WHERE Globalization started: National Defense University, The Industrial College of the Armed Forces, Washington, DC, 20319 ABSTRACT: The commercial semiconductor industry is characterized by fierce competition, large fluctuations in demand, increasing performance, and falling prices. Defense electronics has become a miniscule part of the semiconductor industry (less than 1%), but is essential to national security. However, U.S. commercial and defense semiconductor production is losing ground. The industry faces a number of challenges, including: rising capital costs, rapidly evolving technology, future workforce shortages, increasing offshore design and production, infringement of intellectual property rights, and ineffective export controls that hinder U.S. global competitiveness. ++ Globalization and the rise of the Asia-Pacific region CONCLUSIONS: The semiconductor industry and the defense electronics industry are inextricably linked. Every new weapons system in production will rely on semiconductors as its core component. A healthy, robust, and leading edge semiconductor industry is essential for defense needs and indeed for all elements of national security. Several broad conclusions can be drawn from our study. • There is growing concern regarding the offshore flight of intellectual capital and semiconductor production facilities. Some argue that the ability of the U.S. to maintain access to cutting-edge technology will be adversely affected. The decline of technical talent among U.S. students contributes to these concerns.

Under Secretary Keith Krach and his advisor Paul Touw... This is one of the decks that the E team presented to Senator Schumer and Young to inspire the bipartisan, bicameral Endless Frontier Act, an initiative to solidify the United States’ leadership in scientific and technological innovation through increased investments in the discovery, creation, and commercialization of technology fields of the future. We came up with the idea in October 2019. Our thinking evolved in early 2020 to produce this product. The bipartisan legislation further targets support to ensure new research investments translate into new American companies, manufacturing and high-tech jobs, and opportunities for regions across the country to become global centers of emerging technology industries. China and others are stealing American intellectual property and aggressively investing in research and commercialization to dominate the known technology fields of the future. We emphasized that without a significant and sustained increase in investment in research, education and training, technology transfer and entrepreneurship, manufacturing, and the broader U.S. innovation ecosystem across the nation, it is only a matter of time before America’s global competitors overtake the U.S. in terms of technological primacy.The Endless Frontier Act proposes an expansion of the National Science Foundation (NSF)—to be renamed the National Science and Technology Foundation (NTSF)—and the establishment of a Technology Directorate within NTSF to advance technology in 10 critical focus areas.

Krach’s team has actually executed that strategy by getting 60 countries, representing 66% of the world’s GDP, on the Clean Network and 200 Telcos on top of that. According to Bloomberg, Silicon Valley veteran Keith Krach harnessed the power of Metcalfe’s Law to build a network of nations to counter China—a notable change in tone after years in which the Trump administration pursued a go-it-alone, “America First” strategy. And says the Clean Network’s effort to create a united economic front is to China what George Kennan’s “long telegram” of 1946 was to the Soviet Union. Clean Network had three stated objectives: "The first objective was to prove that China Inc. is beatable by defeating the CCP’s master plan to dominate 5G which would also open the playing field and enable U.S. entrants. The second objective was to deliver an enduring model for competing with China Inc. as measured by meeting ten essential factors. The final objective was to provide a beachhead and a head-start on building a strategic platform that could be leveraged in other sectors of economic competitions, such as cloud computing, mobile applications, underwater cable, AI, IoT, clean energy, digital currency, autonomous vehicles, advanced manufacturing and biomedical engineering, electronic payments, since they all pose the same challenges.”The Clean Network serves as the crucial first step in constructing a trusted network of networks composed of like-minded countries, companies and civil society that operate by a set of democratic principles for all areas of collaboration and establishes an equitable and unifying alternative to the One Belt One Road. His Global Economic Security Strategy provides a winning bipartisan formula in addressing CCP’s long-term threat to data privacy, security, human rights, investment capital and democracy by leveraging the three big areas of U.S. competitive advantage: the strength of allies and friends, the innovation of the private sector, and the moral high ground of democratic principles.

These slides analyze the 40 predictions of breakthrough technologies that were made betwee 2001 and 2005 by MIT’s Technology Review. Most of them are science-based technologies, and none of the science-based technologies predicted between 2001 and 2005 have markets larger than $10 billion. Among its 40 predictions, only four have markets larger than $10 billion and these technologies have little to do with recent advances in science and instead were enabled by Moore’s Law and improvements in Internet services. MIT also missed many technologies that have achieved market sales greater than $100 billion such as smart phones, cloud computing, and the Internet of Things and other technologies with sales greater than $50 billion such as e-commerce for apparel and tablet computers.

Cutting edge technology is a driving force behind America’s sustained economic growth; domestic technology and knowledge-based markets are growing at unprecedented rates; new markets are opening to American goods under the influence of free-trade treaties; and companies that specialize in high technology are increasingly global in scope and reach. United States Government has played and continues to play very significant role in the development of these, being the biggest consumer of the cutting edge technology. In today’s marketplace, the private sector is also significant contributor. Some of the good examples are Internet and Wireless technology, which has fueled the growth digital age. The United States Constitution gives the rights to the government to protect the technology and innovations which are the key to maintaining competitive edge over other nations. One of the “Bills Of Rights” is the protection of copyrights and patents, or what we now call “Intellectual Property Rights (IPRs)”.

Created by Mozilla Research in 2012 and now part of Linux Foundation Europe, the Servo project is an experimental rendering engine written in Rust. It combines memory safety and concurrency to create an independent, modular, and embeddable rendering engine that adheres to web standards. Stewardship of Servo moved from Mozilla Research to the Linux Foundation in 2020, where its mission remains unchanged. After some slow years, in 2023 there has been renewed activity on the project, with a roadmap now focused on improving the engine’s CSS 2 conformance, exploring Android support, and making Servo a practical embeddable rendering engine. In this presentation, Rakhi Sharma reviews the status of the project, our recent developments in 2023, our collaboration with Tauri to make Servo an easy-to-use embeddable rendering engine, and our plans for the future to make Servo an alternative web rendering engine for the embedded devices industry.
