A Project of the Bernalillo County  Place Matters Team   ABC HEAT  is a collaborative health equity initiative with the goal of providing communities and decision-makers in our city & county with  evidence to build health  into public and private policies and practices.   We believe that decision-makers must have reliable data  on health status, disparities, and the effects of social determinants of health.  These data must be monitored at the  local level  in collaboration with the people and families who live there, and  funding  must be available to promote  community participatory assessment  to understand these health effects and to promote the application of findings to decision-makers. 33 HEAT COMMUNITIES 141 Census Tracts were aggregated into 33 communities representing coherent neighborhoods in the city of Albuquerque and surrounding county. Each HEAT community contains roughly 3 to 6 whole census tracts. Social determinant and health outcome data are calculated for each of those 33 communities to produce data tables and maps for community decision makers. ABC HEAT will explore other definitions of communities, for example: coalitions of neighborhood associations, police beats, state representative districts, etc. The table at right gives the names and codes for each of the 33 communities.  Each name corresponds to a major intersection within the community. The adjacent map points out familiar landmarks in Albuquerque. Red lines mark the HEAT Communities Input is appreciated regarding better ways to define the geography of your community. It is defined as the average number of years a baby born in a particular area or population can be expected to live if it experiences the current age-specific mortality rates of that particular area or population throughout its life. At Wednesday night's City Council meeting, councilors approved an appeal by the La Mesa Community Improvement Association to reject any approval for a liquor license at the new CVS Pharmacy near Central and Louisiana. By Elaine D. Briseno, ABQJournal Staff Writer  The two sides involved in a dispute over a 24-hour cement operation in a North Valley neighborhood have agreed to try to resolve their differences. Neighbors near the American Cement transfer station and company representatives, through their attorneys, have agreed to postpone an appeal hearing that could have led to repeal of a recent permit that allows the company to operate 24 hours. The station, owned by Grupo Cementos de Chihuahua, is near Griegos and the railroad tracks in the Greater Gardner neighborhood . A Project of the Bernalillo County Place Matters Team   ABC HEAT is a collaborative health equity initiative with the goal of providing communities and decision-makers in our city & county with evidence to build health into public and private policies and practices.   We believe that decision-makers must have reliable data on health status, disparities, and the effects of social determinants of health. These data must be monitored at the local level in collaboration with the people and families who live there, and funding must be available to promote community participatory assessment to understand these health effects and to promote the application of findings to decision-makers.   • 14. 33 HEAT COMMUNITIES 141 Census Tracts were aggregated into 33 communities representing coherent neighborhoods in the city of Albuquerque and surrounding county. Each HEAT community contains roughly 3 to 6 whole census tracts. Social determinant and health outcome data are calculated for each of those 33 communities to produce data tables and maps for community decision makers. ABC HEAT will explore other definitions of communities, for example: coalitions of neighborhood associations, police beats, state representative districts, etc. The table at right gives the names and codes for each of the 33 communities. Each name corresponds to a major intersection within the community. The adjacent map points out familiar landmarks in Albuquerque. Place Matters is an effort by the Joint Center to create a fair health movement. 16 counties from around the nation are identifying their health inequities and looking “upstream” for policy-oriented solutions. Some are looking at diabetes, obesity…others at breast cancer, others at traffic fatalities…. Our team started from an upstream location…looking at land use policy…and is asking what health inequities might be attributable to that?
  4. When we are talking about health equity and health disparities, it is important to define the terms. Disparities are the statistical differences…..inequities occur when the difference in health between one group and another is unfair and preventable. The disparity is just a measurement…the inequity is where we aim policy. PH Surveillance or Community Assessment is concerned with putting existing knowledge into the hands of decision makers – including members of specific communities – whereas research is more concern with discovering new knowledge, with universal applications. ABC-HEAT is a community assessment tool that can inform public practice and policy. It benefits from the research of others, but is not research in the pure, or academic, sense.
  5. We want to enlist the assistance of your advocacy group to build and improve the HEAT. We want the HEAT to be used by you and to be useful to you. Public Health has had limited success using the “behavior change” approach to disease prevention and health promotion. PH has learned that the things we do in these policy areas can affect human health positively or negatively. HEAT is looking for root causes of health problems to help advocacy groups bring about social/environmental conditions that improve health. Public policy is the mechanism that improves or degrades the conditions that promote health. Of course you can’t deny the importance of individual behavior in the health equation, but we must also consider the policy realm: If a person needs to improve their diet for better health, the wealthy person will have an easier time of it than the poor person, or the person who lives in a neighborhood that is not served by a high quality grocery store. The slides that follow show how we are developing the HEAT to show relationships between health and other social conditions. As you see the slides that follow, ask yourselves if this info is useful to your organization…does it help you advocate for solutions to the problems you are trying to solve? Does it add ammunition to your arsenal of information that shows your cause is important?

  13. The major question we would like to ask is How can we collaborate? HEAT (as you will see) is at a very early stage compared to other projects around the nation. We can not achieve our vision without sharing tasks, goals and resources with partners like the Center for Health Policy
  14. We are able to calculate age-adjusted death rates for any age group, race, sex and cause of death for the years 1990-2005 FOR ANY CENSUS TRACT OR COMBINATION OF CENSUS TRACTS. This is a special adaptation of CDC’s SEERStat software, developed by Will Athas for the ABC HEAT Project. Studying mortality by small areas reveals disparities that would otherwise be averaged out of the picture.
