HONGKONG QUALITY MIGRANT SCHEME
The Scheme is an entrant scheme. It is quota-based and seeks to attract highly skilled or talented
persons who are fresh entrants not having the right to enter and remain in Hong Kong to settle in Hong
Kong in order to enhance Hong Kong's economic competitiveness in the global market. Successful
applicants are not required to secure an offer of local employment before their entry to Hong Kong for
settlement. All applicants are required to fulfill a set of prerequisites before they can be awarded points
under the General Points Test and compete for quota allocation with other applicants. Successful
applicants under the Scheme may bring their spouse and unmarried dependent children under the age
of 18 to Hong Kong provided that they are capable of supporting and accommodating their dependants
on their own financial resources without relying on public assistance in Hong Kong.
Selection Mechanism
Stage 1: Prerequisites
All applicants under the Scheme are required to fulfill a set of prerequisites before they can be awarded
points under one of the two points-based tests under the Scheme.
Stage 2: Points-based test
Applicants who have met all the prerequisites will be assessed under a General Points Test. There are
five point-scoring factors under the General Points Test.
A minimum passing mark is set under the General Points Test. Persons who choose the General
Points Test category are advised to assess whether their credentials are adequate to meet the
minimum passing mark before submitting an application.
Stage 3: Selection exercise
Selection exercises will be done on a regular basis for quota allocation to applicants. During each
selection exercise, applications which satisfy both the prerequisites and the minimum passing mark
(under the General Points Test) will be ranked according to scores awarded. High scoring applications
will be short-listed for further assessment. High-scoring applications do not necessarily secure quota
allotment. Results of each selection exercise will be published on the Immigration Department website.
As it will take time to process applications, applicants may regard their applications as being under
processing unless they have received a notification of refusal from the Immigration Department.
Stage 4: Approval-in-principle
Applicants who are allotted a quota in the selection exercise will be issued with an Approval-in-principle
letter. Such applicants are required to come to Hong Kong to personally attend an interview and
present originals of all documents submitted during the application to the Immigration Department for
verification. They may enter Hong Kong on visitor conditions for this purpose. An Approval-in-
principle letter issued to an applicant does not automatically guarantee approval of his/her
entry to or remain in Hong Kong under the Scheme.
Stage 5: Issue of entry visa/entry permit
If all original documents are satisfactorily verified and all relevant application procedures are finalized,
the successful applicant will be issued with an entry visa/entry permit under the Scheme for stay in
Hong Kong.
Prerequisites :
All applicants must satisfy all of the following prerequisites:
Age
The applicant must be aged 18 or above when lodging an application under the Scheme.
Financial requirement
The applicant must be able to demonstrate that he/she is capable of supporting and accommodating
himself/herself and his/her dependants, if any, on his/her own financial resources without relying on
public assistance during his/her stay in Hong Kong.
Good character
The applicant should not have any criminal record or adverse immigration record in Hong Kong or
elsewhere.
Language proficiency
The applicant should be proficient in written and spoken Chinese (Putonghua or Cantonese) or
English.
Basic educational qualification
The applicant must have a good education background, normally a first degree from a recognized
university or a tertiary educational institution. In special circumstances, good technical qualifications,
proven professional abilities and/or experience and achievements supported by documentary evidence
may be considered.
If the applicant fails to provide satisfactory supporting documents showing that he/she meets all the
above prerequisites, his/her application will not be processed further and will be refused immediately.
Entry of Dependants
Applicants under the Scheme may apply to bring their spouse and unmarried dependent children under
the age of 18 to Hong Kong under prevailing dependant policy. Persons admitted or applying for
admission under the Scheme will be a sponsor of his/her accompanying dependants to Hong Kong.
Dependants of persons admitted under the Scheme will normally be granted permission to remain in
Hong Kong in line with the sponsor.
Applicants under the Scheme are advised to submit dependant visa/entry permit applications for all
accompanying family members together with their entry applications. If an applicant is claiming points
on the basis of the educational level of the accompanying married spouse and/or the number of
accompanying unmarried dependent children under the age of 18 under the General Points Test,
he/she must submit dependant visa/entry permit applications for the accompanying family members
concerned together with his/her application under the Scheme.
FEE :
No application fee is chargeable upon application submission. The prescribed fee for the issue of a
visa, entry permit, or extension of stay under the Scheme is HK$160 per head.

