Name Environmentally Friendly Community Power Plant 250 KW/hr (10 MT/day)
Project Construction of Environmentally Friendly Community Power Plant using
Municipal Solid Waste (MSW) as fuel. The use of new technology, fuel
management and perfect combustion incineration techniques make this power
plant environmentally friendly, stable, continuously operational with maximum
efficiency. The waste water from the system will be used to produce biological
fermentation Biogas that is also used in the Power Plant.

The system was designed, developed and patented by our Thai engineers. More
than 80 % of the major components are manufactured in Thailand and the
systems are installed in local communities to burn MSW and generate electrical
power.

Project Justification
The Problems:
• The Kingdom of Thailand is facing a crisis in the fields of electrical power generation, High 
Voltage transmission lines and environmental pollution
• The dependence of power generation capacity on imported electricity, coal and Natural Gas
• Increasing volumes of MSW sent to landfill sites is causing air, water and soil pollution as well as 
producing greenhouse gases contributing to global warming
Solution:
• Construction of Environmentally Friendly Community Power Plants using MSW as a fuel source
• Each system can generate up to 250 KW/hr of electricity while burning 10 MT/day of MSW
• Power can be connected to the Smart‐Grid of the PEA to improve supply stability
• Will reduce reliance on imported fuels and imports of power from neighbouring countries
• Can be located close to the source, thus reducing the cost of road transport to landfill site
• Reduced quantities of MSW in landfill sites means less pollution, particularly methane gas

Project History
P.J Group and affiliates companies, P.J. Design Co., Ltd, Kumpee Co., Ltd, Natural Protect Co.,
Ltd by Mr. Prajuab Wisititanon, President. P.J. Group realize the importance of energy security
and environmental protection for the Kingdom of Thailand. Previously no one has come up with a
working concept for a small‐scale MSW incineration plant, that is suitable for the local
communities throughout the country and that can provide high efficiencies while being
environmentally friendly and with low construction costs. There are larger scale MSW
incineration plants currently in operation using technology imported from overseas companies,
however these plants are expensive to install, operate and maintain and require the local
communities to transport the MSW by road and thus they operate at lower efficiencies.
The Group has developed and built two environmentally friendly incinerator pilot plants with
capacity of 1 ton per batch to solve the problems of waste disposal in the community. These
incinerators were successfully installed in Baan Phet District, Khon Khen, and in Prachee,
Ayuthaya, the test results were better than standard results obtained by other incinerator
systems. The next stage of development is to add an automated garbage feeder, exhaust gas
garbage dryer, exhaust gas recovery boiler, steam engine and generator, continuous feed not
more than 10 tons per day producing up to 250 KW‐hr.
Project History
The concept of this system follows government policy to reduce fuel imports for power
generation and to reduce the reliance on import of electricity from Laos and Burma, Nowadays
the Kingdom of Thailand has peak power load at 26,000 MW and this is increasing rapidly.
Once this project is successful then there will be demand for such solutions from Government
Sector that require waste management services, Local Administrative Organizations and Private
Sector companies that provide waste management services. The local communities can become
more self sufficient, and the country can benefit from reduced imports of fuel to produce electric
power and reduce imports of electricity from foreign countries, while also reducing greenhouse
gas emissions and reduce pollution from landfill sites.
This project needs a lot of investment, the company alone are not able to finance the project.
The policy of Thai Banks so far has not been supportive of this project. This is the reason why we
bring this project to Asian Development Bank (ADB) for consideration, ADB could support the
project within their remit of; Save Money, Save Energy, Save Environment

Operation

 The MSW is dumped into the Garbage Storage container directly from the garbage truck  
 The MSW is transported through the auto‐feed rotary dryer which uses feedback exhaust 
gases to dry the waste
 The MSW then enters the first, low temperature Incinerator to burn at 600 C
 The  polluted flue gases from the first chamber then go to the high temperature After Burner, 
which uses LPG or Biogas from garbage fermentation, to burn at 900 C
 The clean flue gases from the After Burner then go to the waste heat Boiler to boil the water. 
Steam at 150 PSI 180 C will go to the Steam Engine and create electricity with the Generator 
to feed to the electricity grid. The Steam Generator section is a closed loop system
 Low temperature flue gases will pass through the Cyclone Dust Collector and go to the 
Economizer to pre‐heat the water before entering the Boiler. The rest of the usable heat is fed 
back to the Garbage Dryer. The remaining waste heat, very low temperature (40 C), is released 
to the environment through the chimney.

