This document is a draft of a planned solicitation and is subject to change without notice.<br />2.0 Scope of Services<br />INTRODUCTION<br />Miami-Dade County, hereinafter referred to as the “County”, as represented by the Miami-Dade Juvenile Services Department, hereinafter referred to as ”JSD”, is soliciting proposals from interested and capable parties to provide turnkey Global Positioning System (GPS) Monitoring Devices and Related Software System and Services for the Miami-Dade Juvenile Detention Alternative Program, hereinafter referred to as “MDJDA.” <br />The Selected Proposer will be required to provide web based software that works directly with attachable GPS monitoring devices, that is completely integrated into a central monitoring center that tracks the whereabouts of juvenile participants in the MDJDA program twenty-four hours a day, seven days a week, three hundred sixty-five days a year. <br />This is a short term pilot program that is currently being funded through a grant to consider the use of monitoring devices for the MDJDA program. The intent of this pilot is to showcase a true cost effective and viable alternative to secure detention. It is anticipated that the MDJDA program will initially have 475 juveniles considered for this pilot. <br />It is anticipated that the resultant contract will provide the County with the ability to see if this program should be implemented permanently based on the success and lessons learned. The County anticipates that this pilot program will provide the information needed to develop specifications to meet JSD’s operational needs for a long term solution to be competitively solicited at a future time.<br />BACKGROUND<br />JSD has engaged in juvenile justice reform for the last ten years and documented a 46% reduction in juvenile arrests, an 80% reduction in re-arrests and a drop in the detention population from over 300 to around 100 a day. However, within Miami-Dade County there is a lack of appropriate alternatives to secure detention for non-violent offenders. <br />In 2008, 4,488 juveniles were detained for non-violent offenses in the County. As per Florida Statute 985.24 (4), the County shall continue to identify alternatives to secure detention care and shall develop such alternatives and annually submit them to the Legislature for authorization and appropriation. During the term of the resultant contract, JSD will expand its internationally recognized Juvenile Justice Model by piloting the MDJDA program, an alternative to secure detention for non-violent offenders.<br />As per Florida Statute 985.26 (2), a child may not be held in secure, non-secure, or home detention care under a special detention order for more than 21 days unless an adjudicatory hearing for the case has been commenced in good faith by the court. However, upon good cause being shown that the nature of the charge requires additional time for the prosecution or defense of the case, the court may extend the length of detention for an additional 9 days if the child is charged with an offense that would be, if committed by an adult, a capital felony, a life felony, a felony of the first degree, or a felony of the second degree involving violence against any individual. Due to the limitations of this Statute, no juvenile participant will remain in the MDJDA program for longer than 21 days.<br />DESCRIPTION OF TASKS/SERVICES TO BE PERFORMED<br />JSD is interested in acquiring a multi-integrated Electronic GPS Monitoring System to primarily monitor, track, and verify that participants in the MDJDA program who are at home, school, work, or any other designated location(s) during specified time periods. In addition to automatically tracking participants’ whereabouts at any given time, the proposed software supporting the System shall automatically follow-up to confirm incidents and shall report violations of curfew schedules, equipment status, and other functions deemed appropriate<br />2.3.1Expectations and Obligations of Selected Proposer: <br />The County in partnership with the Selected Proposer will be providing an Alternative to Secure Detention. The Selected Proposer will provide JSD a supply of attachable GPS monitoring devices to be housed at JSD for assignment to juvenile participants. All equipment will remain property of the Selected Proposer. The Selected Proposer providing this service will be responsible for all GPS equipment, software, parts, and maintenance services. JSD at no time will be responsible for stolen, lost, absconded, or broken devices. <br />Juveniles determined to be eligible for the MDJDA program during the JSD intake and screening process will be placed into MDJDA and the GPS monitoring device will be attached by JSD staff. The Selected Proposer will be notified immediately and will begin monitoring juvenile participants for up to a maximum of 21 calendar days as per Florida Statute 985.26 (2).