Incident Command System - Key Positions
                                         ICS Senior Level Management


Incident Commander

On site manager of the disaster relief operation, responsible for coordinating all emergency
services and support operations. Monitors and approves financial expenditures, assesses the
physical and emotional wellbeing of staff, and ensures that all aspects of the disaster relief
operation reflect the mission and principles of The Salvation Army.
      Strong familiarity with the mission and principles of The Salvation Army
      Ability to multitask
      Excellent communication skills
      Ability to work in stressful conditions
      Training and management experience

Deputy Incident Commander

Performs specific tasks and special projects as assigned by the Incident Commander. Serves as relief
for the Incident Commander when needed.
    (Same as Incident Commander)

Public Information Officer

Responsible for communicating with the media and others (both internally and externally) seeking
information about the disaster operation.
      Excellent communication skills
      Strong familiarity with the mission and principles of The Salvation Army
      Operates with a high degree of professionalism
      High attention to detail
      Ability to think clearly under stress

Liaison Officer

Serves as The Salvation Army’s point of contact with other disaster relief agencies, government
agencies and the Unified Command, if one has been established.

    Strong familiarity with the mission and principles of The Salvation Army
    Operates with a high degree of professionalism
Safety Officer

Ensures the safety and security of all disaster personnel.
    Excellent Communication Skills

    Operates with a high degree of integrity

Emotional & Spiritual Care Officer

Provides chaplaincy services, including emotional and spiritual support for the entire disaster relief
operation – both workers and survivors.
      Strong familiarity with the mission and principles of The Salvation Army

      Experienced in ministerial counsel
      Ability to work and think clearly in stressful conditions

Operations Chief

Manages all direct services during a disaster relief operation. This includes case management, food
service, sheltering, and the bulk distribution of goods. May also be responsible for supervising
certain facilities, such as a distribution or service center where disaster victims receive direct
services.
      Ability to multitask
      High attention to detail
      Excellent communication skills
      Management experience

Logistics Chief

Obtains and manages all resources and equipment necessary to run the disaster relief operation,
including vehicles, supplies, in-kind donations and facilities. Coordinates and supervises all logistics
personnel, including specialists in communications, information and technology, transportation,
warehousing and vehicle maintenance.
      Excellent communication skills

      Ability to multitask
      Management experience

Finance & Administration Chief

Manages three main areas: statistics, personnel and volunteer recruitment, and accounting. Also
responsible for supervising the daily administrative operations of the Incident Command Post.

Assesses community needs in the wake of a disaster and recommends appropriate short and long-
term Salvation Army assistance programs to meet those needs.

Forklift Driver – certified, operate forklift in warehouse or distribution center
    Forklift driver's license

Kitchen Specialist – prepare food for fixed feeding site and canteens, assist with cleanup
