Summary

   Guidelines target the organisations in charge of decision
    making and technical deployment of ITS on a local level –
    guidelines poorly structured and edited and fail to fulfil the
    needs of either target audience
   Guidelines to promote and show the benefits of the use of ITS
    in urban areas along the individual travellers mobility chain –
    not clearly presented
   Guidance on ITS deployment in urban areas – not achieved
   Identify a possible need for standardisation – partially justified
   Guidelines should foster interoperability and continuity of
    services within Europe – not justified
