2. Background Transportation Enhancement (TE) program provides funds to expand & enhance transportation experience through choices TE funds have been used for Historic Santa Fe Depot, Pedestrian Mallway, and Concho River Visitors Center Trail City nominated Red Arroyo Shared-Use Pathway (R-SUP) in December 2009 under Transportation Enhancement program On July 30, 2010 City was awarded $3,199,312 by Texas Transportation Commission for project City’s contribution $799,828 or (20%) of project cost Total project cost is $3,999,140

3. Analysis R-SUP is a multi-use pathway that will extend throughout City; will have off-shoots and connections to various areas Segment extends from Knickerbocker Road to Sherwood Way, approximately 3.7 miles in length, fourteen feet wide Amenities include drinking fountains, benches, parking areas, and restroom facilities Red Arroyo trail will develop under-utilized area with great potential and preserve natural environment Pathway will be available and accessible to everyone and will benefit entire community

Analysis (cont’d) Provide several uses for public with low impact on surrounding neighborhoods and areas Will serve as buffer for environment by preserving native flora and fauna and by utilizing existing scenery Use natural surroundings, solar energy sources, vegetation that does not require lots of water Maintained for the enjoyment and education of San Angelo’s citizens and visitors of all ages, genders, etc Serves 5 functions: Transportation, Recreation, Education, Health Sustainability, and Economic Development

6. Transportation, Recreation, Education Enhance existing transportation by connecting major traffic generators, collector, and residential streets Provide access to variety of uses including retail, activity center, churches, parks, entertainment, major employers Will be used by cyclists and runners and will encourage physical activity in safer recreational environment Located in vicinity of schools and library; will provide cultural programs – hands-on wildlife, aquatic, historical education Future grants could supplement “pocket” areas along route

7. Health Sustainability & Economic Development Promote healthy active living by providing place to walk and relax or partake in leisure activities Benefit mind & body, help lower blood pressure, bad cholesterol, reduce obesity, health-related issues Promote economic development and contribute to local economy by attracting tourists and visitors Draw new residents to city; markets City’s ability to attract and retain employees and businesses Consistent with many of San Angelo’s Plans: Parks & Recreation, RC, Bike-Ped, Comprehensive Land Use

Summary Improves area and provides useful and alternative means of travel from one part of city to another Achieves City’s goal of expanding and increasing bicycle and pedestrian possibilities Offers citizens opportunity to feel comfortable traveling in a more sustainable fashion Catalyst for future pathway extensions along Red Arroyo and other trails and paths in City Once complete R-SUP will link neighborhoods, parks, bike-ped trails, and transportation systems together

Recommendation City staff recommends adopting a Resolution by the San Angelo City Council accepting funds from the Texas Department of Transportation (TxDOT), Transportation Enhancement Program; authorizing the City Manager or his designee to execute an Advance Funding Agreement with TxDOT for a Transportation Enhancement (TE) Project described as Red Arroyo Shared-Use Pathway that provides for the division of costs and responsibilities associated with the design and construction of the project; and, authorizing City to provide local matching funds. November 2009, City agreed to fund project if awarded Advanced Funding Agreement must be executed before July 30, 2011. Payment of $10,432 due within 30 days of AFA submission Use available resources for AFA payment Remainder of local match is due 60 days prior to construction contact being advertised for bids or before April 2014 COSA Map Viewer
