2. Thank you!
"NTIA, in partnership with the states, has been
collecting and populating the National Broadband Map
for the past 3 years, and I thank and applaud them for
their tireless work in doing so."

3. Transitioning the Collection of Broadband Deployment Data
What is FCC Form 477?
Since 2000, the FCC has collected data on broadband and mobile and fixed telephony
through its Form 477.
Filing Form 477 is mandatory for all facilities-based providers of broadband and
mobile voice services, and for all providers of fixed voice and interconnected VoIP
services.
â˘Form 477 must be filed twice a year:
- March 1 (reflecting data as of the preceding December 31)
- September 1 (reflecting data as of the preceding June 30)
â˘Providers file their data directly with the FCC via our electronic filing system.
'Until now, Form 477 has focused on broadband subscriptions, not broadband
deployment.
'General Form 477 resources are available at http://www.fcc.gov/forms and our filers'
resources page is http://transition.fcc.gov/form477.

4. Transitioning the Collection of Broadband Deployment Data
What happened in June?
To ensure continuity in the collection of broadband deployment data as funding for
the SBI program nears expiration, on June 27 the FCC Commissioners voted to add a
deployment collection to our existing Form 477.
- The Commissioners also voted for other changes (e.g. changes to subscription
data), but we are focusing here on broadband deployment.
- Although we are focusing on broadband deployment, we note that the
Commission also voted to continue the existing collection of mobile broadband
availability data at the census tract level. Thus we will have both "deployment"
and availability for mobile broadband.
â˘The full text of the FCCs Order is available at
http://www.fcc.gov/document/modernizing-fcc-form-477-data-program.

5. Transitioning the Collection of Broadband Deployment Data
What broadband deployment data will Form 477 collect?
â˘The FCC's broadband collection is divided into two main categories (similar to SBI):
- Fixed broadband, including:
⢠Telco
⢠Cable
⢠Satellite
⢠Fixed wireless
- Mobile wireless broadband

6. Transitioning the Collection of Broadband Deployment Data
Fixed Broadband Collection
Census block level No change
Address- and/or street-segment
data in large blocks
Speed tiers
Does not routinely separate
residential and non-residential
State-by-state collection
Not required - census block
reporting uniformly
Report maximum advertised speed
for each technology used in each
census block
Distinguish where appropriate
Single, national filing

Mobile Broadband Collection

Submit shapefiles (or polygons in a file Collect shapefiles (perhaps
geodatabase) geodatabase, TBD)
Distinguish shapefiles (e.g., coverage)
by provider, maximum advertised
speed, and spectrum band
Associate shapefiles with a spectrum
band
No "technology deployed" distinction
State-by-state collection
Distinguish polygons by minimum
advertised speed
Distinguish polygons by spectrum band
(e.g., 700 MHz, Cellular, AWS, PCS,
BRS/EBS)
Distinguish polygons by technology
deployed (e.g., EV-DO, WCDMA, HSPA+,
LTE, WiMAX)
Single, national filing
Bottom line: Separate polygon for each unique combination
of coverage area, speed, spectrum band, and technology

8. Transitioning the Collection of Broadband Deployment Data
Other changes to Form 477?
⢠Eliminate speed tiers from the subscription collection
⢠Collect fixed voice and interconnected VoIP subscription data by census tract (rather
than collecting by state with a list of zip codes that have subscribers)
- Continue to collect mobile voice and mobile broadband subscription data at the
state level
⢠Emergency contact information
⢠Company identification information
⢠Staff to develop a software-based solution to allow collection of more granular data
in the future without increasing provider burdens.

9. Transitioning the Collection of Broadband Deployment Data
What is the timeline for implementation?
â˘Before providers are required to make their first Form 477 deployment filings, the
FCC must:
- develop secure and robust IT
- prepare detailed filing instructions
- obtain Paperwork Reduction Act approval
- develop training materials and work with the 4,000+ filers to help them adjust to
the changes.
â˘Goal: providers including deployment data in their September 1, 2014 filing (data as
of June 30, 2014). But...
â˘FCC will likely rely on SB! data for the "as of "June 30, 2014 collection.
"[T]he Commission is likely to rely heavily on SBI data collected in the overlap collection, as the SBI
collection is more settled and providers may still be adjusting to the revisions to Form 477."
-FCC Form 477 Order, 1] 25.

11. Transitioning the Collection of Broadband Deployment Data
Will deployment data still be publicly available?
â˘YES.
'Deployment data will be publicly available to the same extent that SBI data are
available.
'Mobile broadband providers may request confidential treatment of spectrum and
speed parameters that are used for internal network planning purposes.
Note: The FCC generally does not publish disaggregated subscription data. We do share
disaggregated data with state public utility commissions that are able to afford confidential
treatment to the data, and we also share more aggregated data with Eligible Entities. No
changes are imminent. The FCC directed the staff to develop ways to allow greater public
access to disaggregated subscription data while taking into account issues of competitive
sensitivity.

12. Transitioning the Collection of Broadband Deployment Data
Will the FCC and providers work with the states?
â˘YES, and YES.
"We.. . direct the Wireline Competition Bureau to explore ways in which we might
use the states' expertise to strengthen our own collection of broadband
deployment data."
"[T]he states have gained valuable experience with the collection of broadband
deployment data . . . . We encourage providers to continue to work with states on
broadband issues."
- FCC Form 477 Order, ] 31.
