Operation Rules USACE Boating Safety Class
Registration Display Figures read left to right. Numbers must be not less than three inches high. Numbers must be in bold, block letters of good proportion. The number is found on your  registration card.
Boat builders must comply with Federal law by putting a Capacity Plate in sight of the helm (steering area) on motorized boats less than 20 feet in length. This plate displays three important items: the maximum number of persons allowed on board, the maximum carrying weight of the vessel in pounds and the maximum horsepower recommended for the boat. Boat Capacity Plate Either number or weight. Which ever comes first. All persons count as one regardless of size or age.
Hull Identification Number Boats must have a Hull Identification Number (HIN) permanently attached to the transom on the starboard side, above the waterline. This number is like the VIN number on a car.
Who Can Operate in Illinois?  No person   under 10 years of age may operate a motorboat. Persons at least 10 years of age and less than 12 years may operate a motorboat only if they are under the direct supervision of a parent or guardian or a person at least 18 years of age designated by a parent or guardian. Persons at least 12 years of age and less than 18 may operate a motorboat only if they are under the direct supervision of a parent or guardian or a person at least 18 years of age designated by a parent or guardian or if they are in possession of a Boating Safety Certificate. Age Restrictions:
Proper Lookout The rules are very specific about maintaining a proper lookout. We must keep eyes and ears open to observe or hear something which may endanger someone or affect their safety. You must look up for bridge clearances and power lines, down for floats, swimmers, logs, and divers flags and side to side for traffic prior to turning your boat. A proper lookout can avoid surprises.  A good rule to follow is to assign one or  more people to have no other assigned  responsibilities except the task of lookout.  They can then rotate the lookout duty.
Careless, Reckless or Negligent Operation It is also the responsibility of the operator to refrain from careless, reckless, or negligent operations on the water. Failure to operate a boat in a safe manner could endanger life or property of other persons. Again, be courteous and exercise caution. The best way to become a safe and diligent boater is to use common sense. If it does not make sense to do something on land it probably does not make sense to do it on the water.  So do not allow passengers to ride or sit on the bow, stern, or sides of the boat while underway.  State and local regulations determine how close to shore, a swimming area or other vessels you can operate. Be aware of, and obey, speed limits, and no-wake zones. 150’ from all public boat ramps is a NO WAKE zone.

Maneuverability Hierarchy The more maneuverable is the give way vessel ,[object Object],[object Object],[object Object],[object Object],[object Object]
Restricted Visibility Signals During times of restricted visibility such as smoke or fog, additional sound signals are required. Both inland and international rules require that any vessel underway in or near a restricted visibility area sound a warning signal every two minutes. Motorboats must sound one prolonged blast every two minutes. Sailing vessels must sound one prolonged blast plus two short blasts every two minutes. When a power driven vessel is stopped (underway but making no way) she shall sound two prolonged blasts every two minutes.
Meeting Head-On Neither vessel has the right-of-way.
After passing when do I pull in?
Crossing When two power driven vessels are approaching at right angles or nearly so, and risk of collision exists, the vessel on the right is the stand-on vessel and must  hold its course and speed.  The other vessel, the give-way  vessel, shall maneuver to keep clear of the stand-on vessel  and shall pass it by its stern.  If necessary, slow, stop, or  reverse until the stand-on  vessel is clear.
RRR Rule "Red, Right, Returning"  tells you to leave the red markers to your right, or starboard, when returning from sea. The green markers are then left on your port side. Be sure to look behind you when navigating a narrow channel to make sure you are not being pushed out by wind or current. Floating Red markers are called nuns and are triangular in shape. They are numbered with even numbers. Floating Green markers, on the other hand, are called cans and are square or shaped like a large can and carry odd numbers.
Preferred Channel (Moline Cut) Preferred channel markers or junction markers  indicate the preferred channel at points where the waterway splits or branches off in another direction. If you are returning from sea and see a preferred channel marker that is red over green, to stay in the main channel you would consider the marker as if it were a red marker and keep it on your right. However, if your intended destination is the waterway branch consider the marker a green marker and leave to your port side.