<br />When juvenile participants are no longer participating in the MDJDA program, due to court action, violation of participation contract, or expiration of the 21 day period, the Selected Proposer will be responsible for removing and retrieving all equipment from whatever location at which juvenile participant is being held, included but not limited to, the courts, the Juvenile Assessment Center, the juvenile participant’s home, or the Selected Provider’s local office, unless the juvenile participant is brought to JSD by law enforcement. In this specific situation JSD will remove the device and contact the Selected Proposer immediately for retrieval of the equipment. <br />2.3.2 Desirable System Functionality: <br />Proposed System will have attachable GPS monitoring devices that can be attached to each juvenile participant and easily installed on either their wrist or ankle. If your solution may be attached in a different area, please indicate this in your proposal response. <br />The web-based software proposed is to be fully integrated with the central computer information system utilized to monitor juvenile participants in the MDJDA program. The System should provided JSD with the ability to change, add, or delete settings related to the monitoring of a specific juvenile participant without the requirement of having to go to the juvenile participant’s home or come in contact with the attachable GPS monitoring device. The software offered should not be required to be loaded onto County hardware and should be accessible through a web browser. <br />Proposed System will provide JSD with the ability to setup different modes for a juvenile participant in MDJDA. The various modes that will be evaluated are Active GPS tracking, Passive GPS tracking, and GPRS/GMS cellular technology. <br />All attachable GPS monitoring devices will be new equipment and not refurbished including but not limited to bands, plates, pins, device, etc. and the latest manufacturer’s technology.<br />Selected Proposer will be responsible and liable for any damage caused by faulty or malfunctioned attachable GPS monitoring devices assigned to the juvenile participants or their property. <br />Selected Proposer will be able to input, update, or change a juvenile participant’s schedule in the System at anytime (in the office or while in the field) without interrupting or causing a false alert in the system. <br />Selected Proposer will upon request of the Court, the County, or the Miami-Dade County Attorney’s Office and/or in response to a subpoena, appear and testify in any legal proceedings convened by the Court at the Selected Proposer’s expense. <br />Selected Proposer will be competent to attest to its methodology and performance in any legal proceedings if called upon or subpoenaed. <br />For the term of the resultant contract, the Selected Proposer shall maintain for inspection and examination by authorized County personnel, all juvenile participant records associated with the contract. All juvenile participant records are exclusive property of the County. <br />Selected Proposer is required to provide all juvenile participant records to the County in digital readable format on a quarterly schedule to be negotiated prior to award. <br />Selected Proposer should have a technical assistance representative available by cell phone 24 hours seven days a week, weekends and holidays to address technical questions on the Proposed System software and attachable GPS monitoring devices.<br />DELIVERABLES<br /> The Selected Proposer will be required to provide the following to JSD:<br />2.4.1Attachable GPS Monitoring Device: <br />The attachable GPS monitoring device will monitor, track and log the juvenile participant’s movement in and out of the designated areas at all times. The attachable GPS monitoring device must be able to be programmed from a remote computer workstation which can create inclusion zones (places the juvenile participant must be at a certain time) or exclusion zones (“hot zones” where the juvenile participant is not allowed). <br />The attachable GPS monitoring device shall be fully integrated into the Selected Proposer’s main computer information system and transmit signals on a pre-defined time interval monitoring the juvenile participant’s movement. The attachable GPS monitoring device must be programmable to allow two-way communication between the Selected Proposer and juvenile participant to allow for compliance with juvenile participant’s established participant contract. The Proposed System must be able to create a map that would identify the inclusion and exclusion zones. The map must have geographical landmarks and be accessible via the internet utilizing a secure log in. <br />The Designated Agencies operating under the authorized MDJDA shall be notified of violations via e-mail, telephone, and fax. The attachable GPS monitoring device shall be able to be queried at any time to ascertain the juvenile’s participant’s most current location. The Proposed System shall be able to retain all information recorded for an indefinite period of time in the event the power / battery depletes.