AT A GLANCE:             Ghana National Postal Policy
D/AP’S ASSISTS           SITUATION
GOVERNMENT               The Ghanaian Parliament had just adopted a new
ACENCIES AND             nationaltelecommunication postal policy and needed to develop a
REGULATORS IN            nationalpostal policy as a critical first step in defining a vision of how the
                         postalsector should integrate within the broader communications sector.
DEFINING NATIONAL
                         Thepolicy was to place postal development within the context of
POSTAL                   currentdevelopments in the postal world at large and reflect factors
POLICIES, ESTABLISHING   expected toinfluence future postal development (e.g., WTO, GATS,
FAIR                     technologicaldevelopments in communications media, the UPU terminal
AND ENFORCEABLE          duessystem, etc.). More specifically, the policy had to adapt to
                         potentialsynergies among postal services, financial services, and
REGULATION,
                         ICTtechnologies.
AND ADAPTING POSTAL
LAWS TO                  APPROACH
EMERGING MARKET
                         d/ap’s team worked closely with the Ghanaian Ministry ofCommunication to:
CONDITIONS.
                                Review the prevailing regulatory and legal frameworks, both in
                                 thepostal and telecommunication sector;
DECISION/ANALYSIS
PARTNERS                        Conduct market surveys to understand business and consumer
                                 expectations, and assess the degree of marketliberalization;
HAS A GREAT DEAL OF
EXPERIENCE IN POSTAL            Conduct an operational and financial review of Ghana Post
MARKET                           tounderstand barriers and opportunities;
AND POSTAL SERVICE              Benchmark similar postal organizations in order to contextualize
CONSULTING.                      thedevelopment of the Ghanaian postal sector;
                                Hold workshops with labor unions, private carriers,
                                 governmentrepresentatives, and the industry at large.

                         RESULTS
                         A new national postal policy was approved and adopted by the
                         Ghanaian Parliament. The process also led to the identification of
                         opportunities for capacity building of the postal regulator, and for the
                         development of a strategic plan for Ghana Post..

AT A GLANCE: Ghana National Postal Policy D/AP’S ASSISTS SITUATION GOVERNMENT The Ghanaian Parliament had just adopted a new ACENCIES AND nationaltelecommunication postal policy and needed to develop a REGULATORS IN nationalpostal policy as a critical first step in defining a vision of how the postalsector should integrate within the broader communications sector. DEFINING NATIONAL Thepolicy was to place postal development within the context of POSTAL currentdevelopments in the postal world at large and reflect factors POLICIES, ESTABLISHING expected toinfluence future postal development (e.g., WTO, GATS, FAIR technologicaldevelopments in communications media, the UPU terminal AND ENFORCEABLE duessystem, etc.). More specifically, the policy had to adapt to potentialsynergies among postal services, financial services, and REGULATION, ICTtechnologies.