Hong Kong is a vibrant global financial centre invigorated by a sophisticated financial infrastructure,

Government’s aim is to reinforce Hong Kong’s position as China’s Global Financial Centre in general
and as a capital formation centre, an asset management centre and an offshore Renminbi (RMB)

governance, strengthening investor protection, fostering market development and enhancing links and
co-operation with the Mainland.

the vast majority of the population, with foreign nationals comprising 6.4%.

Education :
Twelve-year free education is provided to students in public sector schools with effect from the 2008-09
school year. Admissions to Primary 1 and Secondary 1 in public sector schools are administered
through centralized systems. Under the NSS academic structure, Secondary 3 students will normally
continue to receive senior secondary education in the same school or attend full-time vocational
training courses run by the Vocational Training Council fully subvented by the Government.
Since 1998, the Government has invested nearly $9 billion into implementing information technology
(IT) in education and spent approximately another $0.4 billion on developing e-learning resources.
Schools today have a sound IT infrastructure, taking into account the number of computers as well as
the available computer networks and platforms in schools. The Government has recently launched an
Internet Learning Support Programme to help low-income families acquire affordable computer
equipment and Internet access services.
Health :
Primary health care covers a wide range of public health services such as health promotion and
disease prevention. It is the first step in the healthcare process, comprising general outpatient services,
specialized health care, and specialist medical treatment, provided for people in specific age groups
who do not require hospital attention.
The DH provides a range of health promotion and disease prevention services through its 31 maternal
and child health centres and three women’s health centres for children up to five years of age, and
women aged 64 or below. These centres offer an Integrated Child Health and Development
Programme for parents and care givers to promote the holistic health and well-being of children. The
core components of the integrated programme are parenting and immunisation, as well as health and
developmental surveillance. Antenatal, postnatal, family planning, and cervical screening are provided
for women.
The centres also provide health education including psycho-social health and personal relationships,
as well as physical health and healthy lifestyle for women.
Some 29 000 expectant mothers and 72 000 newborn children attended maternal and child health
centres in 2011, respectively representing about 31 per cent and 74 per cent of the total numbers of
expectant mothers and newborn children in Hong Kong.
The Family Health Service also provides information on child care, parenting and health to the general
public through various channels such as information leaflets, VCDs, websites, a 24-hour information
hotline and electronic parent-child Magazines.
The DH has 18 elderly health centres and 18 visiting health teams to render primary health care to the
elderly, improve their ability to care for themselves and encourage healthy living and their family’s
support. These centres provide health assessments, curative treatment, health education and
counselling to people aged 65 and above.

Living in Hong Kong
This city is probably one of the safest in the world. Violent crime against people on the street happens
so rarely that it makes front pages news for days if it does occur. I have never seen a fight in a bar
here. There are security guards everywhere. These people are often very old. Still they are the city’s
unsung heroes. These guards, present in almost every commercial or residential building, are an
effective, non aggressive form of crime deterrent. Their role in Hong Kongers’ sense of security is
great. On the whole these people are also extremely friendly. No need for a “reclaim the night”
movement here – Hong Kong is safe enough for anyone to move around in, at all times of the day and
night, with no need to worry about personal safety.
The first-time visitor to Hong Kong is always struck with the dramatic skylines, skyscrapers, great
shopping and the visual reminders of it's colonial past. Only in Hong Kong can you find the Star
Ferry, trams and Peak Tram amongst stunning contemporary architecture such as the Exhibition
Centre and IFC1.
These visual stereotypes are certainly representative of part of Hong Kong, but it is by no means the
only part of Hong Kong. There are a lot of contrasting lifestyles and standards of living. There are the
Country Parks with their hiking trails and BBQ areas, which provide a pleasant week-end distraction.
Outlying islands like Lamma and Lantau have a different pace of life and their own characters. Kowloon
provides a 24-hour shopping and dining experience, whilst some of the villages in the New Territories
don't seem to have changed in decades. With beaches to match anything available in other Asian
tourist destinations and pleasure junks providing waterborne tours, there are many parts of Hong Kong
that most tourists never experience.
Hong Kong sure knows how to celebrate – Chinese New Year, Hong Kong Establishment Day and
Chinese National Day are all occasions for fireworks. Barges in the harbour are used as a platform
and crowds line the harbour on both sides to witness the spectacular display. The fireworks are always
breath-taking and the pictures in the paper the next day are amazing too. Of course, since the opening
of Hong Kong Disney, it’s possible to experience fireworks out at the theme park every night of the
week.
As a resident, the lifestyle may therefore be very much more diverse that you expect. Hong Kong will
be different for the family too.
Markets can be categorized into two main types in Hong Kong – goods markets and wet markets.
There are markets selling all manner of goods – cheap clothes, handbags, watches, fake designer
wear, souvenirs. Stanley Market on Hong Kong’s South side is a must-see on the tourist trail, certainly
for foreigners visiting Hong Kong. Temple Street night market has a wonderful atmosphere and the
locals will happily tell you about the bargains to be had at Ladies’ market in Mong Kok.

