         SYMPOSIUM AND BRAIN STORMING WORKSHOP ON  
              SYSTEM OF RICE INTENSIFICATION ON  
                    23 – 24 November 2009 
 
Introduction: 
Sir  Dorabji  Tata  Trust  (SDTT),  SRI  NGO  Partners  and  Rural  Communes  (RC)  had  planned  a 
Symposium and Brain Storming Workshop on System of Rice Intensification (SRI) with active 
collaboration  with  the  Department  of  Agriculture,  Government  of  Maharashtra  and 
Yeshwantrao  Chavan  Academy  of  Development  Administration,  YASHADA,  in  order  to 
promote  Rice  Cultivation  for  benefitting  small  &  marginal  farmers  for  food  security.  Mr.  V. 
Ramani the Director General YASHADA took personal interest in contacting & convincing Mr. 
Prabhakar Deshmukh ‐ Agriculture Commissioner (State Agriculture Department). The active 
participation and interaction was planned for the SDTT – SRI NGO Partners – Chaitanya, Amhi 
Amchaya  Arogyasathi,  Shramjivi  Janata  Sahayyak  Mandal,  Matrumandir,  Parivartan,  GYPM, 
BAIF‐MITTRA, Centre for Experiential Learning, RC‐Jawhar & Mokhada and District & Taluka 
Agricultural  &  Technical  Officers  from  11  Districts,  Research  Officer  from  Research  Centre 
were invited for this two days Symposium and Brain Storming Workshop at YASHADA, Pune.  
SRI  Resource  Persons  from  ICRISAT‐WWF,  Hyderabad,  SRI‐Secretariat,  Bhubaneshwar, 
People’s Science Institute, Dehradun, Center for World Solidarity, Civil Society Organisation, 
Orissa and Department of Agriculture, Tripura were invited.  Senior Officials from Agricultural 
Department, NABARD, YASHADA, NGOs, Media and SRI Farmers from Rajgurunagar, Junnar, 
Chakan  of  District  Pune  and  Farmers  from  District  Raigad  participated.    The  main  objective 
was to share experiences and to promote SRI practices in the Maharashtra State.   
 
Demonstration of SRI techniques & methods was put up by SDTT SRI NGO Partners specially 
on Raised Bed Nursery, Mat Nursery, Single Planting, Spacing between plants, Different types 
of  Weeders  &  Markers,  various  traditional  &  improved  varieties  of  seeds,  posters, 
photographs and bunch of Rice with Tillers.  


Objectives:-

    •   To create awareness among farmers, Agriculture Department about SRI method 

    •   To encourage farmers to do paddy cultivation by SRI methods  

    •   To  linkages  &  collaboration  between  NGOs,  Agriculture  Department.,  Agriculture 
        colleges/ universities, farmers

    •   Experience Sharing of the SRI experts who implemented the SRI in different Districts, 
        States of India. 

    •   Promotion & up scaling  of SRI at State Level  

Actual Program:

                                           The program has initiated with lightening of
                                           lamp by chief guest Mr. V. Ramani IAS, Dr.
                                           Sanjiv Phansalkar, Mr. Biswanath Sinha &
                                           Dr. Sudha Kothari. The first session started
                                           with the addressing speech of Mr. V.
                                           Ramani. In his speech he mentions that
                                           now days India needed the second green
                                           revolution. Without increasing the cultivation
                                           area we need to see that how can we
                                           increase the production/ productivity of
                                           land? This workshop will be helpful/ fruitful
to get more information/ knowledge on it. And at the end of his speech he welcomes all
for the workshop.

The next addressing speech given by Dr.
Sanjiv Phansalkar, in his speech he said
that in India around 125 districts, 150 NGO
partners & 80,000 farmers has covered by
SDTT under SRI program. He says that for
more promotion & up scaling, NGOs &
government should come together & plan
jointly for future intervention.

After that Dr. Sudha Kothari has given her
addressing speech in that she gave thanks
to Rural Communes for facilitating this program. In her speech she ensure that in last
season we reached to limited farmers but in next season definitely will reach to more
farmers. The different techniques used in SRI gives reliefs to women farmers & in less
cost of production get the more profit from the SRI method.

At the end of the Session Mr. Biswanath Sinha has given presentation on SDTT
                                       Experience of promoting SRI in India. Initially he
                                       gave the brief introduction on activities taken by
                                       SDTT. He has mention that SDTT emphasis on
                                       reaching out to small and marginal farmers
                                       mainly in rain fed and hilly, mountainous,
                                       undulating areas. At present SDTT working with
                                       161 NGO partners in 104 Districts in 10 States.
                                       SDTT has initiated the SRI program in 2003
                                       with the view of food security. Initially they
                                       started the program with 5 NGOs & they got the
                                       good result from it; hence they decided to reach
more farmers in India. He also gave the statistical data of the SRI program implemented
in India. He gave thanks to all NGO partners to successful implementation of program.
He believes that in future this program will be
accepted by farmers in large number.