<br />The attachable GPS monitoring device should meet the following requirements:<br />Device has an internal battery that can power the unit for a minimum of 17 hours. <br />Device should be a single-unit device that attaches to an ankle or wrist.<br />Device preferably has a Light Emitting Diode (LED) for visual, signal and battery status. <br />Device should be nonvolatile in the event the internal battery is exhausted.<br />Device should have the capability of storing up to the maximum of 21 days of device data internally.<br />Device should track the juvenile participant’s activities in real time. . <br />Device should allow the Selected Proposer, JSD or Designated Agency to conduct two way voice communications with the juvenile participant at any time at no additional cost.<br />Device should immediately log tamper attempts to any part(s) of the equipment.<br />Device should provide the Selected Proposer with a removal alert as it occurs and then the Selected Proposer is to alert JSD or Designated Agency immediately.<br />Device should log loss of GPS signal and provide an alert to the Selected Proposer, JSD, and Designated Agency.<br />Device should log low tracking unit battery power and create a notification to the Selected Proposer.<br />Device should provide data transmission on a per violation basis.<br />Device should be capable of archiving the juvenile participant’s location every 5 minutes <br />Device must be able to be used with or without a phone line (land line). The cellular communication ability will be a component of the device using GSM Cellular Technology<br />Data captured by the device should be populated into the Proposed System and provide real time reporting for users to review inclusion and exclusion zones (time, date, and geographic). <br />Device should be waterproof, and have the ability to be submerged in water up to 3 meters.<br />Device should have an audible alert notification system such as high decibel siren, etc. that can be activated by the Selected Proposer as necessary. This audible alert is in addition to the cellular communication.<br />Selected Proposer will provide the participants a home battery charger for the Device.<br />Device will work in conjunction with an RF beacon or similar technology at a minimum to address the loss or reduction of GPS signals while an offender is indoors. The device will be able to have one or more RF beacons or similar technology associated with it to enable indoor tracking in multiple locations.<br />Device should be made of rugged, hypoallergenic material, and should be shock-resistant, as well as easy to install and uninstall.<br />Device strap should contain an embedded fiber optic strand which detects strap tampering. <br />NOTE: ALL ELECTRONIC MONITORING EQUIPMENT PROPOSED MUST BE UL CERTIFIED. THERE ARE NO EXCEPTIONS TO THIS REQUIREMENT.<br /> 2.4.2Proposed GPS Enrollment and Mapping Software System: <br />A web-based enrollment and mapping software must be provided to JSD at no additional cost. The software must be fully integrated with the attachable GPS monitoring devices and provide the County with the ability to enter and print juvenile participant demographic data, judicial history, employment information, rehabilitative activities, subjects picture, rules, temporary and permanent schedules, comments, and have the capacity to enter custom rules and additional miscellaneous information as deemed necessary by JSD. <br />The Proposed System shall be web based and easy to use so that Selected Proposer may increase or decrease intensity of supervision by adding or deleting these restrictions on a juvenile participant without the requirement of the Selected Proposer going to the juvenile participant's home or coming in contact with the attachable GPS monitoring device. <br />The Proposed System should be designed to automate service/monitoring center supervision, notification and reports, reducing human involvement, and in turn keeping human error to a minimum. <br />The Proposed System should be able to establish and maintain the history of incidents on the participant for a minimum five (5) year period. This web based Proposed System should meet the following minimum requirements: <br />Proposed System can be accessed via a secure Internet connection from virtually anywhere you can use a PC or Laptop.<br />Proposed System operates on Internet Explorer 6.0 or higher or Mozilla Firefox version 3.0 or higher.<br />Proposed System provides the JSD or Designated Agency staff access to enter and print juvenile participant’s demographic data, judicial history, employment information, educational activities and rehabilitative activities, subject’s pictures, standard rules and capacity to enter custom rules. <br />JSD or Designated Agency staff can enter designated contacts and set up daily, weekly or monthly schedule for the juvenile participant.