has several mandates: timely supply of quality seeds, arranging vegetable seed supply, seed production and demonstration programs, producing foundation and certified seeds, making the state self-sufficient in seed production and distribution, seed processing, storage, and packing. OSSC's vision is to be a leading seed corporation in eastern India and market seeds directly to farmers. Its mission includes organizing foundation seed supply, undertaking seed distribution support, educating farmers, and providing quality seeds. OSSC primarily supplies paddy seeds but faces challenges in meeting demand for non-paddy seeds, varietal mismatches, and dependency on external agencies. 2. MANDATE
OSSC Ltd is working with the following mandates:
Timely supply of quality seeds in each season i.e. Kharif and Rabi through different Deputy
Director of Agriculture Ranges and also through its own dealer net work and through PACS as
per the indent of the Director of Agriculture & Food Production, Odisha.
To arrange and supply vegetable seeds .
To take up Production and demonstration Programmes in the farmer’s field.
To produce Foundation & Certified seeds for the State’s requirements.
To make the State self sufficient in the field of production and distribution of quality seeds.
Processing of raw seeds available under seed production programme.
Install and operate required processing plants as per State policy and requirement of OSSC
Ltd.
Construct flat ventilated seed store for storage of seed scientifically to ensure proper
germination .
Packing of vegetable seeds as per demand of different Govt. organizations

VISION
To be one of the leading Seed Corporation in the Eastern part of India.
To market the ORISEED at the door stop of the farmers in the State.
MISSION
To organize supply of foundation seeds to the contract growers out of its own
production programme.
To undertake distribution of seeds to the farmers to support Agriculture Production
Programme of the State.
To educate farmers to grow improved / notified/ high yielding varieties of seeds for
increase in production and productivity.
To Organize the training programmes at Panchayat level for better exposure.
To provide quality seeds to the farmers through Dealers’ Network.
To provide timely quality seeds to the farmers in each season.
To Undertake farmer’s training on quality seed production, post harvest technology,
seed quality control measures and proper seed storage materials.
To enter into agreement with individual seed growers, Co-operative Societies and
Private firms in growing & processing of various certified seeds.
Sale of Certified seeds to the outside state after meeting own requirement.

9. BOTTLENECKS IN PRODUCTION
Lack of interest amongst farmers in cultivation of long duration of varieties
which are not in demand.
More demand of short and long duration varieties like
Lalat,Khandagiri,Naveen,MTU-1001 and MTU-1010
Lack of availability of short duration breeder and Foundation seeds
Climatic aberrations during harvest of short and medium paddy which hampers
seed quality
Procurement price of short duration paddy compared to long duration paddy is
not lucrative considering the yield from short duration paddy.
Delayed and prolong transplanting due to delay in monsoon.
Delay in receipt of payment on supplying seeds to OSSC in comparison to
direct receipt of payment selling the same at door step.
Less number of Manpower for extension work as the Corporation level
Fear of rejection of seeds at the time of Certification in case of production of
new varieties.

Compact area approach for integrate production, processing and distribution and thus optimal
utilization of processing plants.
Leasing out processing plants wherever feasible and possible.
Seed organizer model to increase production volume, enforcing quality control systems acts
different level of production and processing.
Introducing Management inform system connecting district level offices with Head Office
through internet connectivity.
Computer based accounting system-Integration of stock and billing.
Standard operating procedure (SOP) to increase the business process.
Focus on production as per varietals demand.
Development of additional supply channels for full liquidation of stock.
Manpower resources may be effectively utilized in the processing and storage facilities in the
focused Zone .