After completing the presentation all guest
honored by farmers by giving the Rice (Bouquet)
as a symbol of Rice program

At the end of the session Dr. Murlidhar Gode
Chairperson of Rural Communes gave vote of
thanks to all honorable guests.

Second session:

                                           The second session was moderated by Mr.
                                           Biswanath Sinha. The first presentation was
                                           on Experience of the Maharashtra in last
                                           kharip season, which was presented by Ms.
                                           Trupti Kadam (SRI Anchor person, Rural
                                           Communes). In her presentation she gave
                                           the details of the SRI program which was
                                           implemented by 9 NGO partners in 11
                                           districts with 2093 farmers on 424 acres of
                                           land. She also mentions that the farmer is a
                                           great scientist; though he always searches
                                           the different ways to improve his land’s
productivity. In her presentation she also focuses the basic principles of the SRI which
has to be followed for the better results.

The next presentation was done by Mr. Bijay Senapati (Civil Society Organization,
Orissa). He focuses on the organization’s outreach program for SRI; in which he shows
the statistics of program. 12 Districts, 13 NGO Partners, 22 co-partners, 34 blocks, 131
Grampanchayat, 995 villages & 9562 farmers covered by Civil Society Organization. He
mentioned the strategies, approaches, initiatives taken by CWS, advocacy initiatives,
capacity building & the different IEC material developed by CWS under SRI program.

Now CWS is also experimenting the various other crops following SRI practices; for
example wheat, sugarcane, pulses & millets.

After that Mr. Debashish Sen presented on
the experience of the Deharadun in SRI.
SRI implemented the Deharadun by
People’s Science Institute. His presentation
focus on the different experience they got
from Himachal Pradesh & Uttarakhand.
They did various experiment on Rice as well
as Wheat. For the promotion of the SRI they
used different audio-visual media. He said
that initially it is difficult for the farmers to
accept SRI method as an agriculture
practice but they can slowly accept this method by doing. Now days PSI is
experimenting the SRI method in various other crop i.e. Tomato, French beans, Soya
beans & maize etc… Farmers are also experimenting on low cost organic manure.

                                        The last but not least presentation done by Dr.
                                        Vinod Goud (WWF-ICRISAT, Hydrabad). He
                                        shares the experience in sugarcane cultivation
                                        by using SRI practices which is named as
                                        Sustainable Sugarcane Intensification (SSI).
                                        WWF- ICRISAT initiated the work on SSI from
                                        2004. He also mentioned that the major
                                        problems in sugarcane cultivation & impact of the
                                        sugarcane industries. He has given the stress on
                                        basic six principle of the SSI. i.e. Raising nursery
                                        using single budded chips, Transplanting young
                                        seedlings (25-35 days old), Maintaining wider
spacing (5X2 feet) in the main field, Providing sufficient moisture to plants & avoiding
flooding of water in the field, Encouraging application of organic manures, better cultural
and plant protection measures, Practicing intercropping to utilize land effectively. After

that he shows that the benefit of the SSI & different initiatives taken by WWF-ICRISAT
for the promotion of SSI. He said that NGO has greater role in promoting SSI.

On these whole session some queries has been raised by participants & those queries
answered by experts.

Session Third:

This session moderate by Dr. Himanshu
Kulkarani (ACWADAM, Pune) and the session
was on experience of Maharashtra in different
climatic zone. All representatives of the NGO
& research center were honored by Rice
(Bouquet).

The first presentation was done by Dr. P.R.
Choudhary on SRI in heavy rainfall area. He
explained the whole SRI method. He also
suggests that don’t use the cono weeder for
the weeding/ tilling but farmer should use the 50 % compost (Cow dung) during tilling.
The next presentation was presented by Dr. Satish Gogulwar one of the NGO Partners
representative. The organization name was Amhi Amchya Arogyasathi, Gadchiroli. This
organization implemented the SRI program in 5 blocks of Gadchiroli District. He
mentioned that the different strategies use for the implementation of the SRI program.
He shared the experience of implementation of SRI in kharip season. In Gadchiroli
district AAA has been collaborated with Agriculture Department & implementing the SRI
activities in field which help to develop plots of the SRI.

After that MITTRA organization presented the experience of the organization in Thane,
Nashik, Chandrapur districts. Mr. Kailas Andhale mentioned in his presentation the
different activities initiated by MITTRA for the implementation of the SRI program.

After that Mr. P.Satish (Chief General Manager, NABARD) given his address speech in
that he mentioned various schemes of NABARD which will help farmers to get financial
technical support from NABARD. He gave brief information on village development
program; farmers club through these farmers can get benefit. He said that NGOs and
NABARD in joint collaboration can implement the activities like SRI effectively.

Comments given by farmers & other Participants:

    1. Block  level  workshops  should  be  organized  for  awareness  among  farmers  & 
       promotion of SRI.  
    2. Advantage & disadvantage of the technology should be mention in workshop.

    3. Dr.  Choudhary  explain  that  why  farmers  were  not  ready  to  accept  the  SRI  method 
       easily; he said that the scarcity of the labor during the actual transplantation & there 
       is a requirement of the level land for SRI plots which is not easily available in Konkan 
       region.  


