PROFILE
Senior Contracts/Commercial/Claims Manager with twenty-seven plus years of both legal and management experience in
government and private industry; experience in administration of contracts for aircraft, metals, chemical, refinery, power,
and pulp and paper industries.
EXPERIENCE
Current assignment with Black & Veatch International
Kusile Power Station Project – near the Kendal Power Station in the Nkangala District of the Mpumalanga Province of
South Africa (northeast of Pretoria). The power station consists of 6 units, each rated at 800MW installed capcity for a total
of 4800MW and when complete, will be one of the largest coal-fired power stations in the world. The Kusile Power Station
will be the first to use the Flue Gas Desulpurization (FGD) in South Africa.
Black & Veatch is acting as the “Engineer” for the owner, ESKOM, under a FIDIC Yellow Book contract. My primary
responsibilties include contract and claims management on the part of ESKOM. Alstom Power has three design, purchase
and install contracts with ESKOM for the Turbines, FGD’s and Control and Instrumentation works. I’m actively involved
in the negotiations of claims and variations (change orders), including drafting all agreements for legal review and final
execution, regarding these contracts on behalf of the owner. I maintain claims and change order logs. I attend internal
meetings and meetings with the contractors and draft all commercial correspondence to the contractor.
AES-3C Maritza East I Limited – Stara Zagora, Bulgaria and Galabovo, Bulgaria. Contracts Manager (December
2005 to June 2011).
AES is constructing a new 600 Megawatt lignite fired power plant and waste disposal facility. Primary responsibilties
include the contract management and interfaces between AES and the EPC Contractor, Alstom Power, principally in the
area of claims management. I’m actively involved in the negotiations of new contracts and all modifications to those
contracts. I maintain invoice logs and track all payments made to contractors. I attend and take minutes of meetings with
the contractors and attend and contribute to weekly construction meetings. I draft all commercial correspondence to the
contractors.
Parsons Global Services Inc. – Chelyabinsk and Shchuch’ye, Russia, Senior Subcontracts Administrator (May 2004
to December 2005).
The United States of America initiated a program to assist the Russian Federation (RF) for the safe, secure, and ecologically
sound destruction of organophosphorus agent-filled chemical weapons in Russia. The Russian Chemical Weapon
Destruction Complex (RCWDC) is being constructed near the town of Shchuch’ye, Kurgan Region in order to meet the RF
commitment with the Chemical Weapons Convention (CWC). The volume of the Shchuch’ye depot represents
approximately 13.6% of the Russian reserve of warfare chemical agent. The US is providing assistance through the
Cooperative Threat Reduction Program (CTR) that is being administered by the US Department of Defense (DoD) in
conjunction with the RF Munitions Agency (RMA). Parsons Global Services Inc. is the US General Contractor for
providing engineering, procurement and construction management services for this project.
Primary responsibilties include the administration of Russian subcontractors who are performing 100% of the construction
works. One of the many challenges, besides the language barrier, is that the prime contract is between Parsons and the US
Corps of Engineers. All procurement activity must conform to the FAR Requirements and Russian construction guidelines.
It is my responsibilty to assure that FAR regulations are followed in the issuance of request for proposals, subcontracts and
modifications to any subcontracts. I negotitate new subcontracts and all modifications to those subcontracts through the use
of a translator. I prepare all documents that make up the Consent Package including the consent letter, summary of
negotiations, justification for award and risk memo. When required, I write modifications, including the supporting
documents to those subcontracts. I maintain invoice logs and track all payments made to subcontractors. I conduct
preconstruction negotiations and kickoff meetings and attend and contribute to weekly construction meetings. All
correspondence with the subcontractors is written and approved by me prior to distribution.
Halliburton/Kellog, Brown & Root International Inc. – Kuwait City, Kuwait & Northern Iraq
Procurement/Buyer (May 5, 2003 to January 2004)
Primary responsibilities were to locate and procure materials and equipment necessary to restore the Iraqi oil fields to their
pre-war conditions. The difficulty in doing this work is magnified many times due to United Nation sanctions from the first
Gulf War that have left the country devastated and without most of the materials that are common in many countries of the
world. Our team works seven days a week averaging sixteen hours each day. Since there are no Walmart’s or Home Depot’s
in Iraq, I must travel extensively throughout the streets of the cities searching for materials and what equipment is available
to purchase for the Iraqi Oil Ministry. KBR’s client is the U.S. Army Corps Of Engineers and part of my duites include
weekly reporting to the ACO what has been purchased and delivered as well as future requirements. Many government
procurement requirements must be met even though we work in a Congressional declared “war zone”, and the challenge is
to locate materials and equipment while meeting these requirements.
Shaw Constructors, Inc. – McComb, MS
Subcontract Manager, (2002)
Pike County, Mississippi – Grass roots construction of a gas– fired combined–cycle power plant for NRG Energy, Inc.
Primary responsibilities included providing weekly reports to the site construction manager and corporate office, conducting
weekly meetings with the major subcontractors to gauge progress and avoid potential claims. Supervision of another
subcontracts administrator and clerk on site as well as interaction with Shaw’s offices in Baton Rouge, Houston, and
Denver. Issuing of bid packages, bid tabs, conducting on site pre-bid and pre-award meetings, negotiating commerical
terms, schedule and cost concerns, writing and issuing the final subcontract document. Issuing change orders, processing
and approving all subcontractor invoices for payment. These responsbilities related to the administration of approximately
20 subcontracts valued at $86 million.
Rust Engineering – Birmingham, AL
Subcontract Administrator, (1989 - 2002)
Responsibilities included sourcing and evaluation of prospective contractors on a nationwide basis, by specific work
classification; assisting project management in selecting specific work categories to be contracted on individual projects;
assisting engineering in developing detailed scope of work for individual bid packages; supervising the selection of
responsible bidders for specific projects including development and issuance of inquiries; receipt and evaluation of bidder’s
quotations; conducting pre-bid and pre-award meetings and administering contracts; establishing contracting policies and
procedures, and monitoring adherence to policies and procedures; negotiating settlement of contract claims; served in field
when required.
• Pennzoil-Quaker State Refinery, Shreveport, LA- worked in the field with 16 contractors on a decomissioning of
the refinery. Most contracts were time & material but some were lump sum. Primarily responsible for reviewing
and approving all subcontractor invoices for payment, resolving all commercial issues and settling potential
claims on lump-sum contracts and conducting daily progress meetings with the major subcontractors.
• Solutia, Inc.,a subsidiary of Monsanto, St. Louis, MO and Springfield, MA  worked in the corporate office and
field handling construction contracts for Solutia. Responsible for developing bid lists, bid packages, conducting
both pre-bid and pre-award meetings, issuing addendums, drafting and writing the final contract and preparing
change orders.
• Monsanto Co., St. Louis, MO  worked in the corporate office and field handling construction contracts for the
chemical group of Monsanto. Responsible for assisting engineering and project management in developing
subcontracting strategies, bid lists and bid packages, issuing addendums, writing bid tabs, conducting pre-bid
and pre-award meetings, negotiating all commercial issues and writing the final contract. Field responsibilities
included issuing change orders, conducting weekly meetings with subcontractors, checking and approving
invoices and working closely with project controls, scheduling and construction to avoid potential claim
situations.
• Great Northern Nekoosa, Valdosta, GA—fiberline washer/woodyard.
• Great Southern Paper Co., Cedar Springs, GA—No. 2 paper machine rebuild.
• Reynolds Metals Co., Listerhill, AL—alloys casting facility. Worked in the field office with about 40
subcontractors. All of the contracts were lump sum.
• Calgon Carbon Corp., Pearlington, MS—engineering, procurement, and construction of 30M PPY
grassroots granular activated carbon plant. Issued lumpsum contracts from the office as well as the field office.
• Timken Co., Canton, OH—Phase I modernization program for caster rebuild.

10th Judicial Circuit Court - responsibilities included the prosecution of all types of criminal cases including misdemeanors
and felonies; involved in over 3000 cases.

Halliburton/Kellog, Brown & Root International Inc. – Kuwait City, Kuwait & Northern Iraq Procurement/Buyer (May 5, 2003 to January 2004) Primary responsibilities were to locate and procure materials and equipment necessary to restore the Iraqi oil fields to their pre-war conditions. The difficulty in doing this work is magnified many times due to United Nation sanctions from the first Gulf War that have left the country devastated and without most of the materials that are common in many countries of the world. Our team works seven days a week averaging sixteen hours each day. Since there are no Walmart’s or Home Depot’s in Iraq, I must travel extensively throughout the streets of the cities searching for materials and what equipment is available to purchase for the Iraqi Oil Ministry. KBR’s client is the U.S. Army Corps Of Engineers and part of my duites include weekly reporting to the ACO what has been purchased and delivered as well as future requirements. Many government procurement requirements must be met even though we work in a Congressional declared “war zone”, and the challenge is to locate materials and equipment while meeting these requirements. Shaw Constructors, Inc. – McComb, MS Subcontract Manager, (2002) Pike County, Mississippi – Grass roots construction of a gas– fired combined–cycle power plant for NRG Energy, Inc. Primary responsibilities included providing weekly reports to the site construction manager and corporate office, conducting weekly meetings with the major subcontractors to gauge progress and avoid potential claims. Supervision of another subcontracts administrator and clerk on site as well as interaction with Shaw’s offices in Baton Rouge, Houston, and Denver. Issuing of bid packages, bid tabs, conducting on site pre-bid and pre-award meetings, negotiating commerical terms, schedule and cost concerns, writing and issuing the final subcontract document. Issuing change orders, processing and approving all subcontractor invoices for payment. These responsbilities related to the administration of approximately 20 subcontracts valued at $86 million. Rust Engineering – Birmingham, AL Subcontract Administrator, (1989 - 2002) Responsibilities included sourcing and evaluation of prospective contractors on a nationwide basis, by specific work classification; assisting project management in selecting specific work categories to be contracted on individual projects; assisting engineering in developing detailed scope of work for individual bid packages; supervising the selection of responsible bidders for specific projects including development and issuance of inquiries; receipt and evaluation of bidder’s quotations; conducting pre-bid and pre-award meetings and administering contracts; establishing contracting policies and procedures, and monitoring adherence to policies and procedures; negotiating settlement of contract claims; served in field when required. • Pennzoil-Quaker State Refinery, Shreveport, LA- worked in the field with 16 contractors on a decomissioning of the refinery. Most contracts were time & material but some were lump sum. Primarily responsible for reviewing and approving all subcontractor invoices for payment, resolving all commercial issues and settling potential claims on lump-sum contracts and conducting daily progress meetings with the major subcontractors. • Solutia, Inc.,a subsidiary of Monsanto, St. Louis, MO and Springfield, MA  worked in the corporate office and field handling construction contracts for Solutia. Responsible for developing bid lists, bid packages, conducting both pre-bid and pre-award meetings, issuing addendums, drafting and writing the final contract and preparing change orders. • Monsanto Co., St. Louis, MO  worked in the corporate office and field handling construction contracts for the chemical group of Monsanto. Responsible for assisting engineering and project management in developing

Field responsibilities included issuing change orders, conducting weekly meetings with subcontractors, checking and approving invoices and working closely with project controls, scheduling and construction to avoid potential claim situations. • Great Northern Nekoosa, Valdosta, GA—fiberline washer/woodyard. • Great Southern Paper Co., Cedar Springs, GA—No. 2 paper machine rebuild. • Reynolds Metals Co., Listerhill, AL—alloys casting facility. Worked in the field office with about 40 subcontractors. All of the contracts were lump sum. • Calgon Carbon Corp., Pearlington, MS—engineering, procurement, and construction of 30M PPY grassroots granular activated carbon plant. Issued lumpsum contracts from the office as well as the field office. • Timken Co., Canton, OH—Phase I modernization program for caster rebuild. Jefferson County District Attorney’s Office, Birmingham, AL Deputy District Attorney, (1980 – 1989) 10th Judicial Circuit Court - responsibilities included the prosecution of all types of criminal cases including misdemeanors and felonies; involved in over 3000 cases. Hayes International Corp., Birmingham, AL Assistant Contracts Administrator, (1978 – 1980) Involved in the administrative end of government contracts; handled all problems dealing with the F-4 fighter planes and the P-3 cargo planes; involved in bidding on contracts, negotiating items of work that were not in the contract, negotiating prices of both work and materials, discussing interpretations of the contracts with government representatives and meeting with company and government representatives.
