I'd like to provide the RCMP Canadian National Security Enforcement Team and the
Canadian House of Comons with some information that will ensure that you don't end up
being duped and fooled due to ignorance regarding what is now occurring in our Canadian
skies. Information that you can actually use to finally “get your man” as you eventually always
do. It is important that you have access to the correct information to allow you to sift through
the deliberately placed disinformation which is now prevalent and is intended to distract
sincere people who suffer from cognitive dissidence or people with poor work ethics.
This information regards a form of weather modification technique called Cloud Seeding from
a text book called The Complete Weather Resource Volume 2 Weather Phenomena.
Cloud seeding is a form of Geo-Engineering which was banned by the UN in 2010 as being
too dangerous to human health and the heath of our planet.

Geo-Engineering, Cloud Seeding activities and associated human deaths have been cleverly
concealed by the perpetrators by labeling the issue as a “conspiracy theory,” thus making
anyone who raises the issue open to ridicule and ostricization which is quite obviously the
desired intent. Ongoing Geo-Engineering activities have been slowly introduced into the
collective consciousness as “normal” jet engine contrails. Geo-Engineering however is real
with many patents online which describe exactly what we are witnessing in our skies today
which is anything but a theory, normal or sane.
At an international symposium held in Ghent, Belgium May 28-30, 2010,
scientists asserted that “manipulation of climate through modification of Cirrus clouds
is neither a hoax nor a conspiracy theory.”
It is “fully operational” with a solid sixty-year history.
Though “hostile” environmental modification was banned by UN Convention in 1978,
its “friendly” use today is being hailed as the new savior to climate change and to
water and food shortages.
Military forces stand poised to capitalize on controlling the world’s weather.

Guidelines for Cloud Seeding to Augment Precipitation

People throughout the ages have sought ways to bring rain to moisture-deprived areas. In the
1800s and early 1900s people tried, unsuccessfully, to produce rain by ringing church bells or
firing cannons into the air. In the mid-1940s, scientists began testing an experimental method
called cloud seeding. Cloud seeding involves injecting particles into a cloud, which act as
freezing nuclei. Cloud droplets adhere to the injected particles and fall to the ground as
precipitation.
A requirement of cloud seeding is that clouds are already present. And those clouds must be
tall enough so that their upper portions extend into regions where temperatures are below
freezing. In other words, they must be cold clouds.
The earliest cloud seeding experiments, performed in 1946 by atmospheric scientist Vincent
Schaefer, involved dropping crushed dry ice (carbon dioxide) pellets into the top of a cloud,
from an airplane. Since dry ice is extremely cold (-180 degrees F or -78 degrees C), it cools
the air around it, which produces more condensation. The dry ice pellets also act as a
freezing nuclei. In one experiment, Schaefer dropped three pounds of ground dry ice into an
altocumulus cloud. Five minutes later, snow began falling from that cloud. The following year
one of Schafer's colleagues, Bernard Vonnegut, discovered that silver iodide makes a better
cloud seeding agent than dry ice.
Cloud Seeding Concerns Regarding Prolonged Droughts or Uncontrolled Floods
The 1950s saw a boom of rainmaking operations in drought-stricken areas around the world.
These operations, however failed to produce a significant increase in precipitation.
Furthermore, they provoked the objections of many people who were concerned with the
broader implications of manipulating the atmosphere. Would it lead to uncontrollable floods or
prolonged droughts?
Despite these concerns, at the end of the 1950s a U.S. Federal research program was
launched on cloud seeding and other forms of weather modification (the use of artificial
means to alter atmospheric phenomena). government agencies and private companies
conducted many experiments, with inconclusive results.

4. Cloud Seeding, Flash Floods and Death
Cloud seeding was the center of controversy more than once in the 1970s. In 1972, a spate of
cloud seeding was followed by a flash flood in Rapid City, South Dakota in which over 200
people lost their lives. While the cloud seeding and the flash flood may or may not have been
linked, the tragedy was enough to deter people from further rainmaking experiments there.
Cloud seeding was also a questionable practice used by the U.S. Military during the Vietnam
War. After the flooding of the Ho Chi Minh Trail, which supposedly came about as a result of
cloud seeding, the practice was called into question in the U.S. Senate.
Cloud Seeding used to Increase Snowfall
Some of the most impressive results have been obtained by seeding cumulus clouds. As
droplets freeze to the injected particles, they release latent heat, which fuels the upward
expansion of the clouds. And when a cumulus cloud develops vertically, it lasts longer and is
more likely to produce precipitation. Another way in which cloud seeding seems to be
effective is by seeding winter clouds that are already producing precipitation. This practice
has been shown to increase the amount of snow falling from those clouds.
Cloud Seeding used to Create Drought
On the flip side, by over-seeding a cloud, it's possible to reduce precipitation. When too many
freezing nuclei are present, they remain too small to fall to the ground – even after all
available supercooled droplets have frozen onto the freezing nuclei. The moisture in the cloud
will the evaporate. For this reason, over-seeding is used at airports to dissipate thick fog.
The practice of cloud seeding continues to the present day...

