The WP3 Observation will contribute to the change from

service of policy makers, towards an instrument of

5. WP3A combination From theoretical models of
combined development objectives to indicators, animated

The environmental concern allows the sustainability trade-off system to
retain resilience, while implying a reduction in the self-organization of the
sustainability system. Thus, linkages between socio-cultural and
ecological sustainability will emerge through place-based interaction
studies, evaluated through their informational dimensioning, therefore
defining their resilience capacity. This informational evaluation should
reveal similarities between economical system, human societies and
ecological systems, through lifestyle preferences, consumption behaviour
and policy rules, underlined by biodiversity and cultural diversity
mirroring.
Therefore, observed territorial co-evolution of social, economic and
ecological systems should be able to provide useful insights regarding
the harmonious integration of the three pillars, or ”triple bottom line” of
sustainable development, as new innovative indicators to be applied to
the socio-ecological challenge.

6. WP3B methods Fundamental methods and generic
tools for territory analysis, animated by
Serge ORMAUX, CNRS-MSHE (France)
The purpose of this task is to build on the four major methodological
paradigms found in the teams which make up the network and question
their participatory dimension (actual or potential).
These are territorial observation (UFC, among others), fieldwork (UNPL,
in connection with a number of specific theoretical research papers),
structural geography (UQO, to be combined with an additional dimension
related to participation) and landscape mediation (UFC, ULG, and
others). Of course, the aim is to see how it is possible to transcend these
four points into considering a meta-method, or at least a complex system
based on them. Moreover, for each of these methodological levels, we
will bring up the question of indicators necessary for their implementation.

7. WP3C indicators Sustainable development
indicators for local level, animated by
Claire HAGGETT, EDINBURGH (United Kingdom).
This task will work under the hypothesis that information is more
important than tools of treatment and that it constitutes an essential stage
in the progression which drives from problems to tools. The concept of
socio-ecological transition implicates more precisely the combination of
different data to construct a new type of synthesis indicators (task 3A) but
the state of art shows that often, the current offered indicators are either
very general or too category-specific and they are rarely accessible to
territorial actors (micro scales). This task aims to analyse the availability
of current and new indicators at local level (secondary indicators) and the
process through which local actors build up their own indicators (primary
indicators).

8. WP3D Modelling Modelling territorial information
systems accessible to sustainable development actors,
animated by Sylvie DAMY, CNRS-MSHE
This task aims to make a significant advance in the modelling of
“caENTI's Community territorial intelligence systems” that provides a
rigorous effort in design and formalization of local observatories designed
to provide information useful to regional communities.
The target is to build the tool of multi-criteria analysis and spatial analysis
around a single, consistent database, accessible online, using free cross-
platform solutions, Linux, MySQL, PHP on Drupal. Thus the SCIT
organize the information and procedures for dealing with the definition of
data for publication on the Internet, according to the specific use of
development partnerships. They also aim to generate a common
language between players of various professional cultures.

9. WP3E web-mapping Design and implementation of
a global web mapping, animated by Peter PEHANI,
ZRC SAZU (Slovenia)
Fed by task 3C and 3D, this task suggest design and implementation of a
social web mapping system with global ambition, which makes indicators
at nested regional scales available to the territorial actors, from the
continental to the sub-municipal level.
This would imply reflecting on the management of meta-data, formats,
data validation, etc... and training of the interested players how to use
web mapping application.

10. WP3R report Strengthening local capacities for
socio-ecological transition, animated by Guénaël
DEVILLET, ULG (Belgique).
The aim of this task is to integrate the results of task 3A to 3E into a
synthetic research report, and to organize the on-line annexes to give a
large access to the details of the results of each task. The results will be
confronted to other different complementary researches funded by FP7 in
the former call for proposals in order to make a disseminable synthesis
report as integrative as possible about main factors involve in promoting
a pacific and democratic socio-ecological transition at territorial level.

Objective : Changing the observation of a territorial governance
arrangements in the exclusive service of policy makers towards an
instrument of participatory governance that combines wider
stakeholders, communities and individuals in decision-making in

Objectif : Faire évoluer l’observation territoriale d’un dispositif de
gouvernement au service exclusif des décideurs politiques vers un
instrument de gouvernance participative qui associe plus largement les
acteurs, la communauté et les individus au processus décisionnel, afin
d’en faire un levier d’innovation et d’évolution des comportements.
