10. The Principles (Draft)
• GLAM institutions must be enabled to fulfil their traditional function in the
online environment for the sustainability of the access to digitised cultural
heritage.
• GLAM institutions can engage with the public as partners through
participation, collaboration and interaction (abandon the top down control
paradigm) and seek opportunities for public to recognising the value of
access ...
• Digital reproductions of works that are in the Public Domain must also belong
to the Public Domain. Use of works in the public domain should not be limited
by any means, either legal or technical. (Communia Recommendation #5
targets Glam institutions, no intention to have a viral effect on works
incorporating PD pieces)
• Digitisation projects that receive public funding must - at the minimum -
ensure that all digitised content is publicly available online.

- focus: start working with cultures which are more open to
show examples to other cultures which are less open
- help build community ‘bottom up’ to gather people & build
relationships to influence policy makers
