“Secured Governance for Education”
Development of Education Infrastructures paving path for Multi- Sectoral Growth.
   
  Education  system  in  India  has  grown  in  the  post‐independence 
  period  to  become  one  of  the  largest  systems  of  its  kind  in  the 
  world. During the last decade it has been experiencing a galloping 
  growth phase with major campuses mushrooming throughout the 
  country and offering varied courses. The higher education industry 
  boasting  of  student  enrollment  of  11  million  in  343  universities 
  and  17000  colleges,  offers  a  wide  spectrum  of  courses  that  are 
  recognized  globally. Market  size  of  Higher  education  in  India  has 
  gone up from 30000 crores in 2008 to 50,000 crores in 2012. Apart 
  from undergraduate, postgraduate and doctoral courses, there are 
  many training and diploma level institutes and polytechnics that cater to the growing demand 
  for skill‐ based and vocational education. 
   

  There  is  however  a  popular  view  point  that  the  recent  growth  of  higher  education  system  has  been 
  sporadic and unplanned and cannot  be relied on to  provide a robust source  of development.  There is 
  also a concern1 that apart from financing and management there also problems associated with access 
  and  quality  of  higher  education  doled  out.  Even  the  National  Knowledge  Commission  has  called  for 
  reforming  governance  of  educational  institutions.  Governance  issues  in  higher  education  have  thus 
  emerged in to the forefront higher education. 
   

  We are in need of a system which provides a blue print  for extending the present concept of practical 
  governance  to  ensure  a  system  of  administration  that  is  proactive,  secured,  transperent  accountable 
  and responsive. A system which has to be centred on dynamic self response mechanism derived from 
  well defined linkages of the system and individuals who can take necessary action independently. 
   
  Secured Governance for Education – A Mantra for Prosperity through
  Knowledge Growth
                                       Secured Governance for Education Sector is a strategy that relates to 
                                       the  develop  a  relationship  between  development  of  Education 
                                       infrastructures  to  various  other  sectors  along  with  various 
                                       institutions as partners and Government as governing body to foster, 
                                       coordinate  and  create  an  defined  “Educational  Hub”  along  various 
                                       existing  educational  infrastructure  or  to  create  a  new  cluster/s  on 
                                       strategically defined locations that improves and develops the cluster 
                                       as  a  whole  through  regional  strategies,  technology  and 
                                       interdependency among various sectors of growth.

of Information Technology and Innovation can deliver a safer, cleaner and more accountable delivery of 
self sustaining Education infrastructure and services.  
 
Any system of Governance has to address the distribution of authority and functions among the units 
within large entity, the modes of communication and control among them. The Secured governance is 
built on the basis of realistic characterization of the stakeholders and their reactions to situations and its 
greater emphasis on prompt and often proactive response for resolution of incidents ensures stability 
and security. 

Moreover  Secured  Governance  for  Education  also  emphasis  on  the  ability  to  create  a  system  to  deal 
with the code of conduct of relationships between the entity and surrounding environment. In particular 
emphasis is on providing action corridors between the education system with those controlling specific 
education sector roles may it be private players, government, banking, industry or other sectors. A high 
degree  of  technical  integration  and  economic  interdependence  in  modern  societies  will  also  increase 
uncertainty where risk begins and end, and help them judiciously plan and be prepared for even minor 
event and rings in the society participation in nation building process 
 
The  concept  of  secured  governance  does  not  believe  that  dramatic  changes  can  be  achieved  only 
through  a  revolution  that  requires  upturning  all  the  procedures  evolved  through  years  of  efforts  and 
experience.  It  realizes  the  tools  for  bringing  about  effective  and  sustainable  changes  are  already 
available  in  the  system.  They  can  be  made  more  effective  by  defining  linkages,  effective  response 
mechanism  and  dynamic  feedback  systems.    Emphasis  is  placed  on  defining  relationship  between 
sectors of growth, institutions and government to foster coordination and create an environment that 
improves the system as a whole through regional strategies, technology and by taking cognizance of the 
myriad of interdependencies.