  • 6. HONGKONG QUALITY MIGRANT SCHEME The Scheme is an entrant scheme. It is quota-based and seeks to attract highly skilled or talented persons who are fresh entrants not having the right to enter and remain in Hong Kong to settle in Hong Kong in order to enhance Hong Kong's economic competitiveness in the global market. Successful applicants are not required to secure an offer of local employment before their entry to Hong Kong for settlement. All applicants are required to fulfill a set of prerequisites before they can be awarded points under the General Points Test and compete for quota allocation with other applicants. Successful applicants under the Scheme may bring their spouse and unmarried dependent children under the age of 18 to Hong Kong provided that they are capable of supporting and accommodating their dependants on their own financial resources without relying on public assistance in Hong Kong. Selection Mechanism Stage 1: Prerequisites All applicants under the Scheme are required to fulfill a set of prerequisites before they can be awarded points under one of the two points-based tests under the Scheme. Stage 2: Points-based test Applicants who have met all the prerequisites will be assessed under a General Points Test. There are five point-scoring factors under the General Points Test. A minimum passing mark is set under the General Points Test. Persons who choose the General Points Test category are advised to assess whether their credentials are adequate to meet the minimum passing mark before submitting an application. Stage 3: Selection exercise Selection exercises will be done on a regular basis for quota allocation to applicants. During each selection exercise, applications which satisfy both the prerequisites and the minimum passing mark (under the General Points Test) will be ranked according to scores awarded. High scoring applications will be short-listed for further assessment. High-scoring applications do not necessarily secure quota allotment. Results of each selection exercise will be published on the Immigration Department website. As it will take time to process applications, applicants may regard their applications as being under processing unless they have received a notification of refusal from the Immigration Department.
  • 7. Stage 4: Approval-in-principle Applicants who are allotted a quota in the selection exercise will be issued with an Approval-in-principle letter. Such applicants are required to come to Hong Kong to personally attend an interview and present originals of all documents submitted during the application to the Immigration Department for verification. They may enter Hong Kong on visitor conditions for this purpose. An Approval-in- principle letter issued to an applicant does not automatically guarantee approval of his/her entry to or remain in Hong Kong under the Scheme. Stage 5: Issue of entry visa/entry permit If all original documents are satisfactorily verified and all relevant application procedures are finalized, the successful applicant will be issued with an entry visa/entry permit under the Scheme for stay in Hong Kong. Prerequisites : All applicants must satisfy all of the following prerequisites: Age The applicant must be aged 18 or above when lodging an application under the Scheme. Financial requirement The applicant must be able to demonstrate that he/she is capable of supporting and accommodating himself/herself and his/her dependants, if any, on his/her own financial resources without relying on public assistance during his/her stay in Hong Kong. Good character The applicant should not have any criminal record or adverse immigration record in Hong Kong or elsewhere. Language proficiency The applicant should be proficient in written and spoken Chinese (Putonghua or Cantonese) or English. Basic educational qualification The applicant must have a good education background, normally a first degree from a recognized university or a tertiary educational institution.   • 8. proven professional abilities and/or experience and achievements supported by documentary evidence may be considered. If the applicant fails to provide satisfactory supporting documents showing that he/she meets all the above prerequisites, his/her application will not be processed further and will be refused immediately. Entry of Dependants Applicants under the Scheme may apply to bring their spouse and unmarried dependent children under the age of 18 to Hong Kong under prevailing dependant policy. Persons admitted or applying for admission under the Scheme will be a sponsor of his/her accompanying dependants to Hong Kong. Dependants of persons admitted under the Scheme will normally be granted permission to remain in Hong Kong in line with the sponsor. Applicants under the Scheme are advised to submit dependant visa/entry permit applications for all accompanying family members together with their entry applications. If an applicant is claiming points on the basis of the educational level of the accompanying married spouse and/or the number of accompanying unmarried dependent children under the age of 18 under the General Points Test, he/she must submit dependant visa/entry permit applications for the accompanying family members concerned together with his/her application under the Scheme. FEE : No application fee is chargeable upon application submission. The prescribed fee for the issue of a visa, entry permit, or extension of stay under the Scheme is HK$160 per head.