Experience of the Farmers from Raigad & Pune districts.

Mr. Ramdas (farmer) from Junner block shared the experience with participants that; he
has in last kharip season taken one small plot of SRI through which he got good result &
in next season he is ready to cultivate his whole land by SRI method.

Mrs. Vimal (Woman Farmer) from Junner
block given the information on how she has
practice the SRI method in her field. She has
explained each stage of SRI in her sharing.
She used the traditional variety of seeds for
the SRI method.

Mr. Dilip (Framer) from Khalapur block said
that many people laughed at him when he
develop the SRI plot in his field, but same
people now come to his field to see the plot
because he got double crop from his field.
He also uses the organic fertilizers in SRI Field.


Mrs. Yashoda Wagh (woman framer) she explained that how she got the double crop
from the SRI plot & now she has prepared her mind to cultivate whole land by SRI
method in next season. Now days she also encourage the other farmers to accept this
method.

Forth Session:

Collaboration between Government, SDTT, Yashada & NGOs.

The collaboration focus on how to upscale the SRI in Maharashtra state, how
government & NGO can work together for the implementation of the SRI. How
Agriculture department, NGO, Agriculture University & YASHADA can contribute to
promotion of SRI.

Dr. Sanjiv Phansalkar was moderator of
the session. He gave the opportunity to
each panelist to share his/her views on
collaboration & how they can contribute in
promotion activity of SRI.

Mr. Ingale:

He gave the information on the different
resources which can be access by farmers
for their benefit. YASHADA can provide
the capacity building training to the master
trainers, farmers, etc. He also told about
the free helpline for the farmers i.e. 1551 on which farmers can get the latest
information about agriculture. These services are provided in 55 places in Maharashtra.

Dr. Sudha Kothari

She said that for the local leadership development at village level the SHGs should form
& from those members we should develop the local resource person.

Require block level workshop to train farmers groups while for this process needed
Government and NGO’s collaboration.

Mr. S.S. Bagul

He focuses on government and agriculture department role for promotion of SRI
practices. He said that Agriculture Department Officers should play the role of mentor
for the farmers so they can guide them time to time.

Dr. Vinod Goud

Needed separate structure for promotion of SRI

Establishing regional recourses to promote SRI he gave example of Agro one news
paper

Support system need to be developed like skilled/ experiential labor.

Government works in scheme mode not in project mode so even SRI can be
implemented in scheme mode. Compare to NGO, government work very less in actual
field.

There should be a need to develop some method which will be the combination of the
Government’s & NGO’s working method.

For the promotion of the SRI, there is a need to develop Master trainers & these trainers
should be paid for their services.

Government should prepare the small packets of seeds (5-10 kg.) At present in market
we only get around 30 kg. Packet (In SRI method framers require only 2-3 kg. seeds for
per Acer)

To get the information on SRI from resource center government should develop the
resource center at Block level.

Mr. Tushar Das

The goal of the NGO & Government is same but the way of working is different at the
initial stage of collaboration. Hence we need to focus limited area at the initial stage &
should work on holistic development.

Dr. Sanjiv Phansalkar

As moderator Dr. Sanjiv Phansalkar at the end of the session gave his view on whole
session; he said that NGO cannot work in all sectors at a time hence we needed the
government to help so in jointly both can work efficiently.

At a time NGO cannot work every were so NGO should select the 10-12 villages, plan
for them as per need & focus on it, then only the villages/ farmers can get the Benefit of
the program.

The session was ended with vote of thanks given by Mr. Dilip Akhade from the Rural
Communes who given thanks to all participants as well as the YASHADA who
supported for the program on different level.

Conclusion:

The objective of the program was to share the different experience on SRI & learn from
it so in future it will help to prepare plan. The second objective was to get active
participation of the government department (Agriculture) & their acceptance to
collaborate with NGO for the implementation of the SRI program. Expected Senior
Officials of Agriculture Departments were not attended the program due their official
work but still representatives who attended the program given their inputs at their level.
YASHADA also shown interest in SRI promotion still they are not actually working on
SRI component.

Objective:-

        Center to improving the quality of SRI extension.

    •   Experience of the Government department in implementation of the SRI

Actual Program:-



Beginning of First session Mr. Biswanath Sinha said to introduce each other.
After introduction, participants shared their experience about SRI

                                     Firstly Mr. A.D. Barde Taluka Agriculture
                                     Officer, Maval, Pune share his experience - he
                                     said “instead of discussing on SRI achievement
                                     we should discuss about problems raised while
                                     implementing SRI practices”. At present already
                                     farmers spending extra inputs in farming/
                                     cultivation activities, so we need to pay attention
                                     how it can be reduce and increase productivity.
                                     Technology should be low-cost and it should be
very easily accessible to farmers. Technology should reach to farmers without any
additional expenditure.

