32. Challenges For Education In Swansea Assets Number of surplus places increasing Some schools in poor condition Pupil numbers reducing over next few years Need to create 21 st century learning environments Need to reduce the number of schools Need to make effective use of schools and school sites
Richard Child development What we want to develop The importance of the parents/carers The impact of the wider family and environmental factors
Mary Requirement under the Children Act 2004 to have a CYP Partnership the Learning & Skills Act to have a Youth Support Services Partnership or equivalent Within an Education Act (??) an Early Years and Childcare Development Partnership or equivalent
Mary LSB/BSP CYP Executive – the CYP Partnership CYP Plan Implementation Board Children (0 to 10) Youth (11 to 25) 7 core aims and groups to deal with these – core aims listed on next slide
Mary MJ as Lead Member and RJP as Lead Director for CYP under Children Act 2004 MJ chair of Executive Members of Executive take champion role supported by sponsors normally at second or third tier level The CYP Strategy Unit links to each of the core aims
Mary The CYP Plan was developed during 2007/08 from an initial in-depth analysis of the characteristics of Swansea The Plan identified nearly 150 commitments and 80 PIs against the 7 core aims and 76 actions against 7 Swansea priorities This has created an unsustainable position and has not allowed us to differentiate between business as usual and challenges that need to be addressed
A year ago the CYP Executive Board identified 3 specific priorities to be delivered These were to be characterised by multi agency integrated service delivery and early intervention and prevention A delivery plan has been developed showing actions and desirable outcomes (copy available if Board want) These priorities form a focus for the CYP Executive Board each time it meets. Chris Maggs is the lead on safeguarding Carol Green for poverty Mark Mathias for substance misuse Some extracts from the delivery plan are shown below.

Mary The CYP Plan for 2011/14 is currently being developed as it has to be delivered from April 2011. As part of that we are analysing progress on the 3 priorities, on early intervention and prevention and through the core aim group activities. Part of the development of the new plan involves needing to revisit the vision and overall strategy Richard will outline where we are currently Richard

Mike Good profile of grades compared to most other LAs although % grades 3 and 4 increased in last year Mention of several schools 7x1’s
Mike Reading ages at 7 and 11 years have generally declined over the last few years Importance of reading age linked to chronological age by age 11
Mike Core Subject Indicator Primary flat Secondary trend upwards and improvement in relative position of Swansea in wales Gap widening and low performing schools generally flat
Mike Good trend over time and again Swansea improved its position relative to others (top quartile) Gap
Mike Better indicator of all children Good trend but just below expected Gap
Mike Good trend for both sectors but secondary significantly better than primary although from a lower base. Position in Wales secondary third quarter (14 th ) and primary bottom quartile (19 th )
Mike Trend in exclusions in secondary reducing but still high for some schools/individual pupils
Mike Good improvements from a very low base in 2005 but relative position in Wales has dropped again NEETs project to report to Board in December
Mike Improvement and Accountability: Improved outcomes for all learners, while narrowing the gap between the least well performing and best performing schools, is the aim of the effectiveness programme. This requires data and other evidence to be used to confront performance and to identify improvement activity, including setting higher but realistic targets and standards. Accountability requires all levels to report on performance to key stakeholders, including parents and carers, the local community and national government. Intervention and Support: There is a need for intervention and support to lift performance. It must be purposeful, applied as early as possible, and use a variety of strategies to address the areas identified for improvement. It should not be perceived as a response to a failure. Curriculum and teaching: What happens in the classroom is crucial to ensuring that learners are able to achieve their full potential. Teachers need to work together within their school and between schools and other learning settings continually to improve their skills and knowledge. They need to develop a sense of ‘collective professionalism’ and be given opportunities to share planning and to learn directly from one another. New knowledge, especially recent findings in relation to neuroscience and differential teaching, need to be widely disseminated and applied.
Mike National description for schools and the challenge
Mike Challenge for local authorities
Mike These are appropriate for Swansea and are already being developed as priorities Particularly keen to improve reading and writing across the curriculum
Mike The Gap between the lowest and highest performing schools Mainly the impact of deprivation but not with every school We need to have a scrutiny process to include schools attending the Board
Mike A real challenge for the Council and Education We will look different in 3 years time with probably a smaller core at the centre with schools having a greater % of the available Education funding but with increased responsibilities linked to the funding as well
