T h e r e v o l u t i o n of p r i v a t i z a t i o n s ta r t e d i n 1 9 8 0 a nd s p r e a d
t o ma n y p a r t s of t h e wo r l d . S e v e r a l c o u n t r i e s a r e p r i v a t i z i n g
their public sector enterprises. India is no exception to it.

Indian g o ve r n m e n t coalitions h a ve been a d vi s e d to
continue liberalisation. India g r o ws at s l o we r pace
t h a n Ch i n a , wh i c h h a s b e e n l i b e r a l i s i n g i t s e co n o m y s i n c e
1 9 7 8 . Mc K i n s e y s t a t e s that r e mo vi n g main obstacles
" wo u l d f r e e I n d i a ’ s e c o n o m y t o g r o w a s f a s t a s C h i n a ’ s , a t
1 0 p e r c e n t a ye a r " .

I n d i a n e c o n o mi c p o l i c y a f t e r i n d e p e n d e n c e wa s i n f l u e n c e d
b y t h e c o l o n i a l e xp e r i e n c e ( wh i c h wa s s e e n b y I n d i a n
l e a d e r s a s e xp l o i t a t i ve i n n a t u r e ) a n d b y t h o s e l e a d e r s '

Before the process of reform began in 1991, the
g o ve r n m e n t a t te mp t e d t o c l o s e t h e I n d i a n e c o n o m y t o t h e
outside wo r l d . The Indian c u r r e n c y, the rupee, wa s
i n c o n ve r t i b l e and high tariffs and i mp o r t licensing

up to 80 agencies had to be satisfied before a firm could
b e g r a n t e d a l i c e n c e t o p r o d u c e a n d t h e s t a t e wo u l d
d e c i d e wh a t wa s p r o d u c e d , h o w m u c h , a t wh a t p r i c e a n d
wh a t s o u r c e s o f c a p i t a l we r e u s e d . Th e g o ve r n m e n t a l s o
p r e ve n t e d f i r ms from l a yi n g off wo r k e r s or closing
factories. Th e central pillar of the policy wa s i m p o r t
substitution, the belief that India needed to rely on
i n t e r n a l ma r k e t s f o r d e ve l o p me n t , n o t i n t e r n a t i o n a l t r a d e —
a belief generated by a mi xt u r e of socialism and the
e xp e r i e n c e o f c o l o n i a l e xp l o i t a t i o n . P l a n n i n g a n d t h e s t a t e ,
rather than markets, wo u l d determine how mu c h
