Programmes and concrete projects aimed at
improving professionalism, training and welfare
of the Nigeria Police Force for greater
performance.
ā€¢ In addition, the Ministry has supervisory role to
play in ensuring that the image of the Police is
improved through community participation so
that an intelligence-led policing is entrenched.

ā€¢ The Nigeria Police Force is committed to training,
retraining and welfare of its staff including
rewarding hardwork and discipline of personnel, to
be able to deliver service of protecting lives and
properties and enforcing the law.
ā€¢ This Administration inherited a Police that lacked
adequate training, logistics and capacity to
confront raising crimes and terrorism. Mr.
President took pragmatic steps to transform the
Nigeria Police Force and address insecurity in the
country by:

ā€¢ Provision of logistics and increased training to
overcome the challenges.
ā€¢ Promoting better co-operation and intelligence
exchanges with international multilateral and
security institutions.
ā€¢ Setting up a Presidential Committee to re-organize
the Nigeria Police Force. The report is undergoing
draft white paper review
ā€¢ Constituting a Presidential Committee on dialogue
and peaceful resolution of security challenges.
ā€¢ Setting up Presidential Committee to investigate
proliferation of small arms and light weapons.

of the Academy was flagged off on 15th
September, 2012 and has since been concluded.

Selection Board chaired by the Police Service
Commission in line with the Agencyā€™s
Constitutional mandate for recruitment into the
Nigeria Police Force.

Service Commission, the Nigeria Police Force

onward transmission to the 7th Session of the
National Assembly after approval by Mr.

MODERNISATION OF THE NIGERIA POLICE STAFF
COLLEGE, JOS
ā€¢ The Police Staff College was established on 14th
October, 1976 as an educational centre to provide
specialized and advanced training including staff
duties for officers and men of the rank of Assistant
Superintendent of Police to Deputy Commissioner
of Police.
ā€¢ With the growth in the manpower strength of the
Nigeria Police Force, the utilization of facilities at
the College became overstretched. While the
installed student capacity of the College is 900 at
full capacity, there are currently about 1,300
students on regular basis.

ā€¢ To address the inadequacies in the college
contracts were awarded from the reform
programme to facilitate expansion of facilities

THE NATIONAL PUBLIC SECURITY COMMUNICATIONS
SYSTEM PROJECT (NPSCS).
ā€¢ One major security project is the NPSCS project emanated from
a Memorandum of Understanding (MoU) signed between
Messrs ZTE Corporation of Shenzhen, China and the Federal
Government of Nigeria
ā€¢ The thrust of the MoU is for the deployment in Nigeria of a
comprehensive, reliable, modern and robust National Public
Security Communication Systems (NPSCS) code-named
Global GOTA Open Trunking Architecture (GoTA) by Messrs.
ZTE Corporation of China for national security operations.
ā€¢ The NPSCS is an integrated digital trunking independent
multimedia communications system (voice, video and
data) for the Nigeria Police and other security agencies
employing CDMA technology

THE FIVE MAIN COMPONENTS/SUBSYSTEMS OF
NPSCS
ā€¢ The GoTA which is the dominant component of the System
ā€¢ The E-policing Subsystem will facilitate the deployment of
E-policing databases.
ā€¢ Video Conferencing subsystem will provide for video
conferencing by all Commands of the Nigeria Police Force
(NPF) with the Force Headquarters (FHQ) and among
themselves.
ā€¢ Coalition Emergency Response subsystem will empower
emergency response and provide a national platform for
emergency calls by citizens to the Nigeria Police
nationwide.
ā€¢ Video Surveillance subsystem through which 2,000 CCTV
cameras are to be installed in Abuja and Lagos is the easily
noticed component

ā€¢ The delivery of 1,500 patrol vans in a swoop and 90
cars have greatly enhanced the response time of the
Force to crime and rescue calls;
ā€¢ The Air wing Section of the Nigeria Police Force has
been adequately strengthened through the
completion of the Hanger project in Abuja and
substantial addition to the fleet of the Force.
ā€¢ The Air wing currently has thirteen (13) helicopters
and a brand new CESSNA Citation XLS. Consequently,
the Force has come to be adjudged to possess the
best Air wing Section in West Africa. This feat has
enhanced response of the NPF in crisis situations and
surveillance activities;

ā€¢ Only recently Mr. President constituted a
committee to explore the establishment of a
forensic/DNA laboratory in Nigeria.
ā€¢ DNA profiling/testing is a technique employed
by forensic scientists in the identification of
individuals by their respective DNA profiles.
This can be used as a person's identifier. it is
mostly used in parental testing and criminal
investigations. Certainly this will become an
advantage to the criminal justice system when
concluded and implemented

ā€¢ The peacekeeping operations/training, is mainly
tasked with the management, direction and control
of the Nigeria Police operational support for United
Nations (UN), African Union (AU) and Economic
Community of West African States (ECOWAS)-led
peacekeeping operations.
ā€¢ As of date, One thousand two hundred and three
(1,203) Nigeria Police Officers are serving in seven
(7) United Nations-led and one (1) AU-led
peacekeeping operations respectively.