Secured Governance in education

  • 1. “Secured Governance for Education” Development of Education Infrastructures paving path for Multi- Sectoral Growth.   Education  system  in  India  has  grown  in  the  post‐independence  period  to  become  one  of  the  largest  systems  of  its  kind  in  the  world. During the last decade it has been experiencing a galloping  growth phase with major campuses mushrooming throughout the  country and offering varied courses. The higher education industry  boasting  of  student  enrollment  of  11  million  in  343  universities  and  17000  colleges,  offers  a  wide  spectrum  of  courses  that  are  recognized  globally. Market  size  of  Higher  education  in  India  has  gone up from 30000 crores in 2008 to 50,000 crores in 2012. Apart  from undergraduate, postgraduate and doctoral courses, there are  many training and diploma level institutes and polytechnics that cater to the growing demand  for skill‐ based and vocational education.    There  is  however  a  popular  view  point  that  the  recent  growth  of  higher  education  system  has  been  sporadic and unplanned and cannot  be relied on to  provide a robust source  of development.  There is  also a concern1 that apart from financing and management there also problems associated with access  and  quality  of  higher  education  doled  out.  Even  the  National  Knowledge  Commission  has  called  for  reforming  governance  of  educational  institutions.  Governance  issues  in  higher  education  have  thus  emerged in to the forefront higher education.    We are in need of a system which provides a blue print  for extending the present concept of practical  governance  to  ensure  a  system  of  administration  that  is  proactive,  secured,  transperent  accountable  and responsive. A system which has to be centred on dynamic self response mechanism derived from  well defined linkages of the system and individuals who can take necessary action independently.    Secured Governance for Education – A Mantra for Prosperity through Knowledge Growth Secured Governance for Education Sector is a strategy that relates to  the  develop  a  relationship  between  development  of  Education  infrastructures  to  various  other  sectors  along  with  various  institutions as partners and Government as governing body to foster,  coordinate  and  create  an  defined  “Educational  Hub”  along  various  existing  educational  infrastructure  or  to  create  a  new  cluster/s  on  strategically defined locations that improves and develops the cluster  as  a  whole  through  regional  strategies,  technology  and  interdependency among various sectors of growth.

  • 3. of Information Technology and Innovation can deliver a safer, cleaner and more accountable delivery of  self sustaining Education infrastructure and services.     Any system of Governance has to address the distribution of authority and functions among the units  within large entity, the modes of communication and control among them. The Secured governance is  built on the basis of realistic characterization of the stakeholders and their reactions to situations and its  greater emphasis on prompt and often proactive response for resolution of incidents ensures stability  and security.  Moreover  Secured  Governance  for  Education  also  emphasis  on  the  ability  to  create  a  system  to  deal  with the code of conduct of relationships between the entity and surrounding environment. In particular  emphasis is on providing action corridors between the education system with those controlling specific  education sector roles may it be private players, government, banking, industry or other sectors. A high  degree  of  technical  integration  and  economic  interdependence  in  modern  societies  will  also  increase  uncertainty where risk begins and end, and help them judiciously plan and be prepared for even minor  event and rings in the society participation in nation building process    The  concept  of  secured  governance  does  not  believe  that  dramatic  changes  can  be  achieved  only  through  a  revolution  that  requires  upturning  all  the  procedures  evolved  through  years  of  efforts  and  experience.  It  realizes  the  tools  for  bringing  about  effective  and  sustainable  changes  are  already  available  in  the  system.  They  can  be  made  more  effective  by  defining  linkages,  effective  response  mechanism  and  dynamic  feedback  systems.    Emphasis  is  placed  on  defining  relationship  between  sectors of growth, institutions and government to foster coordination and create an environment that  improves the system as a whole through regional strategies, technology and by taking cognizance of the  myriad of interdependencies.