Our target customers include Government Sector that require waste management services, Local 
Administrative Organizations and Private Sector companies that provide waste management 
service. We have SWOT analysis as follows:
STRENGTH
‐ Using our own technology, knowhow and experience to manufacture small‐scale 
incinerator and related electrical generation equipment
‐ More than 80 % of parts locally made in Thailand
‐ Experienced gained from 2 pilot incineration plants
‐ Conforms to government policies of reducing reliance upon imported fuel and imported 
power from neighboring countries
‐ Greenhouse gas emissions 20 times friendlier than landfill
‐ No need for complicated permits and licenses because scale of the system is below 1 MT 
per batch and 1 MW/hr
‐ The company has worked within the Government Sector for a long time so we have 
experience dealing with the appropriate authorities.

WEAKNESS
‐ Response of local residents in the community who may not want to accept the idea of a 
waste incinerator in their neighborhood due to trust in safety issues, fear of  obnoxious 
aromas and air quality issues due to emissions from the incinerator
‐ Up front expenditure of time and money prior to getting revenue from the end‐user 
customer

OPPORTUNITY
• There are large‐scale waste management projects currently operating or under construction in Thailand and 
there is recognition that waste management is an important issue both for local government and District 
Administration departments. The size of this proposed method of waste management project is likely to be on 
much smaller scale, and there is growing awareness and acceptance that the latest incinerator technologies are 
clean burning.  Moreover, the price of oil is likely to increase. By developing small‐scale incineration plants to 
burn high moisture waste at relatively low temperatures without using fuel, while at the same time using the 
heat to produce electricity, will not only help solve the environmental issues faced today but will also help the 
local communities where they are located
• People are against the conventional process of waste elimination or burying in large landfill sites because it is 
perceived as the incorrect way of handling the issue of MSW management. By piling up and burying in the open 
creates stench, flies, smoke, black smut, waste water, and bacteria. Furthermore, the local governments and 
District Administrations have a clear responsibility by law to care for the environment and there are budgets in 
place for waste management projects. Also people are opposed the idea of putting many local government and 
District Administration organizations together. In addition, the law states that the local communities must 
accept the project for it to be executed. The only waste elimination project that is feasible seems to be small‐
scale projects that are done at a local level by individual local government and District Administration 
organizations
• Additionally the amount of waste in Thailand is increasing everyday. In 2013 the total amount of waste was 
14.3 million tons or 38,221 tons per day
SWOT Analysis
THREAT
- The construction of the incinerator requires up‐front funding of approximately 20 
million THB to execute the project and is needed 5 months before the completion of 
the plant to enable the company to design the system, purchase the materials and 
components and build the plant
- The company has Insufficient funding to support the expansion of production
- Problem associated with lack of self funding by the company to support the 
development work for the construction process
- The concept of a small‐scale incinerator with electrical power generation is not well‐
known in the target customer base

Environmental and Social Responsibility
Because Thailand is currently faced with energy shortages, inefficient waste management 
procedures and the various pollution issues associated with waste, the company have developed 
this project as a way of addressing the various problems as follows:
- Reduce the problem of waste overflow by using the waste incinerator that can operate 24 
hours a day and burn up to 10 tons of waste per day
- Reduce the environmental issues from waste, such as air and water pollution. Because 
there are reduced waste volumes, the issues created by wastes also decrease
- The incinerator is pollution‐free, so can be placed in local communities  -
‐ The system help reduce costs and energy required in transporting waste as the incinerator 
can be placed near the source
- The system can immediately reuse the energy from burning the waste so there is no 
inefficient energy loss.
- The initial costs to burn the waste does not exceed 300‐400 THB/MT, which can reduce 
the cost to eliminate wastes.
- The community can sell the electricity produced from burning the waste to the PEA and 
Energy Generating Authority of Thailand (EGAT)

Risk in Project Operation
- Insufficient MSW to operate system continuously
‐ High moisture content of MSW makes it difficult to burn
- The people in the local community may refuse to accept the project due to lack of 
knowledge and perceived negative impact to the local environment 
Solution
- Before installation at any specific site a full analysis of the garbage will be conducted
‐ The system uses waste heat recovery to dry the garbage
‐ Community leaders need to be educated about the benefits and government policy 
supports this

Conclusion
• We believe we, working together with ADB, 
have a unique opportunity to access a market 
in Thailand and provide a service that will 
reduce greenhouse gas emissions and 
pollution and at the same time assist to 
alleviate Thailand’s energy crisis while also 
providing jobs, training and revenues to local 
communities.
