The focus lays on expanding the rights of minorities, oppressed peoples and recognition of de facto independent States as well as on the right to political participation. Hereto the assembly, among others, calls for the UN Human Rights Council to take a more proactive role in supporting the rights of minorities, by expanding the mandate of the Forum on Minority Issues.

General Resolution
Adopted by the UNPO General Assembly on 30 November 2012,

On the occasion of the XIth session of the UNPO General Assembly, the following general resolution was
adopted:
The UNPO General Assembly:
Expresses its solidarity with all Members and other victims of oppression who are struggling for the
respect of their human rights worldwide;
Reiterates the commitment of UNPO Members to the principles of democracy, nonviolence, human
rights, and self-determination, as expressed in the Covenant of UNPO;
Reaffirms its continued engagement with the international community and expresses serious concerns on
the lack of opportunities for the voice of marginalized and unrepresented nations and peoples to be heard;
Regrets that 20 years after the adoption of the UN Declaration on the Rights of Persons Belonging to
National or Ethnic, Religious and Linguistic Minorities, UN Members continue to commit grave human
rights violations against minorities with impunity;
Solemnly proclaims the necessity to fully investigate and redress gross human rights violations against
unrepresented nations and peoples, in particular the practice of ethnic cleansing, forced assimilation,
marginalization and alien domination.
Therefore, the UNPO General Assembly;
Calls upon the international community to recognise that the 21st century presents the world with new
challenges on matters of human security, the environment, the economy, social welfare, and culture,
affecting unrepresented nations and peoples who are not adequately represented in international fora, thus

2. underscoring the importance and urgency of the work of the UNPO, which embraces the concept of
individual and collective rights of nations and peoples;
Insists that the UN Human Rights Council take a more proactive role in supporting the rights of
minorities, by expanding the mandate of the Forum on Minority Issues;
Urges States to fully cooperate with Special Procedure mandate-holders’ Missions without impeding their
work and access;
Strongly condemns the continuous human rights violations committed against Members of UNPO under
the form of arbitrary arrest and detention, torture, enforced disappearances, executions, and extra-judicial
killings;
Further condemns the severe reprisals facing Members of UNPO engaging in political activities, in
particular through the adoption of anti-terrorism laws that disproportionately affect Members of UNPO;
Deplores that in the 21st century, mankind is still facing contemporary forms of slavery, including bonded
labour, child slavery, and sexual exploitation.
Supports calls for the realization of the right to self-determination, autonomy, federalism, and
international recognition for de facto independent States.
Supports the call for UNPO to realize more recognition, including at the United Nations and other
international agencies.
