2. GENESIS NATIONAL DISASTER MANAGEMENT AUTHORITY
On 23rd December 2005, the Government of India took a defining step by piloting the enactment of the Disaster CHAIRMAN
Management Act 2005, which envisaged the creation of the National Disaster Management Authority (NDMA), VICE CHAIRMAN
headed by the Prime Minister of India, State Disaster Management Authorities (SDMAs) headed by the Chief Ministers,
and District Disaster Management Authorities (DDMAs) headed by District Collectors and Co-chaired by the elected

The Disaster Management Act, 2005 was enacted to provide the requisite institutional mechanisms for formulating and
monitoring the implementation of the disaster management plans, ensuring measures by various wings of the
Government for preventing and mitigating the effects of disasters and for undertaking a holistic, coordinated and
prompt response to any disaster situation.