Uniform State Waterway Marking System Regulatory Buoys Regulatory or informational markers are used to advise you of situations, dangers, or directions. They may indicate shoals, swim areas, speed zones, etc. They can be easily identified by the  orange bands on the top and bottom  of each buoy. Safety Equipment One approved Type I, II, III or V (must be worn) PFD for each person on board or being towed on water skis, tubes, etc. One approved Type I, II or III PFD for each person on board or being towed on water skis, etc.; and one throwable Type IV device.  (A type V PFD may be used in lieu of any wearable PFD, if approved for the activity in which the boat is being used. A TYPE V HYBRID MUST be worn to be legal.) ALL PFDs MUST be Coast Guard approved, in good and serviceable condition, appropriate size and readily accessible. U. S. COAST GUARD  MINIMUM  REQUIREMENTS FOR VESSELS EQUIPMENT Less than 16ft/4.9m 16 to less than 26 ft/7.9m 26 to less than 40 ft/12.2m 40 to not more than 65 ft/19.8m Personal Flotation Devices  (PFDs)              Anyone under the age of 13 years of age is required to wear a life jacket while underway.
Types of PFDs                                                                                     A TYPE I PFD (OFFSHORE LIFE JACKET)   provides the most buoyancy. It is effective for all waters, especially open, rough, or remote waters where rescue may be delayed. It is designed to turn most unconscious wearers in the water to a face-up position. The TYPE I comes in two sizes: Adult size provides at least 22 pounds of buoyancy, the child size, 11 pounds, minimum. A TYPE II PFD, NEAR-SHORE BUOYANT VEST   is intended for calm, inland water or where there is a good chance of quick rescue. This type will turn some unconscious wearers to a face-up position. The turning action is not as pronounced nor as effective as a TYPE I. An adult size provides at least 15.5 pounds buoyancy, a medium child size provides 11 pounds. Infant and small child sizes each provide at least 7 pounds buoyancy. A TYPE III PFD, or FLOTATION AID   is good for calm, inland water, or where there is a good chance of quick rescue. It is designed so that wearers can put themselves in a face-up position in the water. The wearer may have to tilt their head back to avoid turning face down. TYPE III has the same minimum buoyancy as a TYPE II PFD. Float coats, fishing vests and vests designed for various water sports are examples.
Types of PFDs                                                A TYPE IV PFD or THROWABLE DEVICE   is intended for calm, inland water with heavy boat traffic, where help is always present. It is designed to be thrown to a person in the water and grasped and held by the user until rescued. It is not designed to be worn. Type IV devices include buoyant cushions, ring buoys and horseshoe buoys. A TYPE V PFD or SPECIAL USE DEVICE   is intended for specific activities and may be carried instead of another PFD only if used according to the approval condition on the label. Some Type V devices provide hypothermia protection. Varieties include deck suits, work vests, board sailing vests and Hybrid PFDs.  A TYPE V HYBRID INFLATABLE PFD  is the least bulky. It contains a small amount of inherent buoyancy and an inflatable chamber and must be worn when underway to be acceptable.
Youth PFD Requirement Coast Guard Regulation: “ In support of the ongoing efforts of the states and Coast Guard to improve boating safety, the Coast Guard is requiring that all children  under 13 years of age  wear Coast Guard approved life jackets, while aboard recreational vessels underway, except when the children are below decks or in an enclosed cabin.”
Safety Equipment Two B-I type  OR  one B-II type approved portable fire extinguishers. “ Shake-up” your fire extinguisher regularly.  It will keep it ready if you need it! EQUIPMENT Less than 16ft/4.9m 16 to less than 26 ft/7.9m 26 to less than 40 ft/12.2m 40 to not more than 65 ft/19.8m One B-I type approved hand portable fire extinguisher.  (Not required on outboard motorboats less than 26 ft in length if the construction of the motorboat is such that it does not permit the entrapment of explosive or flammable gases or vapors and if fuel tanks are not permanently installed.) Three B-I type  OR  one B-I type  PLUS  one B-II type approved portable fire extinguisher When a fixed fire extinguishing system is installed in machinery spaces it will replace one B-I portable fire extinguisher. U. S. COAST GUARD  MINIMUM  REQUIREMENTS  FOR RECREATIONAL VESSELS Fire  Extinguisher          (Must be Coast Guard approved)
Safety Equipment                         Every vessel 39.4 ft (12 meters) or larger in length must carry a whistle and a bell. The whistle must be audible for 1/2 nautical mile. The mouth of the bell must be at least 7.87 inches (200mm) in diameter. U. S. COAST GUARD  MINIMUM  REQUIREMENTS FOR RECREATIONAL VESSELS Less than 16ft/4.9m 16 to less than 26 ft/7.9m 26 to less than 40 ft/12.2m 40 to not more than 65 ft/19.8m EQUIPMENT Every vessel less than 39.4 ft (12 meters) in length must carry an efficient sound producing device. Ventilation ,[object Object],[object Object],[object Object],A  powered ventilation system  consists of one or more exhaust blowers. Each intake duct for an exhaust blower should be in the lower one-third of the compartment and above the normal accumulation of bilge water. WARNING GASOLINE VAPORS CAN EXPLODE.  BEFORE STARTING ENGINE OPERATE BLOWER FOR 4 MINUTES AND CHECK ENGINE COMPARTMENT  FOR GASOLINE VAPORS.