ā€¢ A total number of Six hundred and forty-nine
(649) personnel which is made up of five
hundred and thirty four (534) men and one
hundred and fifteen (115) women are deployed
as Individual Police Officers (IPOS) in various
peacekeeping operations,
ā€¢ while five hundred and thirty nine (539)
comprised of four hundred and one (401) men
and one hundred and thirty eight (138) women
are deployed in four (4) Formed Police Units
(FPUs) as follows:

ā€“ One unit of 120 officers in the United Nations
Mission in Liberia (UNMIL),
ā€“ one unit of 140 officers in the United Stabilization
Mission in Haiti (MINUSTAH), and two units of 140
officers each in the United Nations/African Union
Mission in Darfur (UNAMID).
ā€“ The Nigeria Police Force is also supporting the AU
Mission in Somalia, (AMISOM) where eight officers
are currently serving.

operations, undercover operations and large scale
arrests. These underscored the need for both law
enforcement and community responsibility in

INTRODUCTION Contdā€¦ ā€¢ The Nigeria Police Force is committed to training, retraining and welfare of its staff including rewarding hardwork and discipline of personnel, to be able to deliver service of protecting lives and properties and enforcing the law. ā€¢ This Administration inherited a Police that lacked adequate training, logistics and capacity to confront raising crimes and terrorism. Mr. President took pragmatic steps to transform the Nigeria Police Force and address insecurity in the country by: 8
  • 9. ā€¢ Provision of logistics and increased training to overcome the challenges. ā€¢ Promoting better co-operation and intelligence exchanges with international multilateral and security institutions. ā€¢ Setting up a Presidential Committee to re-organize the Nigeria Police Force. MODERNISATION OF THE NIGERIA POLICE STAFF COLLEGE, JOS ā€¢ The Police Staff College was established on 14th October, 1976 as an educational centre to provide specialized and advanced training including staff duties for officers and men of the rank of Assistant Superintendent of Police to Deputy Commissioner of Police. ā€¢ With the growth in the manpower strength of the Nigeria Police Force, the utilization of facilities at the College became overstretched. While the installed student capacity of the College is 900 at full capacity, there are currently about 1,300 students on regular basis.

THE NATIONAL PUBLIC SECURITY COMMUNICATIONS SYSTEM PROJECT (NPSCS). ā€¢ One major security project is the NPSCS project emanated from a Memorandum of Understanding (MoU) signed between Messrs ZTE Corporation of Shenzhen, China and the Federal Government of Nigeria ā€¢ The thrust of the MoU is for the deployment in Nigeria of a comprehensive, reliable, modern and robust National Public Security Communication Systems (NPSCS) code-named Global GOTA Open Trunking Architecture (GoTA) by Messrs. ZTE Corporation of China for national security operations. ā€¢ The NPSCS is an integrated digital trunking independent multimedia communications system (voice, video and data) for the Nigeria Police and other security agencies employing CDMA technology 64

THE FIVE MAIN COMPONENTS/SUBSYSTEMS OF NPSCS ā€¢ The GoTA which is the dominant component of the System ā€¢ The E-policing Subsystem will facilitate the deployment of E-policing databases. ā€¢ Video Conferencing subsystem will provide for video conferencing by all Commands of the Nigeria Police Force (NPF) with the Force Headquarters (FHQ) and among themselves. ā€¢ Coalition Emergency Response subsystem will empower emergency response and provide a national platform for emergency calls by citizens to the Nigeria Police nationwide. ā€¢ Video Surveillance subsystem through which 2,000 CCTV cameras are to be installed in Abuja and Lagos is the easily noticed component 65

PROVISION OF LOGISTICS ā€¢ The delivery of 1,500 patrol vans in a swoop and 90 cars have greatly enhanced the response time of the Force to crime and rescue calls; ā€¢ The Air wing Section of the Nigeria Police Force has been adequately strengthened through the completion of the Hanger project in Abuja and substantial addition to the fleet of the Force. ā€¢ The Air wing currently has thirteen (13) helicopters and a brand new CESSNA Citation XLS. Consequently, the Force has come to be adjudged to possess the best Air wing Section in West Africa. This feat has enhanced response of the NPF in crisis situations and surveillance activities; 79

This can be used as a person's identifier. it is mostly used in parental testing and criminal investigations.