<br />Proposed System shall be able to establish exclusion zones that can be set up in measurements of feet and miles. <br />Proposed System can log an exact address of a juvenile participant’s location.<br />Proposed System can operate on an internal clock that automatically and simultaneously supports all time zones. <br />JSD or Designated Agency staff can print and access juvenile participant’s temporary or permanent schedules. <br />JSD or Designated Agency staff can access and print juvenile participant’s photo and aerial/Google map.<br />JSD or Designated Agency should be able to print demographics with picture (aerial map).<br />Proposed System provides high resolution maps and aerial imagery for visual evidence of juvenile participant movements.<br />Proposed System provides easily interpreted map displays of compliant and non-compliant locations including time, and direction information.<br />Proposed System provides JSD or Designated Agency staff with automated alerts/violations summary reports by juvenile participant, or daily reports through email.<br />Proposed System provides a customized curfew schedule for an unlimited number of periods per day, for each day of the week, for each juvenile participant.<br />Proposed System provides a minimum of five different types of curfew or schedule periods to include:<br />Inclusion Zone: An area the juvenile participant is required to be at during specified times. The supervising officer must be able to enter designated contacts in the event of a violation; setup a daily weekly or monthly schedule in half-hour increments for when the juvenile participant is required to be at home, work, or rehabilitation. The system shall process an incident notification when the inclusion zone is violated. <br />Exclusion Zone: An area the juvenile participant is forbidden to enter. The Proposed System shall process an incident notification when the exclusion zone is violated. <br />Temporary Schedules: The juvenile participant's curfew requires a temporary change that only affects a period term of time during their supervision. Following that time the schedule shall automatically return back to the previous schedule without the need for human intervention.<br />Furlough Schedules: The juvenile participant's monitoring shall be temporarily suspended until furlough period as determined by JSD or Designated Agency has ended. The temporary change schedule shall automatically return back to the previous schedule without the need for human intervention.<br />Permanent Schedules: The juvenile participant shall have an established schedule as per the participation contract that may allow a weekly work schedule or require the juvenile participant to stay home at all times (lock down status). The Proposed System shall process an incident notification when the permanent schedule is violated.<br />Proposed System has the capability to provide four methods of notification as per established program protocols (at a minimum): <br />E-mail Notification: Upon occurrence of an incident, Proposed System can e-mail JSD or Designated Agency staff.<br />Telephone Notification: Upon occurrence of an incident, the Proposed System automatically calls the County and fully communicates all pertinent information of that incident to JSD or Designated Agency staff.<br />Cell Phone: Upon occurrence of an incident, the Proposed System automatically calls the predetermined cell phone and fully communicates all pertinent information of that incident to JSD or Designated Agency staff.<br />Paper-less Fax Server: Upon occurrence of an incident, Proposed System supports an optional Fax Server that will automatically compile the report data (without human intervention or the need to create a hard copy report) and dial the appropriate agency fax machine to deliver a fax report.<br />Proposed System maintains history logs of all successful faxes and/or e-mail and cell phone contacts. Proposed System has the capability to program retries for unsuccessful cell phone contacts, fax, and e-mail attempts.<br />Proposed System should provide access by remote terminals located in agency offices, and wireless services allowing staff to view screens, print reports and enroll, change, and/or delete participant information. <br />Proposed System should provide Log-in identification that shall be Password protected and have full audit trail capability including access times, changes, modifications, etc.<br />Proposed System is capable of producing activity history and statistical reports categorized by participant, by staff, by office, and by equipment. Routing of reports shall be paperless and fully automatic, not requiring human intervention. <br />Proposed System has a minimum set of on-line report formats that can be printed without the need for human preparation and calculation. Reports should provide the following information at a minimum:<br />A concise bullet-type report reflecting a non-compliant incident with date and time of occurrence, juvenile participant name, and current curfew.