Navigation Lights When operating at night, or other times of restricted visibility, the required navigation lights as set forth in the required equipment section are mandatory to be displayed. The lights themselves will let each vessel know which is the stand-on or give-way vessel and each vessel should react accordingly.

  • 1. Operation Rules USACE Boating Safety Class
  • 2. Registration Display Figures read left to right. Numbers must be not less than three inches high. Numbers must be in bold, block letters of good proportion. The number is found on your registration card.
  • 3. Boat builders must comply with Federal law by putting a Capacity Plate in sight of the helm (steering area) on motorized boats less than 20 feet in length. This plate displays three important items: the maximum number of persons allowed on board, the maximum carrying weight of the vessel in pounds and the maximum horsepower recommended for the boat. Boat Capacity Plate Either number or weight. Which ever comes first. All persons count as one regardless of size or age.
  • 4. Hull Identification Number Boats must have a Hull Identification Number (HIN) permanently attached to the transom on the starboard side, above the waterline. This number is like the VIN number on a car.
  • 5. Who Can Operate in Illinois? No person under 10 years of age may operate a motorboat. Persons at least 10 years of age and less than 12 years may operate a motorboat only if they are under the direct supervision of a parent or guardian or a person at least 18 years of age designated by a parent or guardian. Persons at least 12 years of age and less than 18 may operate a motorboat only if they are under the direct supervision of a parent or guardian or a person at least 18 years of age designated by a parent or guardian or if they are in possession of a Boating Safety Certificate.   • 6. Proper Lookout The rules are very specific about maintaining a proper lookout. We must keep eyes and ears open to observe or hear something which may endanger someone or affect their safety. You must look up for bridge clearances and power lines, down for floats, swimmers, logs, and divers flags and side to side for traffic prior to turning your boat. A proper lookout can avoid surprises. A good rule to follow is to assign one or more people to have no other assigned responsibilities except the task of lookout. They can then rotate the lookout duty.
  • 7. Careless, Reckless or Negligent Operation It is also the responsibility of the operator to refrain from careless, reckless, or negligent operations on the water. Failure to operate a boat in a safe manner could endanger life or property of other persons. Again, be courteous and exercise caution. The best way to become a safe and diligent boater is to use common sense. If it does not make sense to do something on land it probably does not make sense to do it on the water. So do not allow passengers to ride or sit on the bow, stern, or sides of the boat while underway. State and local regulations determine how close to shore, a swimming area or other vessels you can operate. Be aware of, and obey, speed limits, and no-wake zones. 150’ from all public boat ramps is a NO WAKE zone.

  • 10. Restricted Visibility Signals During times of restricted visibility such as smoke or fog, additional sound signals are required. Both inland and international rules require that any vessel underway in or near a restricted visibility area sound a warning signal every two minutes. Motorboats must sound one prolonged blast every two minutes. Sailing vessels must sound one prolonged blast plus two short blasts every two minutes. When a power driven vessel is stopped (underway but making no way) she shall sound two prolonged blasts every two minutes.

  • 12. After passing when do I pull in?
  • 13. Crossing When two power driven vessels are approaching at right angles or nearly so, and risk of collision exists, the vessel on the right is the stand-on vessel and must hold its course and speed. The other vessel, the give-way vessel, shall maneuver to keep clear of the stand-on vessel and shall pass it by its stern. If necessary, slow, stop, or reverse until the stand-on vessel is clear.
  • 14. RRR Rule "Red, Right, Returning" tells you to leave the red markers to your right, or starboard, when returning from sea. The green markers are then left on your port side. Be sure to look behind you when navigating a narrow channel to make sure you are not being pushed out by wind or current. Floating Red markers are called nuns and are triangular in shape. They are numbered with even numbers. Floating Green markers, on the other hand, are called cans and are square or shaped like a large can and carry odd numbers.
  • 15. Preferred Channel (Moline Cut) Preferred channel markers or junction markers indicate the preferred channel at points where the waterway splits or branches off in another direction. If you are returning from sea and see a preferred channel marker that is red over green, to stay in the main channel you would consider the marker as if it were a red marker and keep it on your right. However, if your intended destination is the waterway branch consider the marker a green marker and leave to your port side.
