CPR –Recitel 1
•The rules of Member States require that construction worksbe designed and executed so as not to endangerthe safety of persons, domestic animals or property nor damage the environment.
8
CPR –Recitel 2
•Those rules have a direct influence on the requirements of construction products. Those requirements are consequently reflected in national product standards, national technical approvals and other national technical specifications and provisions related to construction products. Due to their disparity, those requirements hinder trade within the Union.
9
CPR –Recitel 3
•This Regulation should not affect the right of Member States to specify the requirementsthey deem necessary to ensure the protection of health, the environment and workers when using construction products.
10
CPR –Recitel 12
•The methods used by the Member States in their requirements for construction works, as well as other national rules relating to the essential characteristics of construction products, should be in accordance with harmonised technical specifications.

CPR & EPD -Recital 55
The basic requirement for construction works on sustainable use of natural resourcesshould notably take into account the recyclability of construction works, their materials and parts after demolition, the durability of construction works and the use of environmentally compatible raw and secondary materials in construction works.
12
CPR -Recitel 57
•Wherever possible, uniform European methods should be laid down for establishing compliance with the basic requirements set out in Annex I.

•Building performance on “defined” parameters
•We need:
–Building scenarios
–Product information & scenarios that meet the building scenarios
–Process information & scenarios that meet the building scenarios
•The standards provide the methodology for quantification of the performance
36
Construction products are intermediate products
37
•The end use product is the building (works)
Product performance is defined in the building
?one layer-two layer
?climate indoor-outdoor
?type of building
?building life time
?application
?maintenance scenario
?end-of-life scenario