Mr. B.M. Musmade T.A.O- Igatpuri

He said we are discussing about benefit of SRI but we have to discuss about
disadvantage of SRI practices too. According to
him, SRI method is not useful in Western Ghat
because this area is comes under heavy rainfall
area (2500-3000mm). We should find out the
alternative where the standing water level is
high. He also tries to grab the attention of the
participant to the problems face by farmers
during transplantation; scarcity of the labour at
the time of transplanting & now days the rate of
labour is also very high. Now days we also facing the problem of climate change on
which Akola Agriculture University & Konkan Agriculture University need to work
together & should do research on it.

On these presentation Mr. B. Sinha has gave his comments as follows;

    •   In  agriculture  departments  presentation  ground  level  problem  has  been  taken  into 
        consideration. 

    •   The  weeders  provided  to  farmers  are  not  enough  good  quality  weeder  which  may 
        influence the field. 

    •   SRI  is  not  implemented  in  some  areas.  But  SRI  is  shown  very  good  results  in 
        Chattisgarh, Manipur, Orissa, and Maharashtra states.  

    •   All  NGO  should  think  together  for  the  implementation  of  SRI  because  farmers  also 
        gave good response to SRI.  

After this Mr. B. Sinha has given the group task for the participants; for that he made 6
groups of the participants. In each group 7-8 members were there. The task was to
discuss the issues given to them & write down the recommendation, suggestions on it.
                                       The issue was

                                                1. How to provide quality extension support to 
                                                   farmer for SRI? 
                                                2. What should be the strategy for up scaling in 
                                                   your  area  in  close  collaboration  with  all 
                                                   players  including  farmers,  government 
                                                   research institutes & NGO?

Each group had a discussion on these issue & the time was given to them was one
hour. Before the group presentation Mr. B. Sinha has shown one film on SRI which
filmed in Deharadun (People’s science Institute).

The film contain that women labour’s workload get reduce due to the use of weeder &
the women who are practicing the SRI gets the time for their other activities as well as
for their family. SRI method is the symbol of prosperity in today’s lifestyle.

Session second:

This session moderated by Dr. Murlidhar Gode in
which each group’s representative suppose to present
their discussion points.

Group’s findings/ points are collectively as follows;

For the improvement in quality extension of SRI we
should work on

    1. Each  farmer  should  do  soil  testing  of  his/her 
        land  
    2. Use of the Hybrid & improved seeds  
    3. Farmers should get Crop insurance  
    4. Farmers should know different Nursery technology  
    5. Need for Human resource management  
    6. We should pay more attention towards Inter cultivation/ tilling  
    7. Organize Agriculture workshop  
    8. Awareness on problems  
    9. Village level protection of farms  
    10. Collective pest management  
    11. We  should  utilize  the  water  resources  like  farm  pond,  river  and  drainage  to  develop 
        control farming.  
    12. To encourage farmers, we should keep some prizes   
                                                    13. We  should  form  the  groups  of  farmers  at 
                                                        village level & facilitate them the training  
                                                    14. For  very  small  and  marginal  farmers  or  at 
                                                        the  collective  approach  implementation 
                                                        should  the  farmers  develop  common 
                                                        collective nurseries?  
                                                    15. Maximum utilization of the green manure.  
                                                    16. We  should  initiate  the  farmers  club  in 
        which they can learn & share new technology of the agriculture.

    17. For the quality improvement, we should implement the SRI activities with Government 
        schemes.  
    18. Seed should be provided in small quantity packets to the farmers  
    19. Weeders should be provided as a quality assurance.   
    20. Information on seeds should be provided to the farmers & make sure the availability of 
        the seeds at market.  
    21. More attention should be given to marginal farmer  
    22. Time management should be there in SRI planning.  
    23. For the implementation of the new agriculture technologies in field, we should focus on 
        youth.  
    24. Demonstration should be developed in both seasons.  


Strategies for the up scaling the SRI in your area:

           1. Government  department,  Agriculture  University  &  NGO  should  come  together 
              for planning.  
           2. Should organize the agriculture workshop for farmers 
           3. Group discussion between farmers & Experts  
           4. Maximum utilisation of Local Media’s for spreading knowledge  
           5. Exposure  visits  to  the  different  field  of 
              farmers 
           6. Organize  exhibition  for  the  farmers  & 
              experts. 
           7. We  should  develop  the  pamphlets/ 
              posters/ leaflets on SRI. 
           8. On  block  level  there  should  be  resource 
              committee who will manage the different 
              resources required for the SRI.     


Question & Answer:

The question was asked by some participants that, will collective nursery raising is
useful? The answers were given by other participants is as follow:
   - Yes, it is useful because already it has practiced in Chandrapur district area on around 
       3.5 ha. area of Land which was successful. This method also gets the subsidy from the 
       government.  Through this method we can provide the seedlings to those farmers who 
       have water facilities in his/her farm.

    -   In SRI method it has seen that even in storm situation or heavy rainfall the standing crop 
        doesn’t get affected where in traditional method the crops suddenly gets affected. One 
        of  the  NGO  partners  from  Satara  district  share  his  experience  with  photographs  that 
        how in this season at the time of harvesting sudden rain has came & still the SRI field 
        was  stands  well  in  storm  but  other  farm’s  crops  fall  down.    Mr.  B.Sinha  also  share 
        experience from other state where the same storm situation occurred but SRI field was 
        stands well & get 90 tillers from same field.  