Since 1998, the Government has invested nearly $9 billion into implementing information technology (IT) in education and spent approximately another $0.4 billion on developing e-learning resources.   • 11. Health : Primary health care covers a wide range of public health services such as health promotion and disease prevention. It is the first step in the healthcare process, comprising general outpatient services, specialized health care, and specialist medical treatment, provided for people in specific age groups who do not require hospital attention. The DH provides a range of health promotion and disease prevention services through its 31 maternal and child health centres and three women’s health centres for children up to five years of age, and women aged 64 or below. These centres offer an Integrated Child Health and Development Programme for parents and care givers to promote the holistic health and well-being of children. The core components of the integrated programme are parenting and immunisation, as well as health and developmental surveillance. Antenatal, postnatal, family planning, and cervical screening are provided for women. The centres also provide health education including psycho-social health and personal relationships, as well as physical health and healthy lifestyle for women. Some 29 000 expectant mothers and 72 000 newborn children attended maternal and child health centres in 2011, respectively representing about 31 per cent and 74 per cent of the total numbers of expectant mothers and newborn children in Hong Kong. The Family Health Service also provides information on child care, parenting and health to the general public through various channels such as information leaflets, VCDs, websites, a 24-hour information hotline and electronic parent-child Magazines. The DH has 18 elderly health centres and 18 visiting health teams to render primary health care to the elderly, improve their ability to care for themselves and encourage healthy living and their family’s support. These centres provide health assessments, curative treatment, health education and counselling to people aged 65 and above.

  • 17. Living in Hong Kong This city is probably one of the safest in the world. Violent crime against people on the street happens so rarely that it makes front pages news for days if it does occur. I have never seen a fight in a bar here. There are security guards everywhere. These people are often very old. Still they are the city’s unsung heroes. These guards, present in almost every commercial or residential building, are an effective, non aggressive form of crime deterrent. Their role in Hong Kongers’ sense of security is great. On the whole these people are also extremely friendly. No need for a “reclaim the night” movement here – Hong Kong is safe enough for anyone to move around in, at all times of the day and night, with no need to worry about personal safety. The first-time visitor to Hong Kong is always struck with the dramatic skylines, skyscrapers, great shopping and the visual reminders of it's colonial past. Only in Hong Kong can you find the Star Ferry, trams and Peak Tram amongst stunning contemporary architecture such as the Exhibition Centre and IFC1. These visual stereotypes are certainly representative of part of Hong Kong, but it is by no means the only part of Hong Kong. There are a lot of contrasting lifestyles and standards of living. There are the Country Parks with their hiking trails and BBQ areas, which provide a pleasant week-end distraction. Outlying islands like Lamma and Lantau have a different pace of life and their own characters. Kowloon provides a 24-hour shopping and dining experience, whilst some of the villages in the New Territories don't seem to have changed in decades. With beaches to match anything available in other Asian tourist destinations and pleasure junks providing waterborne tours, there are many parts of Hong Kong that most tourists never experience. Hong Kong sure knows how to celebrate – Chinese New Year, Hong Kong Establishment Day and Chinese National Day are all occasions for fireworks. Barges in the harbour are used as a platform and crowds line the harbour on both sides to witness the spectacular display. The fireworks are always breath-taking and the pictures in the paper the next day are amazing too. Of course, since the opening of Hong Kong Disney, it’s possible to experience fireworks out at the theme park every night of the week. As a resident, the lifestyle may therefore be very much more diverse that you expect. Hong Kong will be different for the family too.
