Debra Fitzwater—Owner/Chief Executive Officer founded PreEmpt Career Solutions in 2008. Fitzwater is
an accomplished HR professional with over 15 years of communication/marketing, management, and
business experience in the private and public sectors. Her invaluable experience as a Workforce Employment
Specialist at the Department of Labor ignited a passion in her to connect employers with job seekers through
solid case management principles. In her previous role as a Recruitment Consultant at the Department of
Defense (DoD), she routinely develops and cultivates relationships with a multitude of industry leaders within
elements of DoD and the Intelligence Community (IC). As a civilian, Fitzwater has placed hundreds of
federal employees and has reviewed countless resumes. She has an insiders understanding of what federal
employers are looking for and what an applicant must do to strategically posture themselves as an employee

“From the Database to the Hiring Manager’s Desk”
• First Cut Column: Did you know, out of 200
candidates that submit their resume package for
federal employment, less than 50 percent make the
initial cut? That means, less than 100 packages will
be moved forward to a ‘LIVE’ Human Resources
official.
• Second Cut Column: Out of the 100 resume
packages that were actually forwarded, less than 40
percent make it beyond the initial qualification