At the end of this session Ms. Trupti Kadam has given vote of thanks to the all
participants & Yashada who provided require facilities to the workshop.

Rural Communes  SRI symposium Report    First Draft    SYMPOSIUM AND BRAIN STORMING WORKSHOP ON   SYSTEM OF RICE INTENSIFICATION ON   23 – 24 November 2009    Introduction:  Sir  Dorabji  Tata  Trust  (SDTT),  SRI  NGO  Partners  and  Rural  Communes  (RC)  had  planned  a  Symposium and Brain Storming Workshop on System of Rice Intensification (SRI) with active  collaboration  with  the  Department  of  Agriculture,  Government  of  Maharashtra  and  Yeshwantrao  Chavan  Academy  of  Development  Administration,  YASHADA,  in  order  to  promote  Rice  Cultivation  for  benefitting  small  &  marginal  farmers  for  food  security.  Mr.  V.  Ramani the Director General YASHADA took personal interest in contacting & convincing Mr.  Prabhakar Deshmukh ‐ Agriculture Commissioner (State Agriculture Department). The active  participation and interaction was planned for the SDTT – SRI NGO Partners – Chaitanya, Amhi  Amchaya  Arogyasathi,  Shramjivi  Janata  Sahayyak  Mandal,  Matrumandir,  Parivartan,  GYPM,  BAIF‐MITTRA, Centre for Experiential Learning, RC‐Jawhar & Mokhada and District & Taluka  Agricultural  &  Technical  Officers  from  11  Districts,  Research  Officer  from  Research  Centre  were invited for this two days Symposium and Brain Storming Workshop at YASHADA, Pune.   SRI  Resource  Persons  from  ICRISAT‐WWF,  Hyderabad,  SRI‐Secretariat,  Bhubaneshwar,  People’s Science Institute, Dehradun, Center for World Solidarity, Civil Society Organisation,  Orissa and Department of Agriculture, Tripura were invited.  Senior Officials from Agricultural  Department, NABARD, YASHADA, NGOs, Media and SRI Farmers from Rajgurunagar, Junnar,  Chakan  of  District  Pune  and  Farmers  from  District  Raigad  participated.    The  main  objective  was to share experiences and to promote SRI practices in the Maharashtra State.      Demonstration of SRI techniques & methods was put up by SDTT SRI NGO Partners specially  on Raised Bed Nursery, Mat Nursery, Single Planting, Spacing between plants, Different types  of  Weeders  &  Markers,  various  traditional  &  improved  varieties  of  seeds,  posters,  photographs and bunch of Rice with Tillers.   Objectives:- • To create awareness among farmers, Agriculture Department about SRI method  • To encourage farmers to do paddy cultivation by SRI methods   • To  linkages  &  collaboration  between  NGOs,  Agriculture  Department.,  Agriculture  colleges/ universities, farmers  1