One of the primary disinformation campaigns now under was by the contrail con-artists is to
try to convince ignorant people that contrails are normal jet engine exhaust heat which
condenses and forms water vapor... that can exist in the atmosphere for as long as 20 or
more minutes.

5. The primary hole in this conspirator's theory is that is is simply not true, nor is the idea that on
any given day, a person can witness a hundred or more jets flying back and forth overhead,
often in a crisscross pattern - from sun up to sun down and then absolutely nothing on the
very same day the next week. Commercial passenger jet schedules do not vary from week to
week to the extent that is now occurring.

Cloud seeding activities must also occur on non commercial jet routes to be effective and they
must occur on non commercial jet flight paths which is a dead giveaway to anyone conducting
a honest investigation or who isn't in criminal collusion with the perpetrators. Traitor being the
operative word here.
The main problem the conspirator's have is a lack of jets from which to conduct their cloud
seeding activities on a daily basis and this is why we can witness continuous heavy cloud
seeding on one day of the week and then nothing the next week on the very same day.
Contrails Are Chemtrails
Dr Vermeeren, of the Delft University of Technology, presented a 300-page scientific report
entitled,
“CASE ORANGE: Contrail Science, Its Impact on Climate and Weather Manipulation
Programs Conducted by the United States and Its Allies.”
Case Orange rejects use of the term ‘chemtrails’ because it is associated with amateur
conspiracy theorists. The only credible document it could find that uses it is the Space
Preservation Act of 2001 introduced by U.S. Representative Dennis Kucinich (D-OH). H.R.
2977 sought to ban the use of exotic weapon systems that would damage climate, weather,
tectonic and biological systems. “Chemtrails” are specifically listed. Though later removed, no
version of the bill ever became law.

6. Instead, the writers prefer the term ‘persistent contrails’ to describe the phenomenon since
all contrails are chemtrails.
‘Persistent contrails’ distinguishes those that contain weather-altering additives from those
that represent normal aircraft exhaust that dissipates after a few seconds or minutes.

maximum radiation scattering ability for a given weight [of] material. The seeding
material … consists of 85% metallic particles and 15% colloidal Silica and Silica gel in

The point of this letter is to also to inform you that our Ottawa based Clean-Tech company, Potential Difference
Inc. (PDi) has devoted the past 15 years to the development of peaceful energy solutions to the need for this
crime against humanity and environmental crime regardless of the motive.

New Form of Energy Harnessment Discovered
The new form of energy discovered by Potential Difference Inc. actually pertains to a method of extracting the
energy contained in the magnetic field which surrounds any current bearing wire without producing any negative
effects on the energy magnitude contained within said wire.We are now able to use this new energy extraction
technique to create transformers (Bi-Toroid Transformer, BiTT) which operate well in excess of 100% efficiency
(between 450 – 2700% as tested by Dr. Fusina of DRDC and in excess of 100,000% in computer simulations at
Philips in Holland). When Dr. Fusina independently third party tested our Bi-Toroid Transformer in the Power
Lab at the University of Ottawa he found it to be operating at infinite efficiency but he was not able to accept

