The European Union has agreed on a new 2030 Framework for climate and energy, which includes EU-wide targets and policy objectives for the period between 2020 and 2030. The targets aim to help the EU achieve a more competitive, secure and sustainable energy system and to meet its long-term 2050 greenhouse gas reductions target as set out in the 2050 Low Carbon Roadmap. The framework was created to communicate to the market a clear commitment by the EU in view of encouraging private investment in new networks and low-carbon technologies. The targets themselves are based on a thorough analysis made by the European Commission that measured how to cost-effectively achieve decarbonisation by 2050. The key targets are: * 40% cut in greenhouse gas emissions (from 1990 levels); * at least 27% of EU energy from renewables in terms of final consumption; * and, at least 27% energy savings compared to business-as-usual.

"ICT gadgets are turning out to be increasingly widespread in all parts of human life. ICT devours energy, additionally a significant method for sparing energy. In a university campus, it is not unusual for students to own and use more than one gadgets for personal or academic purpose. Conservatively, it has done as such by making energy using systems performance faster. Taking into contrast the worldwide emphasis of the effect of energy consumption in general, there is a developing focus to the power utilization connected with ICT hardware. This work is designed to calculate energy consumption for ICTs and to show analyzed reports and charts for top managers. To accomplish the research, the author needs to depend on the methodology that permitted us to address ways in which energy can be calculated. In regard to the research, we proposed a program that will calculate total cost of ICT devices used, show charts and reports and store these devices in the database. Abstract This paper presents the concept of green telecommunication network, and provides information about the carbon footprint within the fixed-line and wireless communication network. A section is devoted to describe the method with an example to calculate the carbon footprint of telecom network using Green Telecom Layered Framework. This framework aids in bridging the chasm between managing and mitigating the concentration of Green House Gases (GHG). The aim is to introduce the reader to the present green telecommunication, and outline the necessity of energy efficiency in Information and Communication Technology (ICT). This paper provides a comprehensive reference for growing base of researchers who will work on the energy efficiency of telecom network in near future. This presentation focuses on the role of ICTs in enabling the reduction of greenhouse gas (GHG) emissions, in facilitating greater energy efficiency and overall in contributing to the promotion of sustainability and LED (low emission development). Slide presentations developed to demonstrate how Information and Communication Technologies (ICTs) be used to address climate change, and why ICTs are a crucial part of the solution – i.e. in promoting efficiency, Green Growth & sustainable development, in dealing with climate change and for climate and environmental action. These slide presentations were delivered in February 2011 in Seongnam, near Seoul in Korea. These presentations were developed and delivered over 2.5 days on the occasion of a Regional Training of Trainers Workshop for upcoming Academy modules on ICT for Disaster Risk Management and Climate Change Abatement. These modules were developed as part of the Academy of ICT Essentials for Government leaders developed by the United Nations (UN) Asia Pacific Centre for ICT Training (APCICT), based in Songdo City, in the Republic of South Korea. These presentations were developed in 2011, and are somewhat out of date, but most of the principles still apply. Module 10, which has been published, does not include much of the information outlined in these presentations, which are fairly technical. They were developed to address a significant gap in understanding of the technical basis of using ICTs for climate action and because there is a clear bias in development circles against the importance of dealing with climate change mitigation in developing countries. These presentations are an attempt to redress this lack and are published here with this purpose in mind. The author, Richard Labelle, is presently working on updating these presentations to further highlight the importance of addressing climate change and the important role that technology including ICTs, play in this effort.
