3. Under Article 30, Paragraph 1 of the Tobacco and
Alcohol Administration Act, “liquor may not be
transferred by a method by which the age of the
buyer or transferee cannot be identified, and
which methods include, but are not limited to,
vending machines, postal sales, or transactions
via electronic platforms”. Therefore, the
transactions of alcohol via electronic platforms,
including the Internet, are currently prohibited.
4. The technology of Internet and e-shopping has been
advancing in recent years, the modes of transactions are
also constantly innovating and diversifying. Some in the
industries of online shopping and alcohol products have
been suggesting that the authority, with reference to the
foreign practices, allow online transactions of alcohol.
After studying the international practices, the Ministry
of Finance plans to launch a pilot scheme of online
transactions of alcohol, which is executed under a
control system (not lower than the existing control level
of physical stores) in order to prevent children and
teenagers from obtaining alcohol products online.
5. To prevent children and teenagers from easily getting
alcohol products, how should the physical and online
stores be controlled and executed? Please share your
ideas and suggest some control measures.