<br />A chronological listing of all compliant and non-compliant activity including date and time of occurrence, based on the report dates requested. This report shall also include juvenile participant name, complete curfew schedule, and device identifier<br />A statistical report that lists the quantity of times that each type of incident was committed by juvenile participant for the report dates requested. This report shall also include juvenile participant name and days monitored.<br />A statistical report that charts the total number days monitored for each juvenile participant in MDJDA for the report dates requested. This report shall also include juvenile participant’s name and days monitored.<br />A statistical analysis listing the average number of events, average number of incident reports for juvenile participant for the requested report dates. This report shall also include juvenile participant’s name and effective termination dates for monitoring.<br />A statistical report that lists the juvenile participants who are added and/or deleted from MDJDA for the report dates requested. This report shall also include the names of juvenile participants, their effective and termination dates for monitoring.<br />A listing of all attachable GPS monitoring devices by serial number with the capability to separately list the devices in use with the associated juvenile participant name and those not in use. <br />Proposed System allows JSD or Designated Agency staff to create their own specific reports by using a customized report tool for ad hoc reports.<br />To ensure against the potential oversight of a reported quot;
TAMPERquot;
status, the report generator of the Proposed System shall quot;

all reports of tampers that are transmitted. This will continue until the quot;
TAMPERquot;
status has been evaluated and reset.<br />Proposed System has the ability to process incidents on-line as they occur. The Proposed System can profile each juvenile participant who warrants immediate follow-up and automatically prioritize incidents as they occur. <br />Proposed System can immediately prompt on a service/monitoring center system workstation with priority follow-up instructions for a juvenile participant. Proposed System will also prompt for comments and allow for entry of the results of the incident inquiry. <br />Proposed System shall immediately route completed incidents to an email, cell phone, or fax, or logged for later access.<br /> <br />2.4.3Monitoring Services: <br />Selected Proposer will have the full capability to provide monitoring services. These services shall be available via the Selected Proposer’s own central computer information system and software, equal to those specified herein, and located at the Selected Proposer’s monitoring facility.<br />Selected Proposer’s services will be dedicated to the purpose of electronically monitoring juvenile participants in the MDJDA program under the supervision of law enforcement or juvenile justice agencies. <br />Selected Proposer should have written policies and procedures that detail the operations of the monitoring center facility as well as monitoring services and support staff.<br />Selected Proposer should provide toll free telephone lines for all communications to/from the JSD as well as to and from the juvenile participant’s home and monitoring center facility.<br />Selected Proposer will have a local office and staff to provide administrative supervision to MDJDA at the start of contract.<br />Selected Proposer will provide and maintain all needed equipment necessary to operate an electronic monitoring program.<br />Selected Proposer will provide all reports and documents pertinent to the administration of MDJDA at no cost to the County. <br />Selected Proposer will immediately address with the appropriate authority any violations of the juvenile participant’s established participation contract. <br />Selected Proposer’s staff should be fully trained and certified by the original equipment manufacturer in all operations of the Proposed System including the monitoring center, operations, and policies and procedures.<br />Selected Proposer will have the capability to install and retrieve all attachable GPD monitoring devices at designated sites, including all necessary tools.<br />Selected Proposer will appoint a project manager who will also act as contact and as primary liaison for the JSD. <br />Selected Proposer will provide all services associated with monitoring and reporting all participant activities including but not limited to the following: <br />Date Entry and Changes: Selected Proposer will enter and updated all computer, demographic, curfew and configuration data for each juvenile participant. <br />Termination Data Report: Selected Proposer will provide a report of all data compiled during juvenile participant’s term of MDJDA participation. If requested by the County, the report shall be printed at the time of the juvenile participant’s termination from MDJDA.