Rural Communes  SRI symposium Report    First Draft    • Experience Sharing of the SRI experts who implemented the SRI in different Districts,  States of India.  • Promotion & up scaling  of SRI at State Level   Actual Program: The program has initiated with lightening of lamp by chief guest Mr. V. Ramani IAS, Dr. Sanjiv Phansalkar, Mr. Biswanath Sinha & Dr. Sudha Kothari. The first session started with the addressing speech of Mr. V. Ramani. In his speech he mentions that now days India needed the second green revolution. Without increasing the cultivation area we need to see that how can we increase the production/ productivity of land? This workshop will be helpful/ fruitful to get more information/ knowledge on it. And at the end of his speech he welcomes all for the workshop. The next addressing speech given by Dr. Sanjiv Phansalkar, in his speech he said that in India around 125 districts, 150 NGO partners & 80,000 farmers has covered by SDTT under SRI program. He says that for more promotion & up scaling, NGOs & government should come together & plan jointly for future intervention. After that Dr. Sudha Kothari has given her addressing speech in that she gave thanks to Rural Communes for facilitating this program. In her speech she ensure that in last season we reached to limited farmers but in next season definitely will reach to more farmers. The different techniques used in SRI gives reliefs to women farmers & in less cost of production get the more profit from the SRI method. 2   
  • 3. Rural Communes  SRI symposium Report    First Draft    At the end of the Session Mr. Biswanath Sinha has given presentation on SDTT Experience of promoting SRI in India. Initially he gave the brief introduction on activities taken by SDTT. He has mention that SDTT emphasis on reaching out to small and marginal farmers mainly in rain fed and hilly, mountainous, undulating areas. At present SDTT working with 161 NGO partners in 104 Districts in 10 States. SDTT has initiated the SRI program in 2003 with the view of food security. Initially they started the program with 5 NGOs & they got the good result from it; hence they decided to reach more farmers in India. He also gave the statistical data of the SRI program implemented in India. He gave thanks to all NGO partners to successful implementation of program. He believes that in future this program will be accepted by farmers in large number. After completing the presentation all guest honored by farmers by giving the Rice (Bouquet) as a symbol of Rice program At the end of the session Dr. Murlidhar Gode Chairperson of Rural Communes gave vote of thanks to all honorable guests. Second session: The second session was moderated by Mr. Biswanath Sinha. The first presentation was on Experience of the Maharashtra in last kharip season, which was presented by Ms. Trupti Kadam (SRI Anchor person, Rural Communes). In her presentation she gave the details of the SRI program which was implemented by 9 NGO partners in 11 districts with 2093 farmers on 424 acres of land. She also mentions that the farmer is a great scientist; though he always searches the different ways to improve his land’s productivity. In her presentation she also focuses the basic principles of the SRI which has to be followed for the better results. 3   
  • 4. Rural Communes  SRI symposium Report    First Draft    The next presentation was done by Mr. Bijay Senapati (Civil Society Organization, Orissa). He focuses on the organization’s outreach program for SRI; in which he shows the statistics of program. 12 Districts, 13 NGO Partners, 22 co-partners, 34 blocks, 131 Grampanchayat, 995 villages & 9562 farmers covered by Civil Society Organization. He mentioned the strategies, approaches, initiatives taken by CWS, advocacy initiatives, capacity building & the different IEC material developed by CWS under SRI program. Now CWS is also experimenting the various other crops following SRI practices; for example wheat, sugarcane, pulses & millets. After that Mr. Debashish Sen presented on the experience of the Deharadun in SRI. SRI implemented the Deharadun by People’s Science Institute. His presentation focus on the different experience they got from Himachal Pradesh & Uttarakhand. They did various experiment on Rice as well as Wheat. For the promotion of the SRI they used different audio-visual media. He said that initially it is difficult for the farmers to accept SRI method as an agriculture practice but they can slowly accept this method by doing. Now days PSI is experimenting the SRI method in various other crop i.e. Tomato, French beans, Soya beans & maize etc… Farmers are also experimenting on low cost organic manure. The last but not least presentation done by Dr. Vinod Goud (WWF-ICRISAT, Hydrabad). He shares the experience in sugarcane cultivation by using SRI practices which is named as Sustainable Sugarcane Intensification (SSI). WWF- ICRISAT initiated the work on SSI from 2004. He also mentioned that the major problems in sugarcane cultivation & impact of the sugarcane industries. He has given the stress on basic six principle of the SSI. i.e. Raising nursery using single budded chips, Transplanting young seedlings (25-35 days old), Maintaining wider spacing (5X2 feet) in the main field, Providing sufficient moisture to plants & avoiding flooding of water in the field, Encouraging application of organic manures, better cultural and plant protection measures, Practicing intercropping to utilize land effectively.   • 5. Rural Communes  SRI symposium Report    First Draft    that he shows that the benefit of the SSI & different initiatives taken by WWF-ICRISAT for the promotion of SSI. He said that NGO has greater role in promoting SSI. On these whole session some queries has been raised by participants & those queries answered by experts. Session Third: This session moderate by Dr. Himanshu Kulkarani (ACWADAM, Pune) and the session was on experience of Maharashtra in different climatic zone. All representatives of the NGO & research center were honored by Rice (Bouquet). The first presentation was done by Dr. P.R. Choudhary on SRI in heavy rainfall area. He explained the whole SRI method. He also suggests that don’t use the cono weeder for the weeding/ tilling but farmer should use the 50 % compost (Cow dung) during tilling. The next presentation was presented by Dr. Satish Gogulwar one of the NGO Partners representative. The organization name was Amhi Amchya Arogyasathi, Gadchiroli. This organization implemented the SRI program in 5 blocks of Gadchiroli District. He mentioned that the different strategies use for the implementation of the SRI program. He shared the experience of implementation of SRI in kharip season. In Gadchiroli district AAA has been collaborated with Agriculture Department & implementing the SRI activities in field which help to develop plots of the SRI. After that MITTRA organization presented the experience of the organization in Thane, Nashik, Chandrapur districts. Mr. Kailas Andhale mentioned in his presentation the different activities initiated by MITTRA for the implementation of the SRI program. After that Mr. P.Satish (Chief General Manager, NABARD) given his address speech in that he mentioned various schemes of NABARD which will help farmers to get financial technical support from NABARD. He gave brief information on village development program; farmers club through these farmers can get benefit. He said that NGOs and NABARD in joint collaboration can implement the activities like SRI effectively. Comments given by farmers & other Participants: 1. Block  level  workshops  should  be  organized  for  awareness  among  farmers  &  promotion of SRI.   2. Advantage & disadvantage of the technology should be mention in workshop.  5