15. The BiTT achieves this magnetic field energy energy extraction objective by diverting Back-EMF induced
magnetic fields away from the primary coil of the transformer and into a pair of adjacent secondary coils. The
result is a transformer that delivers Real Power to a load but consumes almost pure Reactive Power in the
primary while operating ideally at virtually infinite efficiency because Reactive Power has a net power
consumption of zero Watts.
The energy extraction technique can also be applied to electric generators namely PDi's Regenerative
Acceleration (ReGen-X) Generator that; accelerates itself when placed on-load, reversing Lenz's Law, violating
Newton's Third Law and also delivering electrical power at an infinite mechanical power conversion rate.
Because the ReGen-X Generator has the ability to reverse Lenz's Law (aka the load current induced counter
electromotive torque) and accelerate itself (produce its own accelerative torque) when delivering power to a load
the input power required by the prime mover actually can be reduced on-load rather than increased.
When a ReGen-X Generator prototype was third party tested by retired NRC scientist Doug Hartwich in the
Power Lab at the University of Ottawa, the input power to the prime mover could be reduced by 40% when the
ReGen-X Generator delivered power to a load. Conversely a similar conventional generator coil operating under
identical conditions required a 12% increase in input power when placed on-load. Even with a 40% reduction in
prime mover input the ReGen-X Generator still delivered over 200% more power to the load and operated at
infinite efficiency while doing so.

Bi-Toroid Transformer (BiTT)
Potential Difference Inc. has developed a new transformer design; a Bi-Toroid Transformer (BiTT) that has been
third party tested and validated by Dr. Fusina of Defence Research and Development Canada at operating at
infinite efficiency in lab testing at Ottawa University in 2009.
Dr. Fusina's testing was validated by Dr. Habash, Ottawa University's Power Lab supervisor. The BiTT was
computer modeled by senior Philips Engineer Rob Woudenberg in Holland in 2010 and shown to operate at
excess of 60,000% efficiency. In reality the efficiency was infinite but the computer was unable to calculate that

16. The BiTT is unique in that the primary of the transformer consumes virtually pure Reactive Power and little or
no Real Power even though it delivers Real Power to the load. This is accomplished by providing the on-load
secondary coil BEMF induced magnetic fields with an alternate flux path route into an adjacent secondary coil
and harnessing that magnetic field energy to deliver real power to a load. The bottom line is the BiTT delivers
on-load power at virtual no-load input power levels. This will generally result in a power reduction of between
50 – 90% when compared to a conventional transformer. When the BiTT is developed as a pole transformer it
will allow consumers to reduce their electricity consumption by up to 90%.

17. Conventional Transformer On-Load Bi-Toroid Transformer On-Load
The conventional transformer consumes Real Power when delivering Real Power to the
resistive load (as denoted by the meter reading 1.00 cos theta). With the identical resistive load the Bi-
Toroid Transformer delivers Real Power but consumes almost pure Reactive Power with a net power
consumption near zero and a Power Factor of 0.08 and a greatly reduced input power consumption.

The BiTT is able to harvest on-load BEMF induced magnetic field energy while producing a neutral
input power reaction, by diverting said magnetic fields away from the primary coil of the transformer
and into an adjacent secondary coil where they can do useful work delivering power to a load. The
primary operates in a no-load condition consuming almost pure Reactive Power while the secondary
coils deliver on-load Real Power to the loads.

19. Regenerative Acceleration (ReGen-X) Generator
Magnetic Field Energy Delay (He who hesitates is lost)
The ReGen-X Generator is able to harness on-load BEMF induced magnetic fields which are produced
in accordance with Lenz's Law and Newton's Third Law (“for every action there is an equal and
opposite reaction”) by delaying the flow of load current in the generator coil by between 45 – 90
degrees.
The oscilloscope shot below shows the on-load current sine wave for a conventional generator coil and
a ReGen-X Generator coil which is delayed by 45 degrees. The vertical center mark on the oscilloscope
screen is the conventional coil's sine wave Crest which is where the generator's rotating magnetic field
pole is closest to the coil's core in its approach, after which it starts to move away.
Because the ReGen-X Generator coil's load current is delayed by 45 degrees, the coil's BEMF induced
magnetic field is also delayed.
The ReGen-X coil's current magnitude (and corresponding induced magnetic field) peak when the rotor
magnet pole is moving away from the coil's core (after the vertical center mark) rather than when
approaching it as per the conventional generator coil operation – which produces the equal and
opposite reaction or counter-electromotive-torque production – which in turn requires an increase in
prime mover input power when any generator is placed on-load.
The ReGen-X Generator on-load 45 degree current delay results in the ReGen-X Generator which
produces a complementary-electromotive-torque – which produces an equal and identical reaction –
which in turn requires a decrease in input power.

Conclusions
To sum up I hope that you can see that transformers and a generators (and an electric motor design) that can
operate at infinite efficiency make the need for oil wars completely obsolete for all humanity moving forward in