<br />Data/Voice Transmission: Selected Proposer will provide monitoring and recording juvenile participant activity data and voice responses when they are transmitted to/from the attachable GPS monitoring device to the central computer system at the monitoring facility.<br />Violations: Selected Proposer will provide notification of juvenile participant incidents shall be made to JSD or Designated Agency staff. The Selected Proposer shall provide a system that allows for notification parameters to be preprogrammed. Notification shall be made via e-mail, telephone call, or hard copy report and shall be preprogrammed to happen fully automatically upon occurrence without the need for human intervention on an immediate, next day, next business day, or on-request basis. Juvenile participant violations and device status information will be documented and maintained by the Selected Proposer.<br />Monthly Reports: Selected Proposer will provide a complete listing of all juvenile participants in MDJDA with the start and end dates. This documentation will be forwarded with all invoices for payment.<br />Selected Proposer will have a notification policy for juvenile participant violations that is flexible and allows JSD to establish multiple distinct levels of security.<br />Selected Proposer should have the capability to immediately and accurately confirm incidents through an automated system, without the need for human intervention, prior to notifying JSD. Selected Proposer has the capability of transmitting reports and incidents by a cell phone, remote printer, facsimile, telephone or direct e-mail.<br />Selected Proposer will provide an automated caseload management system for keeping track of juvenile participants that are reporting in and those that are not.<br />All staff employed by the Selected Proposer shall be required to pass Florida Department of Juvenile Justice (DJJ) background screening prior to contact with clients. All costs pertaining to background screening is the responsibility of the Selected Proposer throughout the term of the resultant contract. <br />2.4.4 Monitoring Center Facility: <br />In the event of a central computer catastrophe rendering the central computer system inoperative, or in the event that additional monitoring services are required, the Selected Proposer shall have the full capability to provide monitoring services. The Selected Proposer will have a monitoring center facility dedicated solely to the purpose of electronically monitoring program participants under the supervision of law enforcement or juvenile justice system agencies. Monitoring center facility minimum requirements:<br />Facility will have been in operation - monitoring no less than five hundred (500) participants continuously for the last two years and shall be currently providing a similar level of service to law enforcement or criminal justice agencies.<br />The monitoring center facility will have a PBX (Private Branch Exchange) communications network with infinite expansion for maximum assurance against busy signals on incoming calls. <br />Monitoring center facility must be staffed twenty-four hours a day, three hundred sixty five (365) days a year. <br />The Selected Proposer’s monitoring center facility is located in a physically secure location with access monitoring capability.<br />2.4.5 Security: <br />The Selected Proposer will perform a record check on all persons with access to the monitoring center facility database and prohibit access by any persons convicted of a felony within the last ten years. The Selected Proposer’s monitoring center facility will provide a system to continuously record all telephone conversations between the monitoring staff, JSD or Designated Agency staff and/or juvenile participants being monitored.<br />2.4.6Back-up Systems: <br />The Selected Proposer’s monitoring center facility will have a back-up and secondary 110 VAC operational power source. The Selected Proposer’s monitoring center facility will also have alternate telephone communication monitoring network continuously on-line in the event the primary telephone network should be inoperative.<br />The following minimum requirements apply to the back up systems:<br />Uninterrupted power supply for instant back-up of all computer operations during short term commercial power outages.<br />Electrical generator supply for entire monitoring center facility for continuous operations during long term commercial power outages.<br />Alternate telephone monitoring network are able to record telephone conversations in the event the primary network is offline or inoperable. <br />2.4.7Attachable GPS Monitoring Devices - FCC Approval: <br />The Selected Proposer shall use only equipment and devices that have been properly registered under Part 68 and certified under Part 15 of the Federal Communications Commission Rules and Regulations. Proposers shall submit with their proposals, a complete list of the FCC ID numbers that have been approved for all above items.