Programmes 2007-2013“
Facing Closure Deadlines Requires Multitasking And Synchronised
Performance
2016 will be the decisive year for the closure process of the Operational Programmes
2007-2013.While closure already had to be conducted simultaneously to the preparation
and management of the new programming period 2014-2020 over the past months,
the latest procedures require joining all forces in order to meet the final deadline in an
efficient and secure way. This task involves contributions of Managing, Certifying and
Audit Authorities that need to prove effective communication as well as disciplined time
management and coordinated performance. They have to clarify their actions in detail and
deploy proper capacities and human resources for their inputs. The better they carry out
their actions, the smoother the closure process will be conducted. Moreover, European
Commission’s guidelines and procedures must be strictly followed for every component of
the closure pack.Yet, the experiences from previous programming periods show that this
is a very complicated and long-term process that often causes enormous delays and risks.
Improper Handling Of Closure Can Cause Immense Financial Risks
The closure of Operational Programmes requires among others the preparation of a
high-quality final implementation report, the submission of a reliable closure declaration
and the application for payment of the final balance. Failure to send any of these
documents required by the regulations for the payment of the final balance shall result
in its decommitment. Therefore, the national bodies need to make sure to minimise their
liability and reduce potential risks regarding these final actions and manage cases of
suspended and non-operational projects.
Learn at this seminar about the Commission’s requirements and guidelines on closure
of Operational Programmes 2007-2013 and how to best cope with your responsibilities
regarding the closure in practice. Make sure that your capacities are well planned so that
the closure procedures not hinder your work on the new programming period.

Ask and discuss your questions before the seminar on our LinkedIn Closure Group „Closure of the Operational Programmes 2007-2013“ Facing Closure Deadlines Requires Multitasking And Synchronised Performance 2016 will be the decisive year for the closure process of the Operational Programmes 2007-2013.While closure already had to be conducted simultaneously to the preparation and management of the new programming period 2014-2020 over the past months, the latest procedures require joining all forces in order to meet the final deadline in an efficient and secure way. This task involves contributions of Managing, Certifying and Audit Authorities that need to prove effective communication as well as disciplined time management and coordinated performance. They have to clarify their actions in detail and deploy proper capacities and human resources for their inputs. The better they carry out their actions, the smoother the closure process will be conducted. Moreover, European Commission’s guidelines and procedures must be strictly followed for every component of the closure pack.Yet, the experiences from previous programming periods show that this is a very complicated and long-term process that often causes enormous delays and risks. Improper Handling Of Closure Can Cause Immense Financial Risks The closure of Operational Programmes requires among others the preparation of a high-quality final implementation report, the submission of a reliable closure declaration and the application for payment of the final balance. Failure to send any of these documents required by the regulations for the payment of the final balance shall result in its decommitment. Therefore, the national bodies need to make sure to minimise their liability and reduce potential risks regarding these final actions and manage cases of suspended and non-operational projects. Learn at this seminar about the Commission’s requirements and guidelines on closure of Operational Programmes 2007-2013 and how to best cope with your responsibilities regarding the closure in practice. Make sure that your capacities are well planned so that the closure procedures not hinder your work on the new programming period.