  • 16. Uniform State Waterway Marking System Regulatory Buoys Regulatory or informational markers are used to advise you of situations, dangers, or directions. They may indicate shoals, swim areas, speed zones, etc. They can be easily identified by the orange bands on the top and bottom of each buoy. Safety Equipment One approved Type I, II, III or V (must be worn) PFD for each person on board or being towed on water skis, tubes, etc. One approved Type I, II or III PFD for each person on board or being towed on water skis, etc.; and one throwable Type IV device. (A type V PFD may be used in lieu of any wearable PFD, if approved for the activity in which the boat is being used. A TYPE V HYBRID MUST be worn to be legal.) ALL PFDs MUST be Coast Guard approved, in good and serviceable condition, appropriate size and readily accessible. U. S. COAST GUARD MINIMUM REQUIREMENTS FOR VESSELS EQUIPMENT Less than 16ft/4.9m 16 to less than 26 ft/7.9m 26 to less than 40 ft/12.2m 40 to not more than 65 ft/19.8m Personal Flotation Devices (PFDs)            Anyone under the age of 13 years of age is required to wear a life jacket while underway.
  • 18. Types of PFDs                                                                                     A TYPE I PFD (OFFSHORE LIFE JACKET) provides the most buoyancy. It is effective for all waters, especially open, rough, or remote waters where rescue may be delayed. It is designed to turn most unconscious wearers in the water to a face-up position. The TYPE I comes in two sizes: Adult size provides at least 22 pounds of buoyancy, the child size, 11 pounds, minimum. A TYPE II PFD, NEAR-SHORE BUOYANT VEST is intended for calm, inland water or where there is a good chance of quick rescue. This type will turn some unconscious wearers to a face-up position. The turning action is not as pronounced nor as effective as a TYPE I. An adult size provides at least 15.5 pounds buoyancy, a medium child size provides 11 pounds. Infant and small child sizes each provide at least 7 pounds buoyancy. A TYPE III PFD, or FLOTATION AID is good for calm, inland water, or where there is a good chance of quick rescue. It is designed so that wearers can put themselves in a face-up position in the water. The wearer may have to tilt their head back to avoid turning face down. TYPE III has the same minimum buoyancy as a TYPE II PFD. Float coats, fishing vests and vests designed for various water sports are examples.
  • 19. Types of PFDs                                                A TYPE IV PFD or THROWABLE DEVICE is intended for calm, inland water with heavy boat traffic, where help is always present. It is designed to be thrown to a person in the water and grasped and held by the user until rescued. It is not designed to be worn. Type IV devices include buoyant cushions, ring buoys and horseshoe buoys. A TYPE V PFD or SPECIAL USE DEVICE is intended for specific activities and may be carried instead of another PFD only if used according to the approval condition on the label. Some Type V devices provide hypothermia protection. Varieties include deck suits, work vests, board sailing vests and Hybrid PFDs. A TYPE V HYBRID INFLATABLE PFD is the least bulky. It contains a small amount of inherent buoyancy and an inflatable chamber and must be worn when underway to be acceptable.

Youth PFD Requirement Coast Guard Regulation: “ In support of the ongoing efforts of the states and Coast Guard to improve boating safety, the Coast Guard is requiring that all children under 13 years of age wear Coast Guard approved life jackets, while aboard recreational vessels underway, except when the children are below decks or in an enclosed cabin.”

(Not required on outboard motorboats less than 26 ft in length if the construction of the motorboat is such that it does not permit the entrapment of explosive or flammable gases or vapors and if fuel tanks are not permanently installed.) Three B-I type OR one B-I type PLUS one B-II type approved portable fire extinguisher When a fixed fire extinguishing system is installed in machinery spaces it will replace one B-I portable fire extinguisher. U. S. COAST GUARD MINIMUM REQUIREMENTS FOR RECREATIONAL VESSELS Fire Extinguisher        (Must be Coast Guard approved)
  • 22. Safety Equipment                         Every vessel 39.4 ft (12 meters) or larger in length must carry a whistle and a bell. The whistle must be audible for 1/2 nautical mile. The mouth of the bell must be at least 7.87 inches (200mm) in diameter. U. S. COAST GUARD MINIMUM REQUIREMENTS FOR RECREATIONAL VESSELS Less than 16ft/4.9m 16 to less than 26 ft/7.9m 26 to less than 40 ft/12.2m 40 to not more than 65 ft/19.8m EQUIPMENT Every vessel less than 39.4 ft (12 meters) in length must carry an efficient sound producing device. Navigation Lights When operating at night, or other times of restricted visibility, the required navigation lights as set forth in the required equipment section are mandatory to be displayed. The lights themselves will let each vessel know which is the stand-on or give-way vessel and each vessel should react accordingly.
