1. Objectives
a. Students will critically examine the NSC-68 Document and the modern day Patriot Act
b. Students compare both documents by making a Venn Diagram
c. Students will analyze the changes that they had to society
2. Hook
a. Students will watch a short video on the Patriot Act and take notes

3. Students will then break up into groups and discuss the fairness of the patriot act.
4. Lecture on NSC-68
a. National Council Report 68 (NSC-68) was a 58-page top secret policy paper issued by
the United States National Security Council on April 14, 1950, during the presidency of
Harry S. Truman. It was one of the most significant statements of American policy in the
Cold War.
b. NSC-68 largely shaped U.S. foreign policy in the Cold War for the next 20 years, and
involved a decision to make Containment against Communist expansion a high priority.
The strategy outlined in NSC-68 achieved ultimate victory, according to this view, with
the collapse of the Soviet power and the emergence of a "new world order" centered on
American liberal-capitalist values. Truman officially signed NSC-68 on September 30,
1950. It was declassified in 1975.
5. Containment
a. Containment was a United States policy using numerous strategies to prevent the spread
of communism abroad. A component of the Cold War, this policy was a response to a
series of moves by the Soviet Union to enlarge communist influence in Eastern Europe,
China, Korea, and Vietnam.
6. Student will break into groups and make a Venn diagram comparing and contrasting the NSC-68
Document and the modern day Patriot Act.
7. Assessment: Students will write a 3 paragraph position response. In this response they will either
support or condemn NSC-68.