<br />2.4.8Attachable GPS Monitoring Devices - Spare Stock: <br />The Selected Proposer shall provide JSD, at no cost, with an inventory of spare attachable GPS monitoring devices, parts, and accessories. <br />The Selected Proposer should maintain a minimum of 30 attachable GPS monitoring devices at JSD at all times. (JSD staff will be able to install GPS units on juvenile participants designated eligible for MDJDA based on the initial Intake and Screening process.) There will be no cost to the County for the Spare Stock housed at JSD until activated.<br />Spare stock shall include all tools, straps, batteries, and other accessories for attaching and removing attachable GPS monitoring devices.<br />All devices will be maintained by the Selected Proposer for use as immediate replacements, when needed. The attachable GPS monitoring devices will be labeled with a metallic sticker and returned to JSD ready for usage (washed and sterilized).<br />All devices used under this contract shall operate up to full manufacturer specifications.<br />2.4.9Lost, Damaged, or Stolen Equipment: <br />The Selected Proposer will be responsible for all lost, damaged, or stolen equipment. <br />DISCLAIMER OF LIABILITY: THE COUNTY ASSUMES NO LIABILITY FOR ANY DAMAGES OR LOSS OF ANY KIND THAT MIGHT ARISE FROM THE USE OF, MISUSE OF (WHETHER INTENTIONAL OR OTHERWISE), THE INABILITY TO USE, LOST OR STOLEN ATTACHABLE GPS MONITORING DEVICES. ALL LIABILITY WILL BE THE SOLE RESPONSIBILITY OF THE SELECTED PROPOSER.<br />2.4.10Maintenance and Repairs: <br />The Selected Proposer will maintain the equipment and spare inventory in good operating condition. Should equipment require repair, the Selected Proposer shall arrange for repair or replacement within twenty four (24) hours upon notification by JSD. <br />TRAINING<br />Training is a requirement of the proposed solution. JSD envisions that this will be a two step approach covering Selected Proposer-Provided Training and JSD-Provided Training. It is the intention of JSD to utilize the Train-the-Trainer approach to minimize cost and utilize staff as trainers that would be more familiar with County facilities, processes and staff in order to facilitate the learning experience on an ongoing basis. <br />Training will be provided as needed to JSD to include classroom and infield hands-on training sessions. Proposers shall include an overview of the training curriculum as part of the proposal submission and provide all JSD users with training documentation. <br />At the initial start up the pilot MDJDA program, the Selected Proposer is required to provide the following training to JSD staff: <br />Proposers must demonstrate, in their proposal, an ability to provide training on-site for up to fifty (50) users.<br />Provide hands on training to JSD staff that includes at a minimum: <br />Overall system functionality including but not limited to troubleshooting & resolving alarms and system malfunctions; <br />Device installation, management, and removal; <br />Software overview and instruction on how to log on, search capabilities; <br />Explain how to enroll and/or update juvenile participant information in the system; <br />Explain how to generate queries, and prepare reports;<br />Troubleshooting & resolving hardware issues;<br />Juvenile Participant tracking activation and inactivation.<br />Explain how to enroll and access different device modes and set monitoring levels.<br />Selected Proposer shall issue a written test and have a certification process that ensures that those trained are competent to operate the attachable GPS monitoring devices and Proposed System.<br />PROGRAM SCHEDULE AND DELIVERY<br />Selected Proposer must provide a detailed explanation and implementation timeline with their proposal response that addresses the ability for immediate contract startup. The explanation must demonstrate that adequate devices will be available at the time of the resultant contract award to accommodate the service level expectation of JSD. <br />It is anticipated that after the completion of training, the MDJDA pilot will begin and JSD staff will begin to implement the attachable GPS monitoring devices and configure the juvenile participants into the proposed software system. <br />TECHNICAL SUPPORT SERVICES<br />The Selected Proposer must have technical service available, on a toll free basis, 24 hours a day, 7 days a week, during the entire contract period with a ½ hour (30 minutes) or less response time to problems, with a clearly defined priority escalation process. The Selected Proposer shall also provide on-site technical support when required 24 hours a day, 7 days a week. This on-site support may be requested when it is determined the problem cannot be corrected by telephone support. <br />