Dr.  Choudhary  explain  that  why  farmers  were  not  ready  to  accept  the  SRI  method  easily; he said that the scarcity of the labor during the actual transplantation & there  is a requirement of the level land for SRI plots which is not easily available in Konkan  region.   Experience of the Farmers from Raigad & Pune districts. Mr. Ramdas (farmer) from Junner block shared the experience with participants that; he has in last kharip season taken one small plot of SRI through which he got good result & in next season he is ready to cultivate his whole land by SRI method. Mrs. Vimal (Woman Farmer) from Junner block given the information on how she has practice the SRI method in her field. She has explained each stage of SRI in her sharing. She used the traditional variety of seeds for the SRI method. Mr. Dilip (Framer) from Khalapur block said that many people laughed at him when he develop the SRI plot in his field, but same people now come to his field to see the plot because he got double crop from his field. He also uses the organic fertilizers in SRI Field. Mrs. Yashoda Wagh (woman framer) she explained that how she got the double crop from the SRI plot & now she has prepared her mind to cultivate whole land by SRI method in next season. Now days she also encourage the other farmers to accept this method. Forth Session: Collaboration between Government, SDTT, Yashada & NGOs. The collaboration focus on how to upscale the SRI in Maharashtra state, how government & NGO can work together for the implementation of the SRI. How Agriculture department, NGO, Agriculture University & YASHADA can contribute to promotion of SRI. Panelist: 1. Mr.Tushar Das 2. Dr. Vinod Goud 3. Mr. Ingale 4. Dr. Sudha Kothari 5.   • 7. Rural Communes  SRI symposium Report    First Draft    Dr. Sanjiv Phansalkar was moderator of the session. He gave the opportunity to each panelist to share his/her views on collaboration & how they can contribute in promotion activity of SRI. Mr. Ingale: He gave the information on the different resources which can be access by farmers for their benefit. YASHADA can provide the capacity building training to the master trainers, farmers, etc. He also told about the free helpline for the farmers i.e. 1551 on which farmers can get the latest information about agriculture. These services are provided in 55 places in Maharashtra. Dr. Sudha Kothari She said that for the local leadership development at village level the SHGs should form & from those members we should develop the local resource person. Require block level workshop to train farmers groups while for this process needed Government and NGO’s collaboration. Mr. S.S. Bagul He focuses on government and agriculture department role for promotion of SRI practices. He said that Agriculture Department Officers should play the role of mentor for the farmers so they can guide them time to time. Dr. Vinod Goud Needed separate structure for promotion of SRI Establishing regional recourses to promote SRI he gave example of Agro one news paper Support system need to be developed like skilled/ experiential labor. Government works in scheme mode not in project mode so even SRI can be implemented in scheme mode. Compare to NGO, government work very less in actual field. There should be a need to develop some method which will be the combination of the Government’s & NGO’s working method. 7   
  • 8. Rural Communes  SRI symposium Report    First Draft    For the promotion of the SRI, there is a need to develop Master trainers & these trainers should be paid for their services. Government should prepare the small packets of seeds (5-10 kg.) At present in market we only get around 30 kg. Packet (In SRI method framers require only 2-3 kg. seeds for per Acer) To get the information on SRI from resource center government should develop the resource center at Block level. Mr. Tushar Das The goal of the NGO & Government is same but the way of working is different at the initial stage of collaboration. Hence we need to focus limited area at the initial stage & should work on holistic development. Dr. Sanjiv Phansalkar As moderator Dr. Sanjiv Phansalkar at the end of the session gave his view on whole session; he said that NGO cannot work in all sectors at a time hence we needed the government to help so in jointly both can work efficiently. At a time NGO cannot work every were so NGO should select the 10-12 villages, plan for them as per need & focus on it, then only the villages/ farmers can get the Benefit of the program. The session was ended with vote of thanks given by Mr. Dilip Akhade from the Rural Communes who given thanks to all participants as well as the YASHADA who supported for the program on different level. Conclusion: The objective of the program was to share the different experience on SRI & learn from it so in future it will help to prepare plan. The second objective was to get active participation of the government department (Agriculture) & their acceptance to collaborate with NGO for the implementation of the SRI program. Expected Senior Officials of Agriculture Departments were not attended the program due their official work but still representatives who attended the program given their inputs at their level. YASHADA also shown interest in SRI promotion still they are not actually working on SRI component. 8

Rural Communes  SRI symposium Report    First Draft    Brain Storming Session - 24th November 2009 Venue:-Lezim hall,YASHADA Raj Bhavan Complex, Baner Road, Pune – 411 007 Resources Persons:- Mr.Bishwanath Sinha- Sir Dorabaji Tata Trust Mr. Bijay Senapati –Civil Society Oraganisation Mr.Tushar Das –SRI Secretariat Bhuvaneshwer Dr. Vinod Goud – WWF – ICRISAT, Hydrabad Dr. P.R Chowdhary , Regional Agriculture Research center, Karjat Objective:- • Contribution of the Agriculture Department, NGOs & Agriculture Research Center to improving the quality of SRI extension. • Experience of the Government department in implementation of the SRI Actual Program:- Beginning of First session Mr. Biswanath Sinha said to introduce each other. After introduction, participants shared their experience about SRI Firstly Mr. A.D. Barde Taluka Agriculture Officer, Maval, Pune share his experience - he said “instead of discussing on SRI achievement we should discuss about problems raised while implementing SRI practices”. At present already farmers spending extra inputs in farming/ cultivation activities, so we need to pay attention how it can be reduce and increase productivity. Technology should be low-cost and it should be very easily accessible to farmers. Technology should reach to farmers without any additional expenditure. 9

Musmade T.A.O- Igatpuri He said we are discussing about benefit of SRI but we have to discuss about disadvantage of SRI practices too. According to him, SRI method is not useful in Western Ghat because this area is comes under heavy rainfall area (2500-3000mm). We should find out the alternative where the standing water level is high. He also tries to grab the attention of the participant to the problems face by farmers during transplantation; scarcity of the labour at the time of transplanting & now days the rate of labour is also very high. Now days we also facing the problem of climate change on which Akola Agriculture University & Konkan Agriculture University need to work together & should do research on it. On these presentation Mr. B. Sinha has gave his comments as follows; • In  agriculture  departments  presentation  ground  level  problem  has  been  taken  into  consideration.  • The  weeders  provided  to  farmers  are  not  enough  good  quality  weeder  which  may  influence the field.  • SRI  is  not  implemented  in  some  areas.  But  SRI  is  shown  very  good  results  in  Chattisgarh, Manipur, Orissa, and Maharashtra states.   • All  NGO  should  think  together  for  the  implementation  of  SRI  because  farmers  also  gave good response to SRI.   After this Mr. B. Sinha has given the group task for the participants; for that he made 6 groups of the participants. In each group 7-8 members were there. The task was to discuss the issues given to them & write down the recommendation, suggestions on it. The issue was 1. How to provide quality extension support to  farmer for SRI?  2. What should be the strategy for up scaling in  your  area  in  close  collaboration  with  all  players  including  farmers,  government  research institutes & NGO?   10   
  • 11. Rural Communes  SRI symposium Report    First Draft    Each group had a discussion on these issue & the time was given to them was one hour. Before the group presentation Mr. B. Sinha has shown one film on SRI which filmed in Deharadun (People’s science Institute). The film contain that women labour’s workload get reduce due to the use of weeder & the women who are practicing the SRI gets the time for their other activities as well as for their family. SRI method is the symbol of prosperity in today’s lifestyle. Session second: This session moderated by Dr. Murlidhar Gode in which each group’s representative suppose to present their discussion points. Group’s findings/ points are collectively as follows; For the improvement in quality extension of SRI we should work on 1. Each  farmer  should  do  soil  testing  of  his/her  land   2. Use of the Hybrid & improved seeds   3. Farmers should get Crop insurance   4. Farmers should know different Nursery technology   5. Need for Human resource management   6. We should pay more attention towards Inter cultivation/ tilling   7. Organize Agriculture workshop   8. Awareness on problems   9. Village level protection of farms   10. Collective pest management   11. We  should  utilize  the  water  resources  like  farm  pond,  river  and  drainage  to  develop  control farming.   12. To encourage farmers, we should keep some prizes    13. We  should  form  the  groups  of  farmers  at  village level & facilitate them the training   14. For  very  small  and  marginal  farmers  or  at  the  collective  approach  implementation  should  the  farmers  develop  common  collective nurseries?   15. Maximum utilization of the green manure.   16. We  should  initiate  the  farmers  club  in  which they can learn & share new technology of the agriculture.   11

Seed should be provided in small quantity packets to the farmers   19. Weeders should be provided as a quality assurance.    20. Information on seeds should be provided to the farmers & make sure the availability of  the seeds at market.   21. More attention should be given to marginal farmer   22. Time management should be there in SRI planning.   23. For the implementation of the new agriculture technologies in field, we should focus on  youth.   24. Demonstration should be developed in both seasons.   Strategies for the up scaling the SRI in your area: 1. Government  department,  Agriculture  University  &  NGO  should  come  together  for planning.   2. Should organize the agriculture workshop for farmers  3. Group discussion between farmers & Experts   4. Maximum utilisation of Local Media’s for spreading knowledge   5. Exposure  visits  to  the  different  field  of  farmers  6. Organize  exhibition  for  the  farmers  &  experts.  7. We  should  develop  the  pamphlets/  posters/ leaflets on SRI.  8. On  block  level  there  should  be  resource  committee who will manage the different  resources required for the SRI.      Question & Answer: The question was asked by some participants that, will collective nursery raising is useful? The answers were given by other participants is as follow: - Yes, it is useful because already it has practiced in Chandrapur district area on around  3.5 ha. area of Land which was successful. This method also gets the subsidy from the  government.  Through this method we can provide the seedlings to those farmers who  have water facilities in his/her farm.   12

Rural Communes  SRI symposium Report    First Draft    - In SRI method it has seen that even in storm situation or heavy rainfall the standing crop  doesn’t get affected where in traditional method the crops suddenly gets affected. One  of  the  NGO  partners  from  Satara  district  share  his  experience  with  photographs  that  how in this season at the time of harvesting sudden rain has came & still the SRI field  was  stands  well  in  storm  but  other  farm’s  crops  fall  down.    Mr.  B.Sinha  also  share  experience from other state where the same storm situation occurred but SRI field was  stands well & get 90 tillers from same field.   At the end of this session Ms. Trupti Kadam has given vote of thanks to the all participants & Yashada who provided require facilities to the workshop